I'm still proud of that particular conquest (even though it was mostly your work, I just enjoyed watching it unfold). We butchered every political rival we had in the entire city, pinned all of the blame on the city's most popular moron, got their army to die against our army and show everyone in Westeros and Essos that the Legion is the new unbeatable force at least in terms of mortal armies, and then at the end of it all we personally killed Aedon.

10/10 would plot again.

Yep. Viserys won't waste talent where he recognizes it. Those who show aptitude and inclination would be streamlined for the bureaucracy.

This allows the Inquisition and Lawmen to focus its efforts on bad faith actors and prevent the undue persecution of non-violent activists.

On an entirely different note, after the gunpowder debate, I wonder how the balance of power on Planetos would shift if you actually implemented what I talked about, with Westeros having simple cannons, western Essos the first matchlock guns, and Ghis in the process of reforming their own Unsullied into a Janissary-like outfit making use of massed arquebus fire. The War of the Five Kings would be a lot more interesting, with Tywin and Stannis trying to exploit their money and their strategic positions respectively to get Essosi sellswords to fight on their sides, while the Ironborn suddenly become a major threat due to their expertise with naval cannons.
 
Realistically if the Ironborn were regularly sinking fleets prior to WoFK, but still (probably) lost due to overwhelming numbers disadvantage... there would be no Ironborn fleet. There might not even be an Ironborn. Westeros is pretty vindictive when they get their noses bloodied.

Stannis' fleet suddenly becomes much more dangerous, able to bombard King's Landing without actually making a melee assault.

I'm assuming some basic competency on the part of Balon. My idea would be that the Ironborn fought and lost their rebellion as in canon, but with Balon being aware of the availability of naval artillery in Essos, he decided to prepare for the next round. Hence a few foundries beings set up in the Iron Isles and gunpowder being stockpiled for the day of the rematch.

Twenty Seventh Day of the Second Month 294 AC

"I have no objection to peaceful protests, excellency," you answer smoothly, already considering how to arrange the matter to ensure they stay peaceful and the inquisition has a record of the organizers. More work for the clerks. "I am certain sufficiently skilled leaders can apply pressure where it is needed without slipping into undue acts." The implication is clear. You, unlike the Council of Elders, will not budge at pressure from the streets, nor are you overly concerned at gatherings here in Elyria.

"I shall take your words under advisement, Your Grace," the man, more messenger than leader you are now certain, slips back into the crowd. The ones who hold his fealty are cautious enough not to want to contradict a sorcerer in person, which fits into the reports from the negotiations. There is more than one reason why you are worried about the traders being infiltrated, after all. They are not only the most likely to have encountered the agents of hostile powers, but also the ones who could do the most damage.

Still, as the shadows from the western slopes shroud the seeming, to make the pale columns of the temples all the brighter, fealty is taken in water, in soil, and in words that have not been spoke in this place for four hundred years and more.

Altars are cold and without flame, and the only dragon flying overhead is one of steel, yet once more Elyria is sworn under the banners of empire, if one quite different from the one whose fiery death the city had so narrowly avoided.

"A few devils the inquisition can deal with. They would have to possess a stranglehold on the local levers of power to move the local assemblies to their will," you answer, not overly concerned with the prospect. It is not as though geographic proximity speaks much of where devils can act once summoned to this sphere.

"They might be able to use those... protests you allowed as cover for any plots, Your Grace," Elia warns from your other side. "Once a crowd is gathered, for whatever purpose, it's easier to forge into a mob."

"The same could be said of any large gathering," you answer in turn. "Still, these gatherings will be closely watched."

While Benerro would certainly be useful in the war, he's probably going to be best served organizing the faithful of R'hllor within the Imperium for mass prayer to fuel the battle. He's not quite the head of the faith considering the differences between the cities, but he's definitely the closest thing to it.
