Also I imagine the mechanical pencils will also reduce the upkeep on the school, right? Since they consume a lot of writing supplies.

1. Thats more of a fluff thing, since you aren't rolling for accidents within your everything. Theres no mechanical benefit to researching it, when you have someone already teaching you how to do so.

With a budget of 45,9 Materials, that leaves 3,9 Materials for other things. Of course, that assumes we need to buy six crossbows.

Pretty much the same as Plan Finish Steam, but I buy a crossbow from the Merchants to reduce the DC of Get To The Point. It only costs 0.7 Materials and it raises the chance of getting 2 or more successes on that action. That could matter because 1 success gets us Commercial grad crossbows but there are also Military grad and Experimental crossbows beyond that.
 
I mean an action to chose an idea or topic and try to make a unified theory of it or at least begin the process of it. Basically something to allow for actual innovation instead of the reverse engineering that we are instead doing.
Ah, okay. You can do that, most theories of scientific importance are about to 1940 levels of sophistication. Accesing them is as easy as saying: [Learning] - Look up (XYZ Theory) with an auto-pass for most of them.

They would not have any great mechanical effects though. Since knowing that Calynths gravity is 9,812 m/s² is great and all, and knowing how to calculate it is neat, but, and here's the clincher: I am not smart enough to implement that. I'll just handwave it to "you looked that up," If it comes to that.
 
It's okay if it's not particularly fluffy, but having a working theory could help reduce the DC of the more advanced stuff. Maybe even unlock the possibility of training more specialised scientists like Biologists and the like.
Okay, i'll look into adding it into the quest. On The List it goes! (Theres like 30 things on it. When did I get so lazy?)
