Attempting to Fulfill the Plan MNKh Edition

Voted best in category in the Users' Choice awards.
Yep, steel shortage again. We're working on it, Magnitogorsk ho!

I want to do educational minimums, which costs 10 PI. So we need to exit this turn with at least 50 to satisfy me.
Eh, we can get more PI next turn. Anti-religious and Agricultural options give ton of it. As for heavy industry, yeah we might want to rush Magnitogorsk hard.

[X]Price Cuts and Active Encouragement: The peasantry has always been backward and unsure of exactly how to act in their own best interests. Thus, with active measures and mass volunteering, it should be possible to most rapidly achieve the peasants' breakup. (10 Party Influence) (Stages 4 and 5 immediately available) (+30 Resources per Turn) (Rapid ULAG increase)
[X] Push the Reform: It would be a shame for the bulk of the newly trained personnel to be called down when their service is up, and it would atrophy their skills. Thus, it is time for reform to strengthen the Union. (-15 Party Influence)

For the Plan.

NCO's are the backbone of a modern army looking to complete the OODA loop quickly and independently, and when the great purge picks up we need something to show papa Stalin we are decisively against spooky scary kulaks since the beginning and not in any way a secret traitor. Anyone who accuses us of such is a secret traitor. Solid majority of farmers have adopted new model agriculture, there shouldn't be too much disruption and it shows the party we are "true" believers/buys political capital to spend when someone has a bright idea.

The fact we made conditions slightly less hellish in the gulags (he said, before rushing a project in the winter) and the fact we've done everything feasible to protect farmers from collectivization is definitely influencing me here.

We should think critically about the military reform - while it would mean we have a more experienced core of leaders, it would also mean we have a lot less conscripts passing through the military to become reservists, so it may not necessarily be the advantage it looks like when we're already investing in a surplus of officers. Mobilization may be less smooth if we're calling back reservists to lead, but it would also be a disadvantage to a big, rushed mobilization to have less pre-trained troops in general. A smaller, more professional military probably makes more sense if we aren't expecting an existential war from one enemy or another, but the USSR is right now and I wouldn't be surprised if timelines change so we're caught unprepared like the actual USSR was.

[X]Price Cuts Only: There is no need to do anything too radical. A simple set of price cuts will change the peasants' quality of life sufficiently to encourage changes to more efficient systems. (-10 Party Influence) (Stage 4 available in a year) (+10 Resources per Turn)

[X] Push the Reform: It would be a shame for the bulk of the newly trained personnel to be called down when their service is up, and it would atrophy their skills. Thus, it is time for reform to strengthen the Union. (-15 Party Influence)

[X]Price Cuts and Quotas: The inefficient peasants that these reforms will target have so far resisted any change. Thus, through harsher quotas and price cuts, it should be possible to speed up the changes. (Stage 4 immediately available) (+20 Resources per Turn) (Steady ULAG increase)

C'mon guys we spent all that time and effort blocking forced collectivization, let's not disrupt the agricultural sector too much at this stage of the plan, at the same time, while I am tempted to go for the first option, I think the military reform will ultimately save more lives in the long run because Germans.

Current Economic Issues:
Rail: Minor Shortage
Coal: Minor Surplus
Steel: Moderate Shortage
Energy: Minor and Massive Local surpluses
Food: Minor Surplus
Labor: Moderate Surplus

Guess we'll have to keep going for the Power Lines.
And, I suppose, for railway stuff, and maybe more coal?
That's going to be bad, if we have a shortage there...

And, well, obviously, more steel.
As well as going for more PI again...

It's an unfortunate option, and I'd prefer price drop, but I am a bit shy about our PI.

Still, it's better than the "active encouragement" - forced collectivization is bound to breed resentment among peasants, which will be a massive mess down the line.

edit: eh ok, fuck it, going for sane option. 30PI is good enough for a turn, and if we can avoid mass of angry peasants all over the country we should.

Changed my mind because of some clarification from Blackstar. 30 influence is survivable for a turn. Quotas means that the new volunteers will be aware that the party fucked them over, but with price cut we can direct there dislike toward the other farmers who are doing better.

Am still suprised that no one at all has voted for the soft option that does not inherently piss off the peasants
Or well, piss them off towards their fellow farmers rather then the goverment
This bit from the Discord has tempted me. I like the idea of redirecting any peasant resentment and anger away from the government. If nothing else, it's good publicity.

So...

Not quite sold on the army reform because I am worried about PI. Not sure how many easy options we still have available to get more PI.

I'm guessing it's because this stuff will cost money and political influence. And since we're essentially the sugar daddy for the entire Union, such requests go through us.
Don't think VSNkh head and sugar daddy's been ever said together before. Stalin is Mikoyan's sugar daddy, and Mikoyan is the Soviet Union's sugar daddy.

You're general and want to modernize army? Go to Mikoyan.

You're NKVD director and want to crack down on religion? Go to Mikoyan.

You're technocrat who wants funding? Go to Mikoyan.

You're farmer who wants more equipment? Go to Mikoyan.

You're GULAG convict who doesn't want to die? Pray Mikoyan doesn't reduce food rations or makes you work during winter.

Want to stop party from doing something stupid? Go to Mikoyan, who goes to Stalin, who makes party intelligent. Or else.

It costs PI yes, but it's worth it in the end. The food situation is good right now and can be mostly ignored in favor of industry, education and the military, we really don't want to make any sudden changes that risk destabilizing the situation.

Quotas are bad and we should avoid them. They're anti productivity.

I like getting involved in these military reforms, it implicitly increases our influence. As long as we don't ever start posing a problem for Stalin this is good. I imagine in this timeline, Stalin's control of the VSNKh is one of the pillars of his power. Maybe that's just wishful thinking.

Point on unrest and food stabilization and we don't want ULAG's to rapidly expand. Let's not get too carried away.
