Also, there'd be nothing to really purge. He did not threaten to fight us; Just to take his business and contacts elsewhere - hardly a grave offense.

That said, would be a boon if they stayed under our laws (no compromise there!). If not, oh well, we lack not for ways to make the economy flourish by our lonesome, do not particularly care for bargaining too desperately.

Considering he has not left already, even with all these shenanigans and troubles afoot, it can be inferred he values the locale somewhat highly indeed.

Egoo, this is a negotiating tactic. Reminding the other person that they're not your only option is a basic maneuver.
Screw diplomacy, I'm on a gunboat :sour:

More seriously though, I take it as a bit of a threat - them opening such a market on any part of Imperium would mean the same thing it is here - a place that doesn't abide by our laws, and effectively preys upon the population.

I'll even be okay with them leaving our lands outright - problem is, of course, eventually we'll catch up with our expansion, and then it's all the same.

[X] Hello New Minion
-[X] We want the Hooded Lord as our vassal to rule the Goblin Market in our name
-[X] What we ask is that he heed our laws and follow all the other rules of being a vassal and a citizen, and should he come into the possession of secrets that are of interest to the Imperium (the movement of enemies, and nefarious plots, etc) he then pass it on to the Inquisition or directly to us depending on the severity.
--[X] We have no problem with his current form of taxation (a small cut of every bargain in the Goblin Market), it's just that our taxation would be him passing along vital intel when it comes into his hands.
--[X] We also want to make it so that it's not possible for mortals to accidentally wander into the Goblin Market, that they be guided back to Lys should they wish to leave, and that there be at least some regulations on unfair bargains from some of the Fey we encountered in our investigations. Nothing too stringent, those bargains will still be possible, but they must be informed decisions on the part of the mortals.
-[X] What we offer is our aid should he ever need it, equipment for himself and his enforcers from our artificers, full legitimacy as a Lord under us, freedom to traverse the Imperium as a citizen and partake in the markets of Sorcerer's Deep and the Spheres beyond, etc.
--[X] This includes a Calligraphy Wyrm, a Whispering Brazier, etc, everything the lords of the Imperium have.
-[X] Further, ask if there is anything in particular he wants. If it's not too much it can probably be granted.
-[X] As a side note, to help sweeten the deal, inform him that the Nameless Fey that has so troubled him has been dealt with. //OOC: Illustrates the use of having the Dragon King at your back.

@DragonParadox, can the Orphne Lord add a few IC suggestions to the deal? I tried to be as fair as possible while enforcing our demands, but I probably missed a few things.

He is pointing out he can open it outside the Imperium too.

As much as I hate the fey I do understand that they are going to be in the Imperium. Better they work for us rather than against us. If he wants to be a fey king working the Goblin Market for us then as long as he follows the rules I am just fine with it. Now of course if legitimacy isn't good for him then he will leave to go elsewhere or stay illegally and...well at that point it is a matter of Kandor.

By the way @DragonParadox, is the Leanan Sidhe under Mind Blank? She seems like a logical next step after the Hooded Lord is hopefully vassalized. Even if she's weaker than us, we're not leaving an MR 3 Fey lurking in our new Fey Market.

And then we'll simply purge the place.
¯\_(ツ)_/¯
I wish could purge this place.

I am against vassalising him. We've had barely a few sentences with him, and he's a business person, not a lord.

Do you have a suggestion?
I stand by my proposal. Our best case scenario here is the Hooded Lord accepting our bargain and ruling the Goblin Market in our name. The market falls under the control of the Imperium, we have a new and powerful vassal, and we can get to work rooting out the agents of the Court of Stars and Ymeri.

That Leanan Sidhe is next.

He's a lord. He rules the Goblin Market, and not unfairly either. More to the point, the deal would force him to abide by our laws.
Let me see if I can...

Fuck it. I don't care I guess. I'm mostly thinking of presentation anyway.

I'm still against Vassalising him on the grounds. We know practically nothing about him. Set up his the deal with him, see how he handles it, and THEN legitimize him.

[X] Duesal
So long as we deal with Sidhe and the fey-hunters all is fine in my book.
It's too bad the Nameless wasn't with Ymeri, but at least well deal with her soon enough.

No, we know about him from weeks of investigating both him and the Goblin Market.

@DragonParadox, would you mind putting the fears to rest by laying out what we know IC about the Hooded Lord?
Yoou guys would have to vote to divine her since she might have contingencies to warn her of just that.
We'll just have to see if she can be tracked down via mundane means, then. If that doesn't work, Discern Location.

Oh I am not against the proposal. I get why this is necessary (unfortunately). I just wanted to see if there was an alternative. I have for the most part accepted the thread's policies on people(IE they are loot). And in this case he isn't an enemy or someone who has worked against us either. I am fine with letting him rule the market and making him the lord of it. Just wanted to see if there was an alternative that wasn't just putting the problem off

Any potential issues are cut off at the knees due to him being forced to heed our laws. One of the benefits of vassalizing fey -- binding oaths.

Well here is not a lot to know of his public actions mostly because he prefers not to have many.
  1. He takes a part of every fey deal done in the market, whether directly or in favors
  2. He only acts when someone acts in bad faith, bears a deal (in the case of mortals since fey generally can't do that) or starts a fight
  3. Otherwise he seems fine with the low hum of intrigue in the market, theft enchantment etc... as long as it does not get to the point of bloodshed and thus in the way of business

Yeah, this is the equivalent of taking control of a black market. So long as they don't cause too much damage (with some added precautions), and so long as truly vital intel goes straight to us, there's nothing wrong with it continuing with the lord sworn to us.

Leaving our lands is probably what he meant; moving somewhere else under our rule would be a stupid way to duck us.

This guy hasn't really done anything dangerous or threatening, just tried to keep the status quo past it's due date. He's hardly the first to try it, and he hasn't been nearly half as much of a prick about it as many of our other people. I think it's worth not stomping on him because we're irritate.

Remember that he came to us the moment we called on him; we are the ones who decided to avoid the issue until we had everything we needed to pin him to the ground.

So let's talk business; what things does he want, and how can we make him getting them through us (and our laws) profitable for both parties.
He's basically said he only wants to run the market like a landlord. So we could offer him the right to grow into more venues (and protection while there) in exchange for following our laws in how he makes deals with our citizens, and reporting on the deals made(overtly or covertly).

He gets protection, market access, and notary services (which means support from mortal law enforcement instead of opposition). We get information, infrastructure, and taxes on material wealth generated. This also gives us time to work on recruiting him properly.

We want him to want to work with us, not resent it. A full position as a vassal can come later once we have a more stable, positive, working relationship.

As a bonus, by phrasing it like that we make being an official citizen of the realm a more tangibly beneficial thing. Not that it isn't already a sweet deal, but foreign traders seeing how much easier it is to trade with the supernatural while holding metaphorical citizenship card is good for our prestige and growing national identity.

Hey DP under what condition do Phoenixes lay eggs? Do they need like a place or elemental fire or is anywhere fine? If it's the second do we have any baby Phoenixes in the Imperium yet? If it's the second would a Demiplane of Phoenix Fire(Fire and Good aligned demiplane optimized for their needs) get a population growth started?

Because if the problem with summoning thousands of Phoenixes is they might be missed elsewhere. They just target ones wishing to start families but cant find a place in Evil infested portions of the Plane or Fire.

Also I feel like we let the MoonDog rescue plan fall to the wayside a little. Have we been summoning from the expanded list of potential recruits?

Phoenixes lay eggs when they choose to, when they feel they can feel they have the time to instruct and help a young phoenix phoenix grow. If any of them feel they would be better served on the Plane of Fire than the material plane they will say so and go back, it's not like you are compelling them to stay.

Ah, no, no we haven't.

The only thing from the list that carried over was 3 Orthons someone wanted to cut up for their "no teleportation allowed"-ability, the rest of the things...

Well, I just lost the hype for them, and may as we know of them IC via stupidly high Knowledge checks, we haven't had a reason to be summoning any of the weirder creatures out there yet.
