I think we need to do Stimulus and Expand Ministry, HI is in a pretty severe dice crunch where we need to simultaneously spend as much steel as possible, keep up with all the electricity spending and ideally increase non-ferrous production as well.

Plus I suspect the health crisis will only get worse and more expensive before it gets better.
The only reason we have an HI dice problem this turn is because y'all put off doing anything to keep steel prices up until now and now we're in emergency Decisive Action mode. Otherwise, we're resource limited there. Plus I do not want to expand the ministry while the anti-networking conservatives still have political influence. Showing we can throw bodies at the problem of expanding our abilities will not help our case when we argue that cybernetics are important for the ministry to keep up with the times.

Anyways. I will vote for any plan that does Vladivostok shipyards. We've put that off too dang long, it's a big steel sink and it synergizes with our focus on trade with Japan. Let's develop the far east.

We can just import them, we are not doing autarky here. Plust it cost electricity that can be used on other stuff.
Non-Ferrous prices in the CMEA are fairly high already, we'll be lucky to keep cost below 60 on imports. (59/55/43). The CAPEX for aluminum smelters is damn high once you factor in electricity infrastructure so our developing allies like Indonesia have limited ability to expand production themselves. We the USSR (and Germany) with massive amounts of money to throw around are best suited to ramping up production.

A turn or two of high Aluminum prices won't kill us, but long term our prices being above 60, while the west seems it could drop their prices below 40, would leave us very disadvantaged. That's why I want to do the smelters before this plan finishes, and advocate for doing the Upper Lena hydroelectric cascade next plan.

edit: Also, I see our deputy still does not have her information filled in on the Infopost. It seems Balakirev really does need to take time from his schedule to []Brief Lyudmila. Mansplaining it may be, but the ministry is a team effort and I don't want Balakirev ignoring what she's up to.

If we think that President Brown is going to whip up American support for a moonshot/revived space race, then it makes a lot of sense to preemptively (re)start our own Lunar program and leave some headspace in the budget for "unexpected" overruns on it. And Jerry Brown was apparently weirdly fanatically dedicated to pushing space exploration in real life so it's not a bad bet to make. On the other hand, the actual diplomacy update mentions nothing about him trying to restart a space race, but rather premising his first year's agenda on a balanced federal budget. By starting our own moonshot to goad the Americans we could be creating a self-fulfilling prophecy when Brown needs something relatively cheap to try and whip some national fervor with...
 
Jerry Brown wanted a Californian space program and the expansion of NASA to provide orbital beamed solar power to the USA and tried to chase both while lobbying for balancing the budget of california or the federal government during his respective terms/campaigns. If we wanna manufacture a space race, we just need to give him an excuse.
 
There is also the more practical coal power that exists and can be done without doing anything fancy or using that many dice~

Signs point to just ending up in the same position next turn if we don't do coal now. I'd rather just fucking throw a die and hopefully build some reserve this turn, and if not, then at least have a guarantee of it next turn.
 
It's way too late and I want to sleep now but made a version of my plan that does pursue coal power to stabilize the economy without having to bend the budget too much farther. Shipyards are still set up to be the easiest steel sink next turn while not at risk of exacerbating blackouts with an unlucky combination of rolls this turn.

Moscow is practically a permanent 20 hour traffic jam without much hope in sight while cars litter the micro districts that would otherwise be allocated for green spaces. Developing further parking for the flood of cars alongside provisions on where to store them when not in use can reduce the overall strain on the system. Further work will involve the expansion of urban roads and improvement of traffic throughput through electronic systems, enabling faster transportation without massive increases in spending. So this is the kind of project that generally provokes screaming in the thread, and I'm wondering what the underlying reality of life in Soviet cities is. How much parking are we talking about? We've had trouble before with assuming that projects are daft and city-destructive while in practice delaying our ability to meet basic needs and functionality of the cities by leaving them with no functional roads, so I'm a bit uncertain as to how to proceed.
 
Alright, here's my plan. Changes from the preliminary version - 1 die shifted from Services to Infra to practically guarantee HVDC completion, 1 die shifted from CI to HI to address the coal increase from manual coal power plant, hopefully saving us a die next turn. Filled out space and bureau - decided to go for the superheavy launcher and making a bet that ecological complaints would be addressed more by solving issues than by research that those issues do not exist.

Well, given the one presenting the option is our newly hired urbanist minister, I am inclined to trust his expertise, at least to some degree. Our automobile infrastructure really sucks and can use at least a couple of stages of help.
 
Our minister probably is right about urban conditions being unfavorable for car users. And his proposed solution would fix it. for them Temporarily. At the cost of screwing over everyone who doesn't commute by car and making it harder to implement better solutions later. It might be necessary/tolerable to eventually do the first stage of Automotive Infrastructure since it's Moscow, and that 1) is where all the silly politicians live and 2) has a population that is used to their city getting torn apart for someone's vision every decade anyway. But the rest... ugh.

Question is, how much are we willing to let the futile rot of car-centric urban planning get enshrined in institutions in exchange for short-term respite and political brownie points? I personally am willing to risk putting in off (unless everyone does end up screaming like with our inter-city road situation) in hope it will force our underlings to come up with alternate ideas. If we want them to do that though we need to complete the few transport projects already on the docket like []Expanded Metro Systems first though so they get the memo.

Anyways, worries about about []Expand CMEA Collaboration:
If the energy crisis that is clearly coming to the view of everyone with a brain is to be surmounted, closer cooperation with CMEA must be started. Euro implementation is a good first step but further improvements in energy infrastructure must be pushed through. Vast quantities of gas practically too cheap to meter will be made available soon and providing agreements that set a low price for it in advance will enable governments to start investments now. Hookups to primary pipelines will not be sufficient to entirely shift energy and heating away from oil but the first steps can be made to circumvent economic instability.
Will it be available? Our gas only got super-cheap (<20 price) this turn because our good roles made the Central Asian fields go stakhanovite. We likely won't be maintaining that, especially with the expanded gas power program. Maintaining gas in that "too cheap to meter" range as opposed to the 20-40 bracket would be a pretty tall order and I don't want to overpromise to the politicians.
Other than this uncertainty, I am up for Cryo's heavy industry plan.

Look, it deals with street parking. I assume by creation of compact solutions like multi-level garages/parkings in stratdgic locations, underground parkings/bomb shelters, targeted street enlargement and generally sane policy solutions. I do not believe we will see insane US-style parking fields.

We will. It's not even particularly hard, since not only we have ten stages gas project, we also have a few others options to get it.

We're talking about already build up dense urban areas. There are not vast swathes of lawns to pave into automobile infrastructure. Widening roadways or adding enough parking spaces to actually matter has to come at the expense of someone else, whether space for bikes/pedestrians or demolishing buildings to make it fit.

How this would induce demand?

Plus, first entry into smart grids to do initial traffic light optimization. Which is good in every situation.

I have the feeling that you haven't lived through a city that's full of cars and completely unprepared to be full of cars.
Beyond too many cars on the road that aren't enough to deal with traffic, and traffic lights that are timed wrong...
Ugh.
There are most likely no turning lights on traffic lights, and you have no idea how that's horrible for pedestrians.
And, of course, there's no parking spaces. So cars are stuffed EVERYWHERE. Clogging pathways and yards and yes, green spaces, and being nuisance and headache for people who own cars and for people who don't own cars.
There are designated garage spaces, with individual car garages, rows of locked single-store sheds that normal car can fit, but they are concentrated and generally far away from anywhere you want your actual car to stay the night. And there's great contention on ownership of said garages.
There are two ways to deal with that: get rid of cars or construct automotive infrastructure. And I believe in soviet urban planners being able to construct human-friendly automotive infrastructure. On even moderate roll.

I'm kind of wondering what it really entails as well, yeah. There certainly are some things that would be good idea car wise, having some amount of multi-level parking here and there for instance might well be good. Especially outside the more dense areas of the city, so you can have people who arrive at the city move in further via mass transit systems. But if that is what is actually being thought of here... it's hard to say.

On the one hand, I kind of doubt that the Ministry would start dismantling their mass transit system options they made. It's their system so they'll probably keep it running. But on the other hand it's really hard to understand what some things mean.

Like what are electronic systems to help improve the traffic. Surely we have stop lights already? So maybe it's green waves or stop lights that actively change who gets how much green and red depending on where actual vehicles are waiting?

Similar when adding parking space, is it thus what one would hope 'multistory-parking' or are they instead thinking something else?


To an extent, one might almost have to run one level to see what it actually does I guess? Either that or hope that the author is willing to give some additional information on what the proposal actually is.

Quickly cooked up a plan that lets the computers rest for a year and instead focuses on the big steel chuggers. I know people don't really like cars for reasons that are entirely justified, but we really are not at risk of neglecting public transport or adopting anything close to American urban planning. Sturdy trucks for countryside use and luxury cars are both entirely justified niches that won't really contribute to an overreliance on car transport in the cities.

EDIT: Made some minor adjustments to make the plan more conservative on the energy front

Honestly, I feel this is not a very good plan.
1) Starting to build coal power plant without Virgin Coal means next turn we will have to throw 2 dice on the latter if we want to keep coal below 60, which is kind of a waste when there's a 56% chance we finish with one die.
2) I don't understand why Vladivostok instead of a car plant, but even if you want to finish only two car plants this plan, it's better for UMAZ to be one of them - that's the type of cars that is going to be all the rage in the cities, especially once the oil shock hits and the price of fuel goes up. Also, building UMAZ will let you activate one more die.
3) We won't cross 50 GL with this plan, and in fact it might drop. Which will make next plan's budget better, I guess, but won't exactly increase the prosperity of the population.
4) Starting maneuvering against Ryzhkov now, when the system just stabilized and Bala is still quite inexperienced is very bold and can easily backfire, and I don't even know why would we want to do that.
Like what are electronic systems to help improve the traffic.
Yeah, it's about green waves and such, I believe.
 
I'm kind of wondering what it really entails as well, yeah. There certainly are some things that would be good idea car wise, having some amount of multi-level parking here and there for instance might well be good. Especially outside the more dense areas of the city, so you can have people who arrive at the city move in further via mass transit systems. But if that is what is actually being thought of here... it's hard to say.

On the one hand, I kind of doubt that the Ministry would start dismantling their mass transit system options they made. It's their system so they'll probably keep it running. But on the other hand it's really hard to understand what some things mean.

Like what are electronic systems to help improve the traffic. Surely we have stop lights already? So maybe it's green waves or stop lights that actively change who gets how much green and red depending on where actual vehicles are waiting?

Similar when adding parking space, is it thus what one would hope 'multistory-parking' or are they instead thinking something else?


To an extent, one might almost have to run one level to see what it actually does I guess? Either that or hope that the author is willing to give some additional information on what the proposal actually is.
Its more stoplights, some expansion of streets in high demand areas, parking garages alongside designating actual parking spaces at older buildings, and improving the stoplights that are there with more effective intersection management(green waves/roundabouts/etc).
 
In further defense of Shipyards: In addition to improving the development of the far east, they are a large project that will go entirely towards meeting our Capital Goods target (contrast to the car factories, which range from split between capital and congoods to entirely consoom). And as we've seen with Big Iron projects like these, they take time to ramp up so we need to start them before the end of the plan if we want to see the benefits.

Please elaborate.
How this would induce demand?
Less parking spaces -> People realize they won't be able to park, so the walk/bike/mass transit to their destination instead
More parking spaces -> People see they have room to park their car so everyone tries to get there by car and clogs the surrounding roads.

OK Thank you for the information. That's much less horrible than I feared. I still don't like throwing bones to the car people, but field-testing improved stoplight and intersection management techniques is good, means I can at least tolerate the first stage or two of it.

Oh gods. People need to get over their phobia of USAfication of road infractructure.
Oh please. I know full well that we cannot end up as bad as the USA. It's just that my standards are MUCH too high to be satisfied with "at least we did not create a Soviet Robert Moses". We've had QM statements that the worst case scenario is the level of OTL Western Europe (and I don't know if that's still valid, that was long ago), which is a standard I consider just barely adequate. They didn't go full USA but Europe had its on flirtings with car focused development in the latter third of the 20th century that left lasting damage. I want to aim high and create very livable walkable cities, not to be content with throwing away every opportunity to be better than barely adequate because Numbers Go Up.

And yes, I recognize we've caused plenty damage already with the amount of car factories we've built to give the population overweight motorized boxes. A tragic devil's bargain we've made to meet our plan targets. Doesn't mean we have to meekly accept commuter cars at every opportunity.
