edit: Swapped rocketry again due to Glushko being a potential jerk and 20RpT for planetary probes not being too bad. Dropped the R7U modernization as well to fit both probes.

Analysis points:
Plan Cars + Gas eats up to 70 workforce, whereas mine eats up to 86 (though both are unlikely to finish all of the projects) It also does rural Housing Expansions which will increase our workforce when we already have a massive surplus of available labor.
Cars+Gas uses up enough electricity that it's in trouble without the power plant, and it has a 3.1% chance of failing to complete it. My plan has a 0.002% chance of failing the coal plant.
Cars+Gas uses up to 77 steel, whereas mine can use 37. This is notable as we get significant discounts at 50+ steel surplus, and we can spend up to 56 without hitting that mark.

Ah yes, the quests where we are at war, soon to be at war, just finished a war, making sure we don't get caught in the war on crime, war and colonies time, and preparing for the end of all wars until civilization is back.
There also hiatused planquest-ish with elves who nuked themselves and now trying to survive as a species while not creating ElfKVD. Featuring Dr. Warcrimes who's fucked ecology in spectacular way and now is our only chance to feed peeps in cold, long winter.

I fully support Cars + Gas plan, especially for its virgin land development, except for not unifying overall program. Lack of coordinated program didn't stop Korolev and Glushko coming to blows over N1 OTL, we're not really to lose anything here. I'd rely on concrete benefits of increased coordination reducing chances that our overambitious rocket won't come in time over phantom chance of personal conflicts.

I agree that it makes more sense to make any organizational/leadership changes to the program before we expand it, and other than that, Cars + Gas is my preferred one.

I am unclear on the relative benefits of unifying the rocket program vs just doing RLA expansion. Both reduce delays and IDK how big of a deal Glushko's position is.

After unifying the rocket program we'll expand it - next turn or, maybe, turn after that, if engine programs finishing would bring any benefit to expand it at that moment. It's just the other rocketry variant forsakes unifying program entirely, and we should work out organizational structure before expanding it as it was said above.

Hey, we spent the first third of THIS quest bracing the USSR for invasion by Germany. Is is that different from bracing the GDI against the vore rocks or bracing Austria against Prussia? But not that you mention it, it IS interesting that most planquest QMs chose to start in conditions where a major conflict is very likely. I'm guessing the external threat is in a large part to give the playerbase extra impetus to build up heavy industry and other productive capacity not directly related to QoL- as well as adding an extra dimension of political wrangling with the military.

The Austria quest's player base sure are warhawks though. I don't know how much of that is the 19th century setting that makes wars of conquest less self-destructive, and how much of that is Spacebattles being Spacebattles. Still, they DID put a former socialist revolutionary in charge of their ministry and do seem to be very serious about improving conditions for the empire's subjects, even if their response to potential colonies is probably to dust off their 'how 2 technology uplift' sci-fi manuals.

On a less military note, that quest is also AFAIK the only one to make government debt a significant mechanic and the players seem to have become big fans of deficit spending the moment QM said 'taking loans no longer badly debases your currency". Wonder how that'll be handled in the long run.

Its set in the Victorian era, clay grubbing is king. Unfortunately those American wreckers invented nukes and so we can't paint the world red lol

That is because Austrian debt is in the single digits, Britain and France are in the three digits. As long as our economy outgrows the debt, and we can pay our obligations its mostly fine, its what most economies do, we are essentially doing the same with the 7YP. Though in our case inflation is an issue since we have a fiat currency.
 
Threw together a quick variant that splits the difference between quarterly report reforms and doing politics. I'm a little wary of going all in on the quarterly reforms before seeing the quality roll for the basic quartlery reporting reform, if it's shit we might not want to stack a bunch of extra stuff that relies on it. So this just does that base reform, and the other two Bureau dice left floating around go into political maneuvering to stall for 6 months and see how the quarterly reports come out instead.

Hey don't forget the fallout quest since the player base ha done shit like making a extinction level event that's lovecraftian monstrosity of flesh and metal...in hawaii because of a pork project.To be fair we did fix it through the power of TERRORISM,pork projects and a utopian cargo cult in California that had a ratpope.Currently most of the player base is doing a "oh my god what have we done moment" because the PC Clancy is usually as cynical as you average planquester when it comes to most projects but she was fangirling over the Texas Rangers vault project so the playerbase assumed that if the woman who created a bond supervillan organization and who's idea of a hobby is doing terror tactics on FUSA likes Texas Rangers than it would be a good idea to build a vault for the Texas Rangers.That was a bad idea since these were Texas Rangers in FUSA and from what little snippets we have after the bombs fell the Texas Rangers killed and hung so many "communists and traitors" that every lampost, tree or whatever you can hang a corpse on in texas had a dead body on it.
