@Duesal, the Gelugon and Steel Devils are already bottled. There's no need to mess with them right now, since we don't have the ritual ready to sever their link to Hell. I would just remove mention of them from the vote right now. It reads like we're going to try to recruit the Devils after uncorking them, then turn right back around and stick them in the bottle. I think recruitment will have a lot better chance of success if we make the offer to them once the ritual is ready for use.

How literal is the 'Shadow' in Shadowlands or wherever it is the Bloodstone Emperor reigns? Forgive my weak Planetos lore.
Perhaps he is limited to literally that 'shadow', with his power unable to reach further, or being severely curtailed? If so, I bet the Shadow has been slowly spreading with the return of magic.

I get the concerns about the Ice Devil, but at the same time it's pretty trivial for us to assuage those doubts. If you've got concerns about certain behaviors? Divination or Brain Spider will clear everything up. The Devil isn't Mind Blanked, it can't hide anything and we'll get a blunt and honest answer.It's an issue we can deal with later. Being removed from the hierarchy of Hell might be appealing to a Devil of that level. Although it does prevent them from being promoted to greater forms, it also removes the limitations of the hierarchy, which could feel quite confining for an ambitious Devil.
I wouldn't really call that large scale. A one mile radius is by no means small, but an 8th level spell which requires 10 minutes and costs 2,000 IM per casting doesn't really have the oomph to curse a large land mass. You would exhaust the planet's supply of jet gemstones before you ever affected a significant area.Large scale eternal darkness is very achievable with Curse of Night.

If it ends up being suitable, that's great, but if not I won't be too sad.
