It might actually come even earlier if Italy doesn't faceplant into the Greeks requiring Germany to bail them out through invasion resulting in a delay from the original Barbarossa schedule. Hell Yugoslavia might actually even be in the Axis proper if things go right for Germany.

The mistake in the analysis here is assuming we need all the military factories operational before the war. Fucking 10 aircraft factories? Where exactly do you plan to get enough aluminum for those without Heavy Industry spending? The OTL Soviets had something like only 3-4 of the listed factories operational by Barbarossa. There is intentionally supposed to be more than we can do, trying to do it all will burn through our entire buffer of war materiel and then it's June 1941 and we've got a whole bunch of factories but no fucking steel or aluminum to feed them with. If we want Stoylenskoye operational before the war starts, and we do, we need to mechanize Heavy Industry first otherwise we're going to start running out of steel to make tanks with. And that's not even addressing the coal supply to power all the aluminum smelters and steel mills and factories, or the infrastructure spending on more rail capacity we'll need during the war, or anything else that will let us fight an industrial war of attrition. The war isn't Barbarossa, we are going to get our asses kicked during Barbarossa no matter what that's just guaranteed, we need to be able to sustain this for years on end not just sprint to summer of 1941 and be done.

They rapidly built up to 5 yak plants and 4 il2 plants during the first phases of the war
They had 6.5 plants at the start, and then build 9 extra in the first year.

More importantly, the OTL Soviets did not do well in the early war. They got absolutely crushed. If we want to do better, we will need more planes than they had.

Problem with this argument is that you can always have more civilian factories. Economically, the optimal time to build military factories is never because they have no return on investment.

I would just like to point out that currently we are running a deficit on manpower, are meeting coal demand, and everything else is a surplus.

Finally, always remember that you go to war not with the army you want, but with the army you have.
We've done an absurd number of weapons trials, up to and including replacing airplanes with new models faster than we can build them.
It is now time to build them.

We already built a lot of them. If it were 1938 I would be a fervent advocate of HI - I _was_.
But it is summer 1940, less than a year till start of Barbarossa.

We have more aluminum, steel, machinery, qualified people, rubber and food than otl USSR. If they did what the did on what they had wrt production numbers, we can do that and more.
It is not enough, but it will have to do.

Foreign Relations Overview, June 1940
In foreign events, the latest months have been an eventful cavalcade of occurrences worldwide as the Hitlerite menace has continued to push around the world. Norway has managed to fall to the menace with the use of paratroopers and naval landings as the Royal Navy has failed to protect the nation, causing it to rapidly be torn apart by the invaders. Another offensive was seen in the French region despite the massive number of polish evacuations. Despite the French army's qualitative edge over the German one, some mistake in command caused it all to come tumbling down. France committed to a forward defense, leading to them being rapidly encircled around many port cities. This encirclement did not manage to fight much but did manage to make a retreat to the port of Dunkirk with their Polish allies.

However, the French situation would only develop for the worse after this, as in the Dunkirk pocket, multiple german offensives shifted focus to its neutralization rather than advancing on the line, causing a general collapse of the British and Polish forces in the pocket. As the pocket was closed, only a minimal number of British personnel managed to escape fully intact, with the Polish and French units fighting a valiant rearguard action that bought far too little time. From this point, the French government knew that continental resistance was not going to work and ordered the massive evacuation of personnel from the continent and the preparation for a colonial government in exile. During this chaos, the Japanese forces invaded the French possessions in Vietnam, and while war was not declared, the league of nations denounced the action.

The invasion of the rest of France occurred swiftly, with the evacuations causing a general collapse of resistance. While the bulk of forces escaped fighting another day, European France was lost to the Hitlerites. On the Spanish front, though, the German infantry continued their advance, pushing deep into the nation, with only retreating French forces left to prop up the Republic. After a quick capitulation of Spain and the government's reorganization, a new falangist faction was put into power. Europe has fallen to the fascist menace, and the only assumption that can be made is that the Union will be the next to be attacked.

There is, however, some fleeting good news on the Africa front as the latest Italian offensives have managed to mostly peter out. While the British colonies may be a direct sign of imperialism, every Hitlerite they tie-down is one less thrown at the Union. In these dark times, war will soon be upon us. All preparations must be made to defend the revolution, and the politburo is in full agreement to accelerate military mobilization time tables-considerably. The current baltic occupations have added some small amounts of additional production to the Union's general industry, an increase that will be needed in the trying years to come. Has Gibraltar fallen?

Losing the BEF sucks, but at least that's somewhat countered by France deciding to continue the fight, meaning Italian forces in Libya are flanked on both sides.

Get the Industry evacuated, get roads done since it's summer. HI, finish the modernization stuff, prepare for Stoylenskoye next turn, do a bit of work on Kuznetsk and finish up power production. LCI, get Sulfa back into working condition and grab the Avgas refineries.

Get both Trials out, grab Radar, heavy focus on Shell Plants since it's a Staged Project and extremely critical. Gamble on getting both La-1 Plants done, modernize our existing Plants to make more modern Planes. Grab some CAS, get the Gorky Expansion done because everyone wants the new Field Gun for both infantry and tanks, and put on Pilot Academies for the rest.

Note: I'm a bit worried only putting 1 die on Propagandize Towards Female Workers. I'm thinking of maybe splitting off a die from Military for that. The question is: what? Also wondering about maybe replacing Roads for more Rubber Plants, and taking a die from somewhere else in the Military to put on Stalingrad Retooling since it synergizes with the Medium Tank Trials.

EDIT: Cutting out I-185s to afford Stalingrad Tank Retooling and a Free Die on Female Workers. This also frees up enough Resources to work on Rubber Plants.

Also, now managed to wrangle free enough Resources to do Reverse Reporting Policy, since a lot of policy decisions like that will be locked out during the war.

Instead of halting the advance like OTL, they instead pushed on and collapsed the pocket sooner? So the Dunkirk escape didn't occur at any appreciable scale (I believe about 75-80% escaped originally?)

Man, this timeline is really shaping up to be bad for the Allies.

Man, this timeline is really shaping up to be bad for the Allies.
So, to give you context for the odds for this since am fairly sure Discord has not cross-posted them yet. Any German win at all would have taken a 60 difference between the dice(8% chance, counting the worse options), a historical German win would have taken an 80 difference between the dice(2% chance). France and Germany instead rolled a 96 difference(0.1% chance)
 
The Brits losing an extra half a million troops this early is going to hurt, god damn. At least they have a bunch of escaped French to help them avoid total collapse, but the dice really are fascist sympathizers that's the only way I can explain this.

This isn't the biggest problem. The most crucial problem is the loss of Gibraltar which severely imperils the supply route of the British empire which runs across the med, through suez to India.

Now Britain either has to route through the Cape of good hope or shift the RN and RAF force distributions decisively to the med in order to keep the supply lines open. And this at a time when the British Isles are being threatened by invasion..

Can't French contribute? Their navy should be still there and mostly combat capable.
