-[X] Allow the Fey to negotiate with mortals in your land but require two terms.
-[X] First all oaths with mortals must be submitted in writing (common) to the court within three days of the oath being taken. The oath must include the exact wording and all parties must be identified
-[X] Second any oath involving more than 10 years of servitude or the trading of souls must have the approval of the load of the land
-[X] Any volition of the two terms with free the mortal from all obligations to the oath and the fey must submit to a penance determined by the lord of the land.

We this we can require Mullendore to submit the written oaths to the inquisition for review of what fey are up too. The three days with still allow the fey some room for mischief which should even entice them to accept the terms unlike if we required the written oath before the oath takes affect for instance. If we want to give the fey more room to maneuver we can just say in writing known to humans maybe they would try to submit oaths written in far speech or something but the incqistoin should be able to translate even if Mullendore could never translate it himself so maybe they would think they are getting one over on him.

We can't really enforce this right now considering that we are not the law of the Land and all that.

I like Mullendore, he's a bit of a weirdo, but so are a lot of our companions compared to the average person. . .
 
As you had hoped the elderly Lord of Uplands finds the notion of a bird as beautiful of feather and song as it is lethal utterly charming. "Hah... best bit of magic I've seen so far. You say it's clever, Your Grace? Do you think it could be trained to hunt like a hawk? It'd be a hell of a thing to show up to one of Tarly's hunts with a songbird better than his falcon."
I look forward to the Reachlords seething in jealousy over Mullendore's pet murderbirb.

man is it refreshing to find a competend, smart and likeable lord in the reach. he has his flaws but honestly they are of the kind i have no problems with. overall i really like this guy, i wish we had more lords like him and less like the sour apple

I'll give you "smart" and "likeable", but he has not yet displayed much competence.
