That limitation stands no matter how Viserys gets restoration I'm afraid. It's a conceptual sacrifice, a strain on one's ability yo use magic. Mind if he had lesser restoration on his class list he could use a Wand of Lesser Restoration freely and that would work.

Which is why I'd only even consider it if feasible and effective non-lethal countermeasures were proposed. I mean, if nothing else, we know there's at least one way to shatter a cleric's link to a deity. Do it to her, set out a rehabilitation program now that she's incapable of magic, with the reward of Atonement at the end. But again, this only applies if she wants it. Which I see as unlikely, yes, but I'd like to at least give it a damn chance. More ancient lore is good.

A use-activated slotless item of Lesser Restoration keyed to (wearer casts Blood Wish) should do it. 24k gp, but I still can't remember how that translates to IM after discounts. Could be worth it in the long run, though, and it remains limiting due to spell slots.

Aww, then I agree, the Greater Star of Wisdom should go to Lya. The +4 Insight bonus to AC is really good all on its own.

Why are you assuming that they were in contact with Tiamat for centuries? There's pretty much zero evidence of that. If that were the case then Dany would have been given a quest to go to Essaria to wake them up. But we didn't, instead we got a quest to do her bidding in Mantarys, probably to give her the Abyssal Gate and do something with Amrelath for her. Far more likely is that Tiamat divined places we've been, discovered the sleepers, then got the clerics.
Hell, while we were there the first time, Dany would have sensed any connection to Tiamat. She is super perceptive about that sort of stuff. She came up with nothing.
Anyway, @Artemis1992, made the questions considerably shorter. I didn't feel the need to go so far as to stick to only yes/no questions, so I made questions that would only need one or two words to answer instead.
1. Does Tiamat have more clerics aside from those awoken in Essaria?
2. If yes, does Tiamat have clerics capable of the sixth circle of magic and beyond? If so, how many?
3. If no, does Tiamat have clerics capable of the fifth circle of magic and below? If so, how many? (continue to ask yes/no questions until we get exact number of all clerics and their strength)
4. Does Illyrio have mages capable of the sixth circle of magic and beyond? If so, how many?

What we've gotten out of Malarys strongly disagrees with this set of assumptions.
They were in the Dreamlands, subjected to Her temptations, for a long time. There was just no one capable of letting them out until magic started to restore, and turning the Gate to Tiamat's purposes would probably have been more helpful in the long run.

@DragonParadox, can we add a PfE effect to that Greater Star of Wisdom? Or would we need to just give Lya's amulet to someone else and make her a Ring of PfE?

Being in the dreamlands does not automatically mean they were in contact with Tiamat. They went to sleep after a ritual powered by their slaughtered dragons. They created a place of safety for themselves with that. Hell, the only reason Dany got Tiamat's attention was because of a near crit for encounter rolls in the dreamlands. They could have very well not interacted with Tiamat at all until we showed up and brought attention to Essaria.
As for the argument of the Abyssal Gate being a more tempting target than freeing the clerics if they were always Tiamat's to begin with, that just doesn't hold up at all. Tiamat would have been guaranteed success if we'd gone in and woken up a cleric supposedly beholden to her capable of sixth level magic in a time when Viserys was the strongest of the party at level 10. Mantarys wouldn't have stood a chance, and Tiamat would have been all too aware. She would have been handed her Abyssal Gate on a silver platter.
Go for it. I would love to add the PfE effect to that amulet. That AC Insight Bonus is very nice.
The Tiamat clerics are far from the only source fo Valyrian lore. I'm hardly torn up about this.

Pentos Cleric deemed the entire city an acceptable collateral damage for his traps.

I agree with Snowfire, they'd need some damn good reasoning to convince first Dany and then us to be left alive, but it's not impossible.
