Mirror Image or Invisibility for 2nd level, I think, maybe Dispel Magic for 3rd since he's getting his caster level high enough to be useful, and Ruin Delver's Fortune or Dimension Door for 4th. He needs versatility more than he needs offense.

EDIT: Primal Hunter would also be a good 2nd level pick, as there is some nice synergy between it and his Primal Instinct spell.
I think Mirror Image, Dispel Magic, and Dimension Door are the best versatility option here.

It is oddly enough the most recent and perhaps least reliable of your sources of information with regards to the fey in the Reach who has the most answers. According to Swift-Eye, who had some interest in keeping portals open to realms other than the Feywild in case some of his more dangerous client preferred him dead or worse, a rumor spread among the fey of the Honeywine that the 'Shadow King had passed into Shadow truly'. Some took this to mean he had perished, others that he mourned the ruin of the Court of Stars and would not emerge back into the world before his tears were spent.

Swift-Eye, being of a practical mindset, suspects that the last lord of the Bright fey went to the one place vast enough to carry him across the world, yet unlikely enough to bar the eyes of his foes, the Shadow Realm.

To your own way of thinking and that of your counsel in the matter, from Vee to Moonsong to Crimson Lotus, the Orphne Lord and Glyra, it makes more sense the more you consider it. While Gramdal mo Ia, Praetor of the People, is involved in what would be under Imperial law the most aggravated and blatant forms of bribery, he is surprisingly free of those crimes that got magisters from Lys to Tyrosh hung in the aftermath of the Conquest. The report scrupulously notes that he may have distanced himself from such practices intentionally when he started doing business in the Empire, but quickly moves on to the crux of the matter, his ambitions.

Gramdal is old, an elder statesman if one is being kind to his record, having spent his adult entire life holding some public office or honor, and he has time and again seen himself passed over for younger, bolder voices. That he lived long enough to see them fed to the lions, literally in one memorable case, serves as cold comfort, and it's growing colder by the day. According to your agents, there are good odds he is preparing to defect and there is little reason not to push him in that direction.

The other part of the report concerns Nandazda Aoq, and it is far stranger. It seems the Green Grace is indeed a sorceress in her own right, and not just a devil's puppet, but it is the source of her magic that had Malarys return to Sorcerer's Deep to confer with some of the elder leshy teaching in the Scholarum. Nandazda Aoq is a warg, the daughter or granddaughter of some lost northern slave and she has somehow honed those arts to heights that few sorcerers not bound to the Greendream have managed.

For now it's just a cool fluff effect and bonus, but any actual level he gets will be able to be retrained as a psionic level. Fortunately for Relath, this stacks on Draconic Sorcery innate to his own nature. So say he's an Ancient Brine Dragon with 15 levels of Sorcerer on top of his CL 15 casting inherent in his dragon nature. He can retrain that to 15 levels of psionic shenanigans while still keeping 15 levels of dragon sorcery.

He basically unlocked bullshit in the distant future.

It's really not worth it right now. At the moment, Relath's Sorcerer/Dragon Mystic levels stack with his own innate magic to get him up to 9th caster level for magic once we complete his level up. That's pretty good, and getting better.

If we retrain any of his levels to a Psionic class, at best he would be equivalent to a 5th level Sorcerer and 4th level Psion, limited to 2nd level spells and powers. And those Sorcerer levels would only increase as he ages in the coming centuries.

If we instead let him get a few levels, he can retrain to the same PRC as Qyburn, Cerebremancer, which will let him gain spellcasting and psionic manifesting. The absolute earliest we could do this would be when he levels up again, though it would still knock his magic back by quite a bit, down to 3rd level spells instead of 5th level.

Cerebremancer would be an excellent future class. I can totally see Relath taking lessons from Qyburn on how to harness his new insights. That'd make a great interlude.

Correct me if I'm wrong, but wouldn't it be much better to cast as a thirtieth level Sorcerer instead of a lv 15 Sorc and lv15 in some psionic class?

Though, if there's some sorta Mystic Theurge-type thing for arcane and psionic (I think Qyburn has this?) that wouldn't be so bad, since you wouldn't miss out on that sky-high caster level.

There are big benefits to both, so it's mostly which one we prefer. If he went the pure sorcerer route we'd be seeing some ridiculous metamagic out of him, like we saw with that Fey Lord of the Violet Court. But if he goes the psionic route imo it'd be more narratively fitting. That's the power stolen from the very masters that once enslaved him, the strength of an unshackled mind. Imagine him casting Antimagic field and then ripping enemies to shreds as a psion.

Gramdal mo Ia seems like the safer bet to me, and likely one more easily swayed to our side. Like @ryuan proposed, we can probably buy Gramdal mo Ia's loyalty with a Reincarnation spell.
