I think you misunderstood what this vote is about. It's about what jobs we sniff into to gather information, not what thing we are locking in to do next.I think this should do for now. If we could have made a relationship work with Anton while we were Loremaster, and did keep up contact with friends in Stirland, we can do it the other way around).

so because of that, the ladder has value, and changes to that ladder more so.

Quite untrue - voting for everything pushes up the proportional number of voters interested in all of the options, which makes the vote more even/flat - and that accomplishes exactly what I want.but that's not happening, this whole vote is about narrowing down the chooses at least a little. (at least 1 option will be dropped)
- There's no set cut-off points for what will win. I'll decide based on what the final vote looks like. Simply vote for what you like the sound of and want to know more about.

Furthermore, Boney deliberately mentioned in the update that there's no set cut-off and what happens will be their decision based on what the vote looks like, which means the idea you're advancing of the vote being about narrowing down the options a little or that at least one option will be cut is flat out bunk that's contradicted by WoQM.
