Viserys' best guess is that a willing Aegon using the Well on the avatar in conjunction with Dany would do the most damage, if Aegon were previously freed by the Unraveling it would be even better, but it seems likely that Tiamat set some contingency against that.

I also don't think flakes of skin should be enough to work a strong curse, @DragonParadox. That's really stupid. Blood is important in ASOIAF, and harder to get a reliable sample of.
Can we assume Viserys and most important people in the Imperium are properly paranoid about this?I would not allow random reconstituted skin to kill anyone, scry them for the purposes of teleportation yes, kill through a ritual no.
