While I would like to see my plan winning once more, the current leading one is agreeable enough in what really matters and so I am content with it.
Do you mind explaining this? I'm not sure whether you're saying you think it will work, won't work, or just that the caribou will start trading for things other than food once they're making a sufficient profit?I'll hold my opinion on the plans, but on the subject of giving the Caribou beets, or anything that we might think will stop them from raiding. my main problem here is the peacekeeping force action. I don't think we need it.
We just made a deal to NOT act without permission on Maretonian land, Neighpon is busy with the caribous, and we still have a few misgivings about Canterbury and Minotaurs. I'm not sure I'd want Canterburian troops on Maretonian soil in particular, not as things stand now.

My name is Wano Ichimori, and I am Ronin. A samurai without a master. Taught by my adoptive Grandfather Ryuma Ichimori, former Samurai of the Heavenly Dragon.

I am a hound of two lands. One of Blood, and one of Honor. Before Grandfather adopted me into his household my father had moved the Neighpon in desire to enter the mining trade having been scouted by a Qilin mine owner who had heard much of my people's affinity with the earth. We were happy to move and for a time we lived together happily. Then, there was a bandit raid and one of the Heavenly Dragons 13 Samurai was sent out to deal with it for they had great numbers and were endangering his people. The Eldest of them, Ryuma, was sent out to deal with it. The Qilin was getting old and he had no living family, only his duty and honor. I later learned he had went alone in an attempt to die honorably in battle, serving his lord. He arrived during the raid on the mine, the bandits seeking ore to make more weapons with.
Ryuma walked in and all fell quiet save the clack clack of his hooves upon the stone. Each step echoing more than it should as he stood there in his armor. Eventually the likely leader regained his will and stood to open his mouth only to freeze as a flash of silvery light flashed out and he collapsed cut in two. "For the honor of my lord, you shall fall." Was all the man said in a sad tone of an elder dissapointed in a youth before he charged. He was like a storm of blades, each cut taking a life or rending them unable to attack as he flowed and spun around each one, no strike seeming to be able to harm him as he either flowed away or his armor deflected it. By the end the battle seemed done before one of the bandits seemed to have watched the battle from a rooftop and stood drawing a bow and taking aim. My father, may he rest in peace among the gods of our people, leapt forward and took the shot for the samurai, saving his life.... And ensuring the loss of his own in the process. I watched from the hole my father had hidden me in when the fighting began and watched as he bled out with a whimper of fear, not truly understanding beyond father was hurt.
I did not hear what father said to the elderly samurai but I was later told. My fathers final words were "My pup. Please keep him safe." before he died. The Samurai was honored by this show of loyalty and took me into his house. I honor my fathers loyalty and sacrifice through my training. I took to my new grandfather's style like a hound to tunnels. The quick spinning and fast dashes with gentle strokes suiting me very well. I even added to the style with my heritage with earth allowing me to fight as easily below or above through diving into the earth and leaping out. Grandfather hemmed and hawwed over it, explaining it to be similar to the shinobi arts but eventually decided that while shinobi are not strightly honorable they are still great warriors and so long as I adhered to the Code of Honor I shall be so.... How wrong I was.
When grandfather passed I learned quickly why he had retired from duty. The Heavenly Court, though they respect the allies in Griffonia, do not believe that races other than those of the lands of the heavenly dragon should be permitted to take up the duties of a samurai or shinobi. They had forced grandfather to retire and though the emperor was just and honorable... He must choose his battles among the courtly politics. Still, he ensured my father would be well rewarded for his years of service and allowed us to live well as well as shielded us from the brunt of the court politics but could only do so for so long as grandfather lived. I eventually received an apology from him explaining this. I understand it well and hold no ire with him. He is the heavenly dragon and he is the greatest emperor in known history.
Now, when I entered to give my oaths to the local lord I was accepted, for the lord knew and admired my grandfather. But the lord was aging and even I could see his granddaughter's and her husband's disdain for me. But that was no matter. I had my lord and by the Code of Honor I serve with loyalty.
I spent three years serving Lord Yagi. I served with all my power and skill. But not even my blade can defeat time. He passed in his bed and I mourned the loss of an honorable lord and hoped he met his ancestors with pride for he had earned it. But the moment his son in law had been named lord... I was banished. Framed for a crime I did not do. I was not high enough for my plight to reach the emperor and I have no desire to draw my blade upon those who it is not needed. I took the honorable path and left Neighpon, the land I had known all my life, for the land of my blood family. The land of Griffonia.
I will admit I had long been curious of my father's homeland. I had heard tales of it and their great machines and clever lion birds. When I entered I greeted one of the diamond dogs on the docks and he looked at me oddly and with concern. When we spoke I quickly realized I lacked many of the traits important for diamond dog culture. He offered to help but I refused. If that was the cost of grandfather's teachings then so be it. When I payed for a stay in the local inn I took out grandfather's blade, the one he had gifted me upon his deathbed as his heir. In kanji it read "Forever Loyal". It was an heirloom blade, passed down from the time before discord. It was the Ichimori Clan's motto. Forever Loyal. I had been taught that when an Oath to a lord is made it is to be honored on both parts.
As I sat there, maintaining my blade and remembering grandfather a memory struck me of my earliest days of training. Specifically swinging a weighted stick in the basic strengthening kata while grandfather watched on. "What do I do if my lord denounced my dishonorably?" You had asked worried after overhearing some of the household guards speaking of how I am not deserving to be taught. "Then you shall be Ronin, masterless Samurai." He has said "From there you must follow the code of honor and seek out a new master." I had long forgotten that lesson and remembering it had struck me. I stood and looked out from the window, gazing down at the mingling races on the streets and my eyes caught on a poster for the imperial legion. An image of a Diamond dog in armor holding a shield before a group of ponies with broken chains upon them with the words "Defending those who need it, Join the Legion!". I silently thanked my ancestors both hound and Qilin as I had found what I must do. "Surely there is a lord in these lands who have treated neighpon with such honor and respect." You muttered "I shall join this legion and shall seek out a lord with honor to serve." You say as you stand up and sheath your blade once more. "Forever Loyal Ojiisan, Forever Loyal." You said before you left.
Wan finishes writing the latest bit in his journal as he sits in the back of the rickety cart as it travels to the capital. Silently waiting for it to arrive. You ignore the whispers of the "Not Dog" and "Top of his Class" and simply focus inward in meditation steadying your emotions. As you pass through the gates you smile internally. For you knew in your heart of hearts... You shall find the lord you seek.

In the words of Geralt of Riva:You know how old maps have "here be dragons" to let people know they have no idea what's there? In the case of Maretonia's maps, those words are far more literal than anyone is comfortable with.
ok, so my main problem with this plan is the gas lighting. I think we should focus on the magical curriculum, especially as there is a chance we might lose Canterbury's magic advisor if whatever secret they're keeping ends up ruining our relationship.
Also we delayed for quite some time already.
I suppose we could take it next turn, but I'd prefer to do it now.
..that's it actually. I thought I'd have more against it, but that's my main gripe.
I'd also prefer to prevent a caribou vs dogs and Qilin conflict, but after their defeat I think it would take more than one turn for them to prepare EVEN if they decided immediately on a course of action, so I suppose taking a turn to establish some better relationship with both factions (emerald isles emissary and caribou crop sharing) can work
