Pretty much the only thing holding us back is needing a sacrifice with a swim speed. If there's a devil, demon, or daemon you've got in mind that fits the criteria then this problem is easily fixed.

I thought the intent was to transform a Sea Serpent into a divine being. Don't they already have a swim speed or is that not contingent here?
It still feels gamey, not in a fun way, making undead to feed to a god is circuitous and odd from a fluff perspective.
