Being able to cast spells of the Third Circle is a bare minimum to be a teacher. Lotus Leshys easily achieve this, IIRC.

Definitely a priority. We want the Dornish Marshes 100% under our control. They're loyal to Robert, yeah, but that doesn't mean we don't have the means of subverting them. Wasn't Thoros of Mys friends with Berric Dondarion? I imagine that friendship had its roots long before 298 AC in the books when Ned Stark sent them to bring the Mountain to justice.
