I think the current plans lean too much into passing responsibility to the gods, and implicitly suggest That we can't fight them or really do anything about it ourselves. That's true, but not what we need to say right now in my opinion. What we need is to reassure them that it's possible for them to do something other than wait to go through the meat grinder themselves.

I'm also pretty sure my plan is like 30% too melodramatic, so I'd appreciate some advice on how to clean it up a little.

I like where you're going with this, but for now, I really don't think it's a bad thing to seem to be passing so much responsibility to the gods. We're powerful, magically, militarily, economically, etc., but we're new, even if we have conquered 1.5 continents in just a few short years. People are terrified and while we can help allay those fears, it's the gods that they've known all their lives to whom they will turn to in this moment of crisis.

The best chance of calming them down, getting them to act rationally and preventing unfortunate incidents of mental breakdown in the days to come, is to convince them that something is ready to protect their vulnerable souls tomorrow if they die. That's the gods.

I get where you're coming from, but this is also a hugely influential moment in how our government will develop. If our answer to the question "can we even fight this at all" is that the gods will save us then the loudest thing we are saying is no.

We've hammered on the necessity of gods a significant amount already, now is the time to start convincing them that they're more than prayer batteries and fiend bait.

So I'm seeing some debate starting up but the vote is very one sided. I'll leave it up for an hour or two more to see if there is any more interest in the new vote and then I'll assess if I should close it or leave it open more. Does that sound fair?

@BronzeTongue, your plan is great. However I'll remind you that to our audience, it would just sound like the wildest of hubris. They're not used to operating on the same scales of bullshit as us.
Let's keep that speech for when we announce our god-crafting success, yeah?
 
Also mention that to be sure their souls are certainly not stolen there are ways for that to be found in the opaline vault or the scholarum
