Sorry, earlier when I said she had two to vote on, I was including this new one. So we actually only need to vote on the one level up for her.

Ah OK so they should be level 3 and 4 respectively. In that case Ysilla gets one level from this which should puts her at four after leveling with both the voted on plan and this one, Kya just gets her old level up putting them both at an even four.
 
Turns out I'm really good at confusing @DragonParadox by mistake. We don't need to vote for Ysilla, since she already has two pending levels that we previously voted on, which brings her up to 4th level. Kyla just needs the one more level up to get her to 4th level. That's where they should both be according to DP.

I'm going to get Ysilla's sheet updated tonight.

You know what sucks? Spending half an hour updating a character sheet, then accidentally closing the tab before saving the edit. Since I'm slightly OCD about these things and didn't have anything better to do, instead of rage quitting for the night, I did it all over again.

Here's Ysilla's updated character sheet, with her now a 4th level Witch. You might notice that she's geared the fuck out now. Well, between abstracting crafting, her older brother being one of the most wealthy people on the planet, and Viserys considering her one of his wards, not to mention being a real Inquisition agent, Ysilla got herself some gear. She's been 4th level for a while now, too, so she's had plenty of time to learn more 1st and 2nd level spells.
 
Oh Thank Fuck our Witches finally have Cackle, Fortune and Misfortune. I was getting palpitations every level up they didn't. (yes for a while they were non combatants but still)
 
So, on the strategic level we seem to have a little problem.

Our Legion can hold something for a while, from behind strong fortifications at least. That gives us enough time (hopefully) to deal with an attack against a defended position of ours by using our airforce and PCs.

But on the offense we have only our Airforce, nothing to actually take, hold and loot a place we don't want to see reduced to rubble.
@Azel correct me if I'm wrong, but I think we have a total number of Praetorians that comes out as about 1 unit in this system?
That aint much.

Looking at our totals we have much more Construction available than anything else, so making cannons and mechanising our existing Praetorians seems like a good investment.
Ist that possible? Upgrading an existing unit of Praetorians to the variant with tanks and big guns at a price of 30 supplies and construction capacity?

That Fleshforge has to be upgraded and luckily it can, we have lots of Ward-space left over in Gorgossos.

Aside from that, in terms of capacity Heavy Undead are more efficient than Praetorians (same cost in supplies, but Praetorians require training as well as Fleshforge), but since we can otherwise only use our training on relativly useless regular Legions, we might as well build more Praetorians. Mechanized they are universally useful.

About half a unit of Praetori and even if we rounded that up, it would still present a problem, since it would imply that deploying them somewhere strips away all Praetori currently defending the Imperial Palace and helping out the Inqusition. Same as with the Fleshforged creatures. I've made no strategic unit of them so that they remain readily available on the tactical scale.

Upgrading units presents some annoying edge cases and special interactions (in this case that you would need 30 Training, 30 Fleshforging, 30 Supply, but 40 Construction and ??? Supply Usage), so I'd generally say it's not possible for the sake of simplicity.

Also, keep in mind that Wardstones can be moved (I think it was a mistake to place them in the Building tab and I will remedy that later), so you can always grab one from an overwarded area to expand coverage somewhere else, and you can have multiple wardstones in the same locale. In fact, I'd call it advisable to have more of them, because even with a properly fortified Wardstone Chamber, a bunch of bad rolls can still cause them to be destroyed in a single battle round and then you have a problem.

Lastly, as for Construction capacity, keep in mind that you also have to spend that to repair a damaged unit and with the air force having lots of HP and being costly to repair, a lot of that capacity will go towards keeping Wyverns and Manticores in fighting shape.

Edit: To be clear about this: General economic success of the Imperium is not the same as Supplies. Supplies covers everything consumed by the military, be it weapons, alchemical bombs, gravjammer parts or prefab fortification segments. All this stuff has pretty much no real relation with the wider economy.

So fun aside, her intelligence is literally superhuman right now, at least compared to most humans. See if someone rolled three 6s on their character generation that is 18, add one more from the stat bonus at 4 and you only get 19. By contrast Ysilla with her items counts as three points higher, which on a ten year old is going to look really eerie.
