From an IC standpoint you are... mostly correct. We don't know all the assets the Azure Throne has access to, they definitely have some PCs, and we would have the political clout to keep the region stable after the fact, and then they have the Kami support.
We know that when we wiped out the cultists and infiltrators (and Oni) during our attack on the Golden Company our third-line people still contributed more than what Azure send in that particular situation.
We know that a Fiendcaller level 12-15 was able to infiltrate his court and he had no guard except ancient Kami (that may or may not answer his wake-up call), who could reliably deal with that guy.
I admit that's not much of a basis for analysing that, but I do believe we can conclude that he either has no companion-grade minions (aside from Kami that are not certainly under his control), or that he only got them after the Fiendcalling Vizier incident and has kept them so close they weren't even involved in our big cleanup.

The next day dawns bright but no less filled with news, if from closer to home than Sallosh. Most of what you read is progress as expected, a littler swifter in some, a touch slower in others, but three reports catch your attention far more readily than the rest. For one you now have an Inquisition base in the Dornish Marches under the guise of a small trading company and a series of inns acquired independently. They can gather information and help increase the flow of trade through the Marches at the same time. You almost expect to see a Braavosi commissar in charge of the venture, but to your surprise it is a Tyroshi one, the son of an ostler, perhaps that is where he had the idea.
Alas, the news coming from Tyrosh itself is less pleasant. A magister of middling wealth and less than middling wits decided that it would make great sense to seed the growing administration of the city with his kin and clients, but rather than attempt the usual and expected path of graft and corruption he decided to try to stage a daemonic infiltration against the more likely candidates of the positions he desired.
Given the horrors the city had been through the idiot was lucky not to be ripped limb from limb by an angry mob when his actions became public, though there was enough damage done to the docks that even the judicial confiscation of his properties do not quite cover the state's loss.
Lost 8,000 IM
Thankfully the reports from Myr and Lys are much more heartening. Not only are guard posts and messenger services going up even beyond the city's hinterlands, but both report success in a major infrastructure projects. For Myr that is improving the system of sewers and reservoirs it inherited from the Freehold and for Lys it is the establishment of a organized system of healers and herbalists to cover the city, all that a month ahead of the most optimistic estimations.
To be entirely honest you would be worried it is all a facade for some sort of corruption if you had not also received a report from the city's commissar confirming that everything was done above the board, taking advantage of the experience of the Weeping Lady's priesthood to get the state-supported healers on their feet as well as setting up a system of redundancies and communication in the case of a plague like the one that haunted the city three years ago.

Good minions should be praised and encouraged when they do well and go beyond, it inspires other minions to work just as hard if not harder!
Yes, they were technically just doing their job, but rewarding people for going above and beyond expectations incentivizes them to continue to strive for that excellence. If there's no reward for doing more than you're supposed to, don't be surprised when nobody bothers to try.
Viserys has a reputation for generosity, on the other hand we have already made an extreme example of one person who's idiocy and corruption was on display for all to see.
@DragonParadox when printing the next issue of the Imperial Times, ensure that the column for the Lyseni Health Care project is directly preceded by a column on criminal justice in Tyrosh.
I'd rather not do what China did and belittle the idea of medals. Pay the man and let him have some publicity in the Times, but reserve the medals for exceptional service in the sciences or some act of self sacrifice for the betterment of others.
@Goldfish The medal isn't necessarily required for this case, unless he managed to somehow improve Life Quality beyond the natural cap for Lys which would be an extreme example of meritorious service.
The rest is quite good though, recognition in the Imperial Times means that he'll get a good dose of fame still, while also enjoying the material rewards.
