English is not my first language, so I don't get what that means at all, but considering the general tone I'm getting from it, I assume it's not worth engaging?

It's an old English saying that basically means that they don't believe you.
Specifically, it's a humorous continuation of the more common phrase "You must be pulling my leg." / "Are you pulling my leg?" to express disbelief. (The etymology is disputed, but it might have derived from tripping someone as a prank -> "pulling my leg" as a way of calling out a verbal deception.)
Hence, "Pull the other [leg], it's got bells on."
 
This is all very informative, but I think this diversion has gone on long enough. I get what it means now, we can get back to talking about something more productive to thread discussion.

And thing about living space expenditure, supported by this update's remark about "having no cards" in my eyes, is that this is first and foremost a diplomatic, not research, task, for Mathilde. Waystone Project is a cooperative research initiative, sure, but Mathilde's role in here - and arguably most complex part of the whole process - is diplomatic one.
Main challenge of Waystone project is making sure dozen+ of secretive organizations who may or may not punish reveals of their guild secrets with death or worse will, in fact, reveal their secrets, willingly and without it causing a war between forces of Order.

In light of this, spending on living spaces, if it might placate dignitaries, local Elves or anyone, is arguably more important than spending on research facilities.

So there's religious issues, ethnic tensions, mass mobilization of military assets built up for a cold war, strategic, economic, and political issues, and whoever loses is effectively crippled. Feels like we just asked to solve peace in the Middle East.

I don't care that much despite being a Middle Easterner, but bringing up real life political situations is a bit of a hot button topic. Probably better to steer away from those comparisons.

The research facilities are going to be the deal breaker though. Can't imagine elves will be happy with the College standard; and vastly better facilities will attract more Magisters or even Magister Lords from the Colleges.


I'd add that we also don't need to solve the background political situation - just thaw relations by having a nice 'screw Chaos' project everyone can rally around; which in turn will make various parties more accustomed to the idea of working things out at the negotiation table.
