If miracle could make malicious and damaging rumors go away Viserys would not have invested as much as he has in hearts and minds actions
I thought that was because by the time we got Miracle everyone was fully invested in making very funny and very cutting political cartoons? In any case, while Miracle may not be able to sway an entire continent I'm pretty sure it could solve a smaller scale problem like this one.

He doesn't need to convince everyone. He just needs all the major lords of the Vale, everyone else's opinions do not matter for the girl's prospects. After that they can lay low for a few months and people will forget about it when the next big thing happens.

Compared to the chaos that marrying some girl will cause to his crafting schedule and protections, fixing this is easy.

It took literally hundreds of different choices all intersecting to form a common narrative before people thought better of us, and we had all the resources of multiple high level PCs and our Kingdom backing us. Not even Lucan has the backing of the entire Faith.

Yeah, but it took an equally large PR machine to give us that negative image in the first place. Nobody particularly cares about this girl, all he has to do is counter the real damage to her prospects by convincing the lords of the Vale and soon the scandal itself will be yesterday's news.

But the scale is different. We are talking about making a girl not seem promiscuous. Rumours beat other rumours. It can't be that hard if you really attempt to make those changes.

Sure so he needs to apply high level buffs to talk to every lord in the Vale, of which there are scores so it's not like he can do it all in a day. What about their wives daughters and sons for that matter? Does he assume that the lords will be able to persuade them nothing had gone on, or for that matter that they would care to do so? The nobility of the Vale broadly speaking includes thousands of people.

Also even if he can convince them he's still a good and faithful pious man who they can trust, the girl is still a harlot who tried seducing him. Because Westeros. There has to be a scandal. If he doesn't bear the weight of it, she does. That's how mafia works.

He doesn't need all of them. He can target just the ones in the general social rung as the girl's family, since they're the ones who will care for his purposes. Whole households can be done in one go. And once he has enough to start a counter rumor running through the mill, he can step back and wait. The waters will be muddled, something more interesting will come up and this whole thing will be forgotten.

I mean, he does realize an invasion of Westeros is on the pipeline right? By the end of it no one will even remember this little incident. And it's not like postponing the marriage until after the war isn't a good idea, since you want to be sure the house you marry into will still exist in the foreseeable future and that is hard to anticipate at this point.

The way it works is, if you mess up in a way that makes people want to believe there's a scandal, unless you bribe and threaten the rumors into submission, or do something that makes everyone forget them, it ain't happening. And in this case the girl would have to be a big part in that proof of her own innocence, not just the man trying to clear her name.
 
Just to add, but I genuinely believe Viserys could make the Vale believe the girl is innocent of any wrongdoing or untowardness.

He's also a Demigod of Diplomancy. I think we shouldn't distort our own accomplishments as being something even a similarly skilled person would attempt doing in all but the more dire circumstances where they have no choice but to try for a hail mary. Viserys both has skill, advantage in resources, but also advantage in reputation. People tend to believe what he says because like the other thousand times he said something would happen, it happened exactly as he said it would.
