- The Provinces of Trader Town, Nanqui, Tiqui and Piqui form the Core of the Orange Emperor's support, they are highly militarized and with a strong martial feudal class that sees itself as very distinct from 'decadent' the Court in Yin
- Fujin and the Five Forts are more distant but still favorable to Pol Qo's claim looking towards some distant charge
- Asabhad pays tribute to both Emperors and plays political games to its own advantage
- Wan Ti and Linqui are divided between the provincial governors who formally swear allegiance to Yin and the martial class who look to Trader Town with some admiration
- Everything else is formally the domain of Bu Gai
