If we weren't already entangled in this ritual shenanigans, I would bluntly vote to let him die and let Hermetia gobble up his power-base.I think Azel has written off most of the people who could have stepped up in Lys, unlike Myr, who he envisions as being capable of remaining more-or-less intact, barring those natural selection dictates.
So chances are he plans to literally debone the administration so that he can shuffle in people from outside, which admittedly will help consolidate the Disputed Lands and separate the former trade magnates inside the Three Daughters city states proper from the levers of power--namely by discouraging attempts at monopoly (that we don't control) and completely eliminating some of them in the bargain.
