That sounds like 'foresighted pragmatic', not 'lawful evil'. Are you sure you didn't don a Cap of Common Sense?
Please consider the strategic implications.
Mantarys needs trusworthy trading partners and a route that can't be so easily blocked by potential (and likely) enemies in Slavers Bay. Our agreement with the Archons lets us help them with the former, but we need a stable Lamentation for the second.
Furthermore, we must provide Relath with a option to lessen the economic impact of his neighbours ire towards his dealings with us, if there will be any. So it comes back to Lamentations harbor to be that backup plan for the economy of Tolos.

This means that Lamentation might soon become a rather bustling trading port with quite a bit of strategic value. It is very important to ensure that this port is stable and well defended, lest some enterprising pirats seizing it for their own benefit and all those peoples detriment.
Luckily, the ownership of this asset was just granted to a very kind, trusworthy and capable person who will ensure that the right parties profit from it in the future.
 
@DragonParadox, I've been reading up on dracoliches, and I'm seeing that they need a dragon corpse or at least some kind of great reptilian corpse (giant snake, lizardmen, etc) to possess. Otherwise they're just a drifting soul.

Is this like the bloodstone that held the Archon leader? Is the dracolich's body also somehow trapped in its phylactery? Or is there a convenient dragon corpse under our tower?

The best part is that he would probably be swayed by the promise of an expedition to Old Valyria. The dream lives on!
Or by the group with which he can work. A denizen of the Far Realms, a human, a dragon blooded, a vampire-blooded, a demon-blooded, wizards, clerics, sorcerers, warlocks, ...
