That's still contract law; I'd imagine the civil penalties are really nasty, but it's not the same as say breaking the oaths government officials swear when taking office.
I think it results in her losing any material wealth gained through her deception (cushy life, possibly title), unofficial social consequences but no execution or jail time.

Which seems like an appropriate level of punishment to me.

Oathbreaking is more of a cultural thing. The Imperium recognizes two distinct categories of such: treason which is what you call the inquisition on and breach of contract law which is what you go to court for a financial settlement for.

____§ 30.2.1 - The Oath of Fealty, which is sworn by a landed noble to another and establish the swearing party as the vassal of the recipient.
____§ 30.2.2 - The Oath of Service, which is sworn by a person to a organ of the crown, which bequeaths them Estate of Officials.
____§ 30.2.3 - The Oath of Knighthood, which is sworn by a person to the state or a knightly order, which marks their rise to the Estate of Nobility and grants them right to the title Knight and the honorific Ser.

As far as I can tell from Azel's constitution these are the official, state-related oaths that are treated as high crimes if broken.
All others are lesser crimes that are not really subject to our royal justice directly.

I mean all their nations were completely destroyed. So that isn't a good metric. The main issue both kings had with her rulership was a lack of selfishness all rulers ought to have (in their eyes) and the fact that she is trying to change what already happened.

Eh, she didnt have enough respect for temporal integrity or the sanctity of the space time continuum in their eyes. Back in their day people weren't so flippant of erasing thousands of years and billions of lives and souls from existence! Grumble grumble.

Looks good, though the Gentle Repose thing seems a bit redundant considering each Weirwood Heart Tree is automatically a Hallow zone.
This isn't going to piss the old gods off right? I mean we're basically wheeling them out of their extended care facility and parking them on their most hated enemy's lawn.
The Old Gods were the ones who requested this. They want to occupy their enemy's holy land and more or less keep an eye on them. Also more trees in Essos has been a long-standing goal for them anyway.
