Yep. If they have Mind Blanks they're immediately earning the attention of the Inquisition. I doubt any random protest organizer will be thrilled about that.
 
You know I just realized I have two people still on The List of interludes who were not covered besides Tywin

And I just got an idea for an Yrale one, since we are between action segments right now I could cover it and while I work though the plans for the Rock so they are less stones falling out of the empty sky.
 
For purposes of expedience and not mixing the systems around, while transferring between then, we might want to handwave RAs of this month being finished regardless of rolls.
Lest we have not only to assign all existing RAs with new system's data, but also arbitrarily throw 'done' progress on top.

It's not just "high risk," it's guaranteed jailtime or even execution depending on how serious the resulting damage is. Let's ignore how easy it is for our lawmen to subdue the crowds and focus on the aftermath. With paperwork submitted ahead of time on who the organizers are and who they have protesting under them, the rioters would get in hot water but the organizers are doubly fucked for being considered in charge. On top of that, divinations mean you pretty much can't hide in your own anonymity. The lawmen will find you and will know exactly who you are and what you've done.

And of course, I doubt that we have the manpower to comb through an entire city to figure out exactly who did what in last week's protest. We could get leaders or people who've done big stuff (IDK, killed a cop or something). But everyone else, who just threw a few paving stones? We have a bunch of diviners, but do we really have that many?

  2. Those interludes did get votes on, I don't want to cancel the vote. We will likely have less of them going forward though

The citizen also gets arrested. We have enough diviners that if a protest turns into a riot, every rioter is gonna pay for it. Literally. Don't break and burn shit like an animal if you don't want it coming out of your hide.

The big thing is that registering to protest means even the average citizen is in the system. If it turns into a riot it's just a matter of questioning each protestor one by one and weeding out he violent ones.

We have a few dozen magelings capable of working in the House of Mirrors, and millions of citizens. Any decent-sized riot will instantly crush our Divination capabilities, especially as we have to maintain NatSec Divinations.

It's vastly more efficient for us if we just spend some Divinations on the important cases and show presence with uniformed Inquisition goons in the streets. That cows the rioters just fine and there will be plenty of concerned citizens who will happily rat out everyone who caused damage.

The most important bit is to shape society in a fashion that it oppresses itself for you.

We still have the paperwork to fall back on. They're not allowed to assemble in the first place without that paperwork. Then the lawmen can go from there with interrogations in the aftermath.

It might take months, but if you participated in a riot you will pay for it proportional to the harm you caused.

It's vastly more resource efficient to eliminate the leadership and smear the group in the media. Since we both have a secret police that can disappear people at will and control the entire media landscape, this is pretty trivial for us, but squashes the troublesome movement just fine.

If we catch them? Sure. But the small fry isn't really worth it.
 
It's not that many left anyway and I'm looking forward to a pretty drunk Oberyn and Doran making bets if Tywin is still alive.
 
I am looking forward to the fall of Tywin and his public trial plus humiliation in addition to the anguish he will experience knowing he had caused the disgrace and downfall of his house , the hype has been building up for a long while now
