Not how the spell works at all, sadly. We'd have to do some heavy-duty research that I'm not sure Lya can manage just yet, and even then we'd be linking our greatest defenses to Other-touched magics. Sounds quite a bit too risky.
 
First we need to know if the Others will jump on this once used. Also giving an artifact away like this seems foolish. As for the spells argument it is literally a fetch quest away to get the money for new spells.
Edit: Also we sell it and it's used and the Others show up... congratulations our allies just got jumped be an undead fae creature who now knows about their location. There goes that alliance. It shows either a sabatoge attempt or a criminal negligence as we sold an artifact that when used could summon the literal incarnation of winter...

We are already planning to change the effect into a ritual chamber (only way its worth it), from there its just raw magic power, like an arcane battery.
It would need research, yes, but with how rituals work in this setting, it should be quite possible.
 
Which is a way to contain it once activated, but nothing really on it's own. An Energy Transformation Field will absorb spell levels from anything.

I don't want to activate it anywhere on the whole damned planet. Ever. It's useless against the Others and we have better things to devote research time to.

If we sold it we could buy every spell we need, everything we want but don't have the time to craft, plus more goodies we don't even know about yet.
So don't do it in Prime Material, do it somewhere else. The Plane of Air and Plane of Water are open to us, for example. At the very least we should learn the Druid version of Fimbulwinter that's right in front of us before we unceremoniously sell it off. This is something we won't get again until the freaking Long Night. :(
That plan seems nice, but every casting of the Energy Transformation field costs XP, and it can't replicate anything that costs XP or has costly material components. So we'd be risking having this immensely powerful and dangerous artefact lying around to fuel a few spells every day. Ans the spells we fuel can't be targeted properly or anything, they simply affect the center of the field or the closest living creature. So the spells that can be used properly are in face very restricted. We don't control when it happens either: the spell activates every 24 hours when the artefact does, so we can't pick a combat spell or Fabricate or anything.
And then there's safety: the field has to be somewhere accessible to make the field usable for whatever we decide to use it for. Except that if it's accessible we risk letting someone else get access to an Other city-killing artefact.
Alternatively, we can sidestep this entire thing and leave it safely dormant. It's not on the clock, it only becomes a problem if we make it a problem. It's been perfectly safe this entire time, for example.
We could probably trade it for another artefact!
If you do end up selling it, it's going to be for cold hard cash, not just another artifact. Not getting cash completely defeats the purpose of selling it in the first place.

EDIT: Also, looking at the spell, it's only a 250 XP cost for one casting, then after that it's pretty permanent? It needs to be actively dispelled before going away. 250 XP is entirely worth it to control something like this.

Look, this shiny was nice but is pretty much useless to us. What can we possibly even do with it? Research a fire version of Fimbulwinter, yes - but what next? Then all that's left is storing it safely for years in the mad hope of using it against some major threat without it being immediately shut down or Disjuncted or whatever. Meh.
I'd prefer to study it as soon as possible and then to sell it/sacrifice it.
We let Rina use all the other spells.
This thing might be big with its Fimbulwinter, but all the other spells are nice too, they really expand her arsenal more than any Staff could.

My plan was never to leave the Heart in a ECF. My plan is to discharge the problematic spell, Fimbulwinter, once per day into one and use it as a major artifact the rest of the day.
Polar Ray, Cone of Cold, Sleet Storm, these are all very useful and powerful spells.

You are all too focussed on the one big and dangerous shiny, this heart has to offer 5 good spells cast at CL15 that can be used once or trice per day. That's what I want the heart for.

I don't like to call other poster's ideas blatantly stupid, but dude, this one is getting there.

We don't know the Others' capabilities well enough to do something like that safely, and even the OG can't be trusted to know them that well, either. What you want to do could doom the Tower and every and everything stored within it. There's no way to know if the Others could use the heart to attack us in some manner. Or just to spy on us. Or to Plane Shift directly to the Tower, which should normally be impossible, but who knows what kind of effects this would have on the demiplane's structure? Remember, we cobbled the place together with a Wish and a huge blob of energy. More quasi-Divine energy shouldn't necessarily be pumped into that mix.

Boring of me, perhaps, but I wanna see what happens if we just give it to the OG - not for anything else, just to have them change it - item of plant growth is most obvious, but I'm hoping for something more interesting.

I'm assuming that it's some sort of trap, for us to use it, and if we try to scarafice it, we might get a punch to the face, metaphorically, from the others.
Then we can scarafice the fist!

I hope that it wasn't us deciding to bring this thing south that have let the others act pass the wall.

Also, this isn't true. We met the Cleric of the Great Other in Volantis way before we brought the Frost Dragon's heart down south of the Wall. And the Others tried to awaken Brandon Nightstark as their champion.

They've been sending agents south of the Wall years before we got involved, we weren't responsible for this. It's probably a result of them countering Bloodraven's moves.

Though I have high hopes that we can research the thing and craft our own. I would greatly prefer to use Fire as our power source anyway. It fits us better and it's more fitting as a power source too.

I'm just not sure how we should invert-copy it even if we could.

Taking the heart of an Old Red as base for the artifact would make the most sense, but then the thread would start with the same scaremongering over Tiamat we have with the Others now.
We just can't copy large amounts of divine power quite yet.
