So who publicizes our Five Year plans, we should show off our achievements to the people on how far we have come since the days of the reactionary Tzar.
 
What we need is some way to use GULAG for anything but unskilled labor and construction.

OTL, soviets had construction bureaus organised entirely out of inmates that were engineers. Right now, we already have something like that in closed cities.

If we could start setting that stuff up, then we'd be able to sidestep the issue of repressed engineers, as so long as they're not shot outright we don't really lose much. And that could likely be expanded.

By the way, are we going to get any options for reforming the church? As opposed to outright destroying it?

They do have resources, and they could put it toward a worthy goal, without us needing to confiscate everything first.

Gorky will eat "a massive quantity of steel", Novokuznetsk will eat "a good amount of steel", the army is of course going to need massive amounts of steel as they ramp up, there's basically nothing worth building that doesn't include steel somewhere somehow. And right now we're barely breaking even and Magnitogorsk is nowhere near an upgrade. This puts more dice into Magnitogorsk than any other plan, tries to minimize new steel consumption elsewhere (besides Gorky, who's income boost outweighs the steel shortage it will immediately plunge us into), and goes after new income streams so we can afford even more Magnitogorsk dice next turn.

We really need steel. A lot of steel.

Guns? Made out of steel. Tanks? Also made out of steel. Power lines? Made out of copper, but the pylons they're mounted on, steel. Trains and rails? Steel. Skyscrapers? Steel. Power plants? Steel. Industrial machinery? Steel. Dams? Steel and concerete. Literally everything we can build is going to need more steel, and we don't have enough steel. Please invest in more steel.

Animal farming is a cheaper and quicker way to improve labor efficiency and grain production, we can go back to co-ops after the price change goes through and it gets cheaper/easier.

Community centers are still working on the anti-religion campaign, admittedly it's not as good as getting both but compromises have to be made and the secular school system is important too.

What good are the blueprints for a Christie suspension without the steel to build it or the nerds to understand it? We can probably pick it up next turn anyways, and if we can't... well, it's not the end of the world, we're never going to be the bleeding edge tech leaders in WW2 so I'm not super upset.

Female labor I wanted to save the PI on while there's no manpower shortage, but if people really want it I can throw some free dice at it.
 
I just went back and double-checked the math, I actually had 20 unspent resources which comes out perfect for 2 dice on anti-religious education. So that's in Plan Steel and Income now.

Just doing some math, we need a total of 1300 progress points in military academies to hit our target, or 130/turn. Last turn we got 119, so we're already behind the curve, and Guns, Germs, and Steel will put us even further behind seeing as the absolute best possible result is 105 and it'll likely be quite a bit less. I think the *absolute* bare minimum we can afford to put in military academies is 2 dice/turn, and that's still gonna see us slowly falling behind the curve, 3 is the real safe minimum. 1 is totally unacceptable imo.

I think getting more infrastructure like Regional Grid and Rail stock should be a priority. Spending merely 3 dice on it is not enough for full coverage.

Getting Nitrogen Plants first also ensures that the electricity produced from Stalingrad damn is actually used. Making it and than not putting it to use speaks of poor planning IC.

Would prefer plans that work towards getting us more Steel when we're just meeting demand before the hugely steel-expensive Gorky Plant comes in. Wish Steel, R&D and Nitrogen spent more on Officers Academies, but it is what it is, and hopefully we can make up the difference in the coming turns.

What about reducing sentences for skilled /educated tradespeople that 'volunteer'.
