What about it? She knows our policy against reckless evil magic. Random necromancer tries to spread undead plague? They're now our enemy. She saw firsthand what we did to Daario. Fiendish cultists try to take over our city and summon outsiders? They're now our enemy. Hell, she even expressed disgust with the cultists in this update since they tend to be more than a little insane. So I'm not actually worried that she's going to do stupid shit here. So long as she doesn't make her own scholarum with texts of ours I have no real problem with that.
Oh, and of course, if she takes to spending her own research actions on any of the multitude of grimoirs we ourselves haven't touched yet, we get the results.

I'm not worried about her training her own mages. I'm treating this as another Dorne, or another Mantarys. She can have her own mages. We have a hell of a head start and a wide variety of skilled teachers, and she has... well, she has less. Also she's eventually joining the Imperium anyway, so eh. If anything I'd like to encourage her to train mages.She is the leader of an independent if friendly state . Trying to restrict her from training mages will be a very hard sell.

It's an excellent place to take care of it off the bat. It takes quite a bit of updates to arrange deal-making with characters in this quest, so when we're actually in the process of a deal we should make the most of it and take care of as much as we can.

Ask her to teach in the Scholarum, and in exchange we can take her students into the Scholarum to learn any kind of magic she wants them to learn. She gets magelings, we get a strong wizard as an additional teacher, and she gets increasingly dependent on us.
