I have to say, it is pretty nice that we can put 2 dice on a 40-resource option and 2 dice on a 30-resource option and still have mostly enough Resources to do everything else.

In terms of the plan: We're ahead of the moving target on capital goods and consumer goods, and behind on MFPG, so more dice towards heavy industry seems called for. Pharma plants count as consumer goods probably? If those went to baku oil extraction instead, we'd have 60 more Resources to get things with. Or even just shifting one - there would still be a 25% chance of the pharma plants completing in one die.

List of edits from my first draft below.
Edit: First edit made. Taking off two from Caucasus to put a third Dice on Minimal Equipment Standards. Uses up the last Free Dice but leaves to Infrastructure ones idle.

Edit2: Second Edit made. Gets rid of the whole Caucasus Power Grid Line in exchange for using up the last LCI Dice to start on Pharmaceutical Plants. Now I have no other Dice idle except for Infrastructure and LCI. Also leaves us with 5 Resources left over.

Edit3: Changed from Uniform and Equipment Trials to Mortar Trials, using the extra 5 Resources.

EDIT: In preparation for getting to work on the Norilisk Combine Next Turn, I'm slashing the Pharmaceutical Plants and reducing Mortar Trials back down to Uniform/Equipment Trials. Then putting the spare LCI Dice into Electrical Heaters, and the remaining 15 Resources go to starting on Caucasus Power Grid.

EDIT2: Electrical Heaters won't be reached ULAG inmates in Norilisk. Instead, I'm redevoting those resources to Pharmaceuticals, which gives us a surplus of 5 Resources.

I'd say to pull free dice out of military stuff and use it on the aluminum plant. The only military things we need this turn are finishing the current level of military academies and setting up equipment standards; trials can wait until we improve our production quality.

Taking stuff out of military doesn't give enough Resources for that. It takes 30 Resources for just one die on Aluminum, so I'd need to take away the Trial and one from Officer Academies to get just one Die. And I want to make sure we stay healthily ahead of the curve on Officer Academies.

Also, the earlier we do a trial, the more maturity/testing the actual design will have when the time comes to produce it.

No, we want radios ASAP because they give PI and one of the things Vasilevsky wants to do is increase radio proliferation. We've been throwing so much into Bakelite because we wanted the cheaper Radios it gave us.

Also, getting rid of radios wouldn't free up Free Dice to use.
 
By the way, would one of the new projects be research into uses of slag, as construction material if nothing else?

It's essentially free, casting slag into bricks should be easy, and it would greatly improve availability of construction materials.

With the spare resources from reducing the Minimal Equipment Standards to just 1 Dice, I was able to put two dice onto the Power Grid. Put the last 10 Resources on Baku Oil Extraction. It does grant PI when it's completed, and we'll need to complete it sooner or later.

We can't let our infrastructure be neglected. It's not only regional grids we have to do but also more rail stock. Every turn counts.

Guys, we also need to look toward our party influence. Scapegoat Passively Resisting Priests might be necessary. From what I can see even in best case scenario we will only have 40-45 PI after this turn.

I'd rather avoid doing that. Yeah, it sucks that we don't have PI, but the entire reason people voted for only doing price decrease was to keep the rural areas quiet. Pretty foolish to turn around and ruin that effort now.

Made some changes in the service sector, I am doing State libraries instead of medical universities and education for additional PI. That should also provide our workers an alternative to the opium!
