There is a workshop for it that opens up from sect benefits eventually.

The inner sect reward list doesn't say either way. It just says art workshops are available. It's the same language that is used for lessons and we don't have to pay SP for those. It's also the same language used to describe new archives available and we do have to pay for some of those, so who knows.

My vote is mostly from personal curiosity. I want to see what it looks like when we modify or construct an art. Do we get a list of keywords to chose from? Is it a roll? A skill test?
I wouldn't be all that mad if exploration won but I would still be curious about the black box that is art modding/creation.

Shouldn't we do that after we get Art Workshop? Doing it now seems contrproductive to me.

On another hand how much we really can change Art with just 1 AP? I'm somewhat sceptic, especially if our timetable is so tight that we can't repeat it.
