How about binding up the -1 CHA until the Blood Wish item is used?
Would make it both alot cheper but more significant, much like tve Oathkeeper sacrifice.
Less permanent though hopefully, unless somebody drops it down a well!

A ritual could FUCK Viserys up using just his actual blood. His Dragon KING's blood. It's why I violently hated empowering Tor when I read that section all those moons ago.

Tor used unwilling Outsiders (& casters) to gain his own magic right.
But what if it was a willing Outsider or fey?! Like say an archon or Calpina?
We need to interrogate Tor's Skull for the complete ritual and test it. The Calpinas could form a truely mutualistic relation with mortals who seek magic now. Woah.

Wish loops are bad. As a player, you shouldn't do that. Relying on DP to reign us in is a bit of a dick move: he's permissive, so let's exercise some restraint!
And yes, it's a huge risk. It costs a ton of spells to organise and is a vulnerability: the ASOIaF side of this cross means that our blood is a vulnerability and a commodity desired by others. DP may decide to "balance" this by having others fuck with us through our blood.

Arkalseif > spells, skills, feats and classes etc mostly (less items), use it as an additional search term in Google cause site navigation is broken. E.g. "mass fire shield arkalseif"

I just read the Magic of Arcanis third party book that DP got the Seeker and Wine Drinker (Tor) from. You can qualify for the Wine Drinker prestige class at level 2 and you get level 4 spells at level 8 of the PrC, so Tor was at least level 10. The PRC looked pretty terrible for a sorcerer, but really really good for a gish. Full BaB and useful spellcasting, with limitations that can be worked around easily enough (with a magically bound spellcaster in a bag of holding for example)? And free metamagic feats (can include Persist spell) at a low level accessed just by sacrificing a low-level arcane spellcasting creature? Sounds great!
Of course, Vyserys is just better.
And DP seems to have taken a bunch of other stuff from that book. It has rules for a "Dreamlands" type thing, a bunch of blood magic rules that would fit into this setting...

That book even has Redirect Teleport as a level 5 spell!
And looking at it again, the Wine Drinker is even better for a Gish: it doesn't need Cha 10+spell level to cast a spell! And it always has low DCs, so it can just take self-buffing spells and dumb Cha like any other fighter.
It does seem dysfunctional though: it can cast lv0 spells but never learns any :/

I just am totally unfamiliar with the rules, is posting a link that hosts copyright material a violation? WotC haven't exactly supported 3.5 as torpedoed it (Why delete the Forums? Why?) so I'm not exactly inclined towards abiding for their sake.

I mean standing on principle is fine, I don't entirely disagree either, but this is a public board. Big conglomerates with their hand in P&P RPGs and Tabletop have sicced their lawyers onto the front lawn of tinier rule-benders. Generally speaking if you asked a Mod "why not?" if it was in question to begin with, it probably all comes back to either "wasting time answering or sending PMs and warnings" and "getting a cease and desist letter in the mail ruined my morning".

It's a hassle to support though because of difference in Wiki markup and XenForo bbcode. You can try to use simple markup converter in my signature for that.

I think I had a good read on what DP would think on top of what the mods would, but I didn't want to jump the gun and kick up a stink for no reason.
But yeah, I would err on the side of caution here. It hurts no one, and finding those resources won't really be that difficult to someone moderately determined.

1. How much money soul it all cost
2. Where would we plan to build this
3. Who would we hire do we even have enough wizards and sorcerers to make such a thing yet?
Also if we did make one is like to find the he'll out of it a bigger budget than any one kingdom sounds good right also we need a flying wizard campus tower castle thing to host it in because everyone needs one of those

I hesitate to recommend it, but my stress levels noticeably reduced in size when I discovered certain site features existed.
Though I advise their sparing use. It's bad form to resolve every situation like this that way. But given almost all the recent comments about them have been repeated complaints, it's probably a foregone conclusion by this point that it would do the same for you.
We currently have one based in the shadow tower called the Scholarium. If you check the front page we currently have several adepts and hedge wizards, in addition to at least five wizards and one archivist. We currently have Teana the sole teacher of the Scholarium until we make an Arcanum or get Belrn back from Dorne to help out. Also, there is the large class learning basic literacy.
