Honestly I don't want to Pokemon Krall. He's happy enough where he is, he's a funny guy but ultimately a pain to be around, and I love the idea of a random circus act spreading partial truths (and massive lies) about us :D

Does Kraal know that we used to go by Corlys Waters? I honestly should reread the early days, I've completely forgotten when we let Kraal out of his chalice... I'm guessing he'd know because we spoke to him in the Wind House, right? But we didn't involve him in our criminal activities, so he might not know about those (although someone could theoretically investigate what Corlys Waters did and figure it out, I guess).

No, he did not pay enough attention for that. He does know you used to live near Ragman's Harbor.

Can we give Krall some gear, ya'll?

A Healing Belt, Ring of Protection from Evil, Ring of Sustenance, and Handy Haversack would be a nice bit of kit for him. He could even become an adventurer, if he wants.

There's something highly entertaining about getting an archmage to shoot things with a crossbow.

It feels like duct taping a pistol to a strategic bomber and having the pilot lean out of the cockpit to pull the trigger or something. :V

We should somehow make it traditional for high power wizards to maintain crossbow shooting as a prestige thing.

[X] Bid Krall farewell, gift him a Healing Belt and Ring of Sustenance, then travel to the Opaline Vault with Lya to visit a museum before before calling it a day.

He's a little idiot who can't into risk assessment. Best to limit his means to get into trouble. He seems to be basking in the attention he's getting now just fine.

It was good to see the little maniac again, brought a genuine smile to my face.

OK here are the suggested actions for two ministries. Critique and suggestions welcomed. Given that there are eleven ministries, it is probably going to take me several days to get the turn vote up unfortunately

Ministry of Administration

Concerned with the smooth functioning of the state and the day to day tasks of governance the Ministry of Administration is perhaps the broadest in its remit to see the wheels of empire turn. Generally speaking actions by the Ministry of Administration is seen well by all but the most factious local elites as it is concerned more with the spreading of funds than with the gathering of taxes or the enforcing of norms of the state. On the other hand the local populace might resist if the action causes economic disruption as they have less of a buffer than the wealthy and titled.

[] Organize Elections: Though it is the obligation of the local nobility to organize the elections for the Vox, that does not mean the state cannot help. This action is likely to be welcomed by lords who favor the implementation of Imperial Law and be seen more hesitantly by those lords who are liable to see it as a Imposition
-[] Write in up to two neighboring Dukedoms

[] Settle Land Disputes:
The bane of many a westerosi king and far more smallfolk land disputes are fortunately not likely to be a problem at the Ducal level and most likely not at the county level either, but the lower you go the more tangled it gets with barons waving around decisions given to their ancestors not just by the Dragon Kings, but also by the Old Crowns before Aegon first set foot on Westerosi shores . Of the knights it is best not to speak of least we wake the quarrels beast with a thousand heads
-[] The Reach
-[] The Westerlands
-[] The Riverlands

[] Survey of Marginal lands:
There are in every province of the realm, even in those parts of the Reach that have been tilled for long ages beyond the span of history lands that have a lord but no owner to see to them, ones that are too poor, too stony, too parched or too prone to flooding. In the case of the Vale there are lands that were seen as too Imperiled by their endless war. A proper accounting of these lands will be of great use in deciding which can be made fertile by magic or put to some other use. While no lords will object to such a survey there will come an expectation that something is to be done with them soon
-[] Write in up to two neighboring Dukedoms

[] Build up colonial administration:
There are in the Imperium lands where the availability of trained manpower lags behind physical infrastructure, this could be due to physical isolation, perceived physical danger or something as simple as a lack of a widely spoken common language
-[] Naath
-[] Stony Shore
-[] Sallosh

Ministry of Diplomacy

Concerned with the outward facing affairs of the Empire the Ministry of Diplomacy is everything from the open hand of friendship to the velvet glove into which the steel fist of the inquisition can slip into. It allows one to prepare provinces for assimilation destabilize foes and give economic or arcane aid to allies

[] Share Arcane Lore with the Genie Realms: While there have been many transcriptions of libraries and brief exchanges of experts with the Djinn and the Shaitan, none of them have taken a holistic approach to the lore of the Garden such as you have been able to rediscover and by the same token your acquisition of genie lore has been just as piecemeal. all that can change with a concerted academic and diplomatic effort to spread the lore that has been deemed acceptable to do so
-[] The Peerless Empire
-[] The Domain of the Djinn

[] Eyes in the South:
The coronation has made a good beginning towards vasalizing one of the realms of the Summer Islands at least, though a combination of gifts, favorable trade deals and personal connections yu can come closer to drawing the islands into the Imperial Sphere

[] Normalizing Relations: you do not have any diplomatic presence in the last two great Free Cities not under your control Qogor and Norvos, however given the economic and military might you can bring to bear it should be possible to change that and prevent the situation in either city from decaying further. Given the nature of Qohor's decay however it has been judged to be by far the ost perilous
-[] Qohor
-[] Norvos

[] City at the Gates of the World:
The Warlocks of the House of the Undying have promised you Qarth, but not all of its lands will fall simply because that ancient order wills it so. Further efforts among its secular and military elite would allow for a smoother transition.

I am pretty sure the only sort of normalized relations with Qohor we will be having is that of repeated casting of the 9th level spell meteor storm until we are sure what ever horror from the far realms that has taken the city is well and truly dealt with or until the city is normalized back into reality as a crater

That is a judgement call on the part of the players. These are just options.

No thoughts on the actions?

Actually speaking of the actions how would you guys like the rolls to be decided? I was thinking of the Good old fashioned 1d100 +X where the X is decided by both your stats and the reach and skill of the ministry.

All of these look good to me. I'm not great at prioritizing which should come first, though. I also can't recall if we've discussed how many actions each Ministry will be able to undertake per turn.

BTW, would supervising or outright conducting a full census of Imperial citizens fall under the Ministry of Administration, or would that be a Tax job?

I do think we should focus some attention on Qohor sooner rather than later. Not sure how much diplomacy is going to help there, though.

A full census would probably be the Ministry to Taxation and it would involve collating information from the various local levels and then doing an audit to make sure there are no errors... or other shenanigans.

Also if I may be frank with you guys, this part of the reorganization is more than a bit draining on me, it feels really overwhelming so if you could offer a bit more feedfack that would be great for helping to get us all through this. It is not easy to make this sort of wide ranging system change and decide what to keep and in what form so even if you do not get involved with things like this usually it would really help me to see suggestions and just generally thoughts on the changeover...

I'm not trying to pressure anyone into participating, just if you can find the time and the energy to consider how you want to engage with the quest I would really appreciate that. You guys do not have to suggest mechanics or anything, just ideas for what you would like to see or how you might enjoy the more high level play to work on a simplified level.

I think we might have trouble because you update so fast. So my suggestion is to do one update for each of the sections. So we have some time to discuss that before other matters happen.

Also incentives non canon omakes by giving bonus to roles. You have probably seen how Durin does his omakes and I think that system will work for us.

I'm particularly interested in the education of Westeros.

Ignorance is so thoroughly entrenched there, and proper education traditionally so hard to come by, especially for women, that I think additional effort is going to be needed to convince smallfolk to send their children to the schools we plan to build throughout the continent.

I'm not sure how that would translate to turn actions, but it seems like a multi-faceted approach could work, with several ministries participating.

Ministry of Information could publish and distribute True Speech pamphlets highlighting the benefits of basic education and the leg up it will give children in the Imperium.

Ministry of Taxation might be able to implement a program of tax rebates for provinces who enroll a certain number of children and adults in education programs.

Before any schools are even built, the Ministry of Education can begin recruiting and training new teachers. We're going to need a lot of them, after all.

Once upon a time I ran a CK2 Quest called King's of Men and omakes gave dice boons... and I had more crits than fails on any given turn. I will not deny that omakes like that are good for engagement, but it feels to me like pay to win with omakes.
