It lines up pretty neatly actually, though perhaps Harry should have perceived Dark Sister's sentience given her deep link to Viserys.

I considered that, but...Dark Sister doesn't exactly have eyes, and I felt I was throwing enough at Dresden without adding in a sentient weapon. More the latter than the former, to be honest. Thanks though, means a lot to get something like this (mostly) right.
 
Then don't make it about killing Voldemort. Make it about the rest of the Magical World having to deal with Viserys being Viserys about things.
That then becomes "powerful OC is running roughshod all over canon". Something that is already hard enough to avoid with Viserys.

Given your apparent disgust at HPMOR, I'm surprised that you suggest such a path.

One could think of it less as "running roughshod all over canon" and more as dealing with the insidious and pervasive villain beyond Tom Riddle by any other name: the selfishness bigotry and self-righteous arrogance baked into wizarding culture.

The fact that their reason for hiding is 'we don't want to be bothered by people looking for magical solutions to their problems ' is pretty monstrous if you consider what some of those problems would have been.

If I recall correctly didn't they go into hiding because of the Salem Witch Trials? And even further back when the non-magical people would persecute them during the Medieval times.

Can't say I pity the woman constantly sending off her step-daughter to die the fate Vee will no doubt inflict on her, Vee is super terrifying when she wants to be and doesn't beat around bush with those she doesn't like.

And those tropes do not work for Harry, because most of the people writing them are doing it are doing it just for the chance at Super Harry that defeats the purpose of the character (Everyman meets Jesus allegory). Viserys is neither of those things and could be used to explore the themes of responsibility and tolerance in a mature and thoughtful manner
 
A competent Voldemort could be nice too. Just base yourself on his fight against Dumbledore and blame his defeat on Fate messing with him and with most of his soul having been destroyed by then.

How about depicting Dark Sister as a sort of mirror? Is it a reflection of Viserys, in a way. Perhaps blade reflecting his face, or a mirror that cuts like a blade?
A bit late, but I wanted to share the idea.
 
That just kinda violates rule 1 of a villain: He/She must be a threat.
Canonmort would not survive 5 minutes against ASWAH!Viserys.

Also, I detest the flat, raving lunatic archetype of villain.

Why not just have him obliterate Voldemort, as he should? Then the real threat could become apparent, perhaps something that followed Viserys to HPEarth, something that is just as much of an OCP for everyone as Viserys is. There are all sorts of powerful, immensely dangerous Outsiders that could wreak merry havoc among muggles and Wizards alike.
