Something is fishy about this. The only reason he'd need to some to us about a 4th level Druid spell is if he doesn't want it known locally what he's after. My first thought would be the Emir given the context, but that doesn't quite add up.

It's possible that whatever the Emir has been using is finally giving out, but past a certain point age is a sign of power not a source of weakness. If he lasted through the Sundering of all things it seems likely it'd need deliberate sabotage to fail now.

Given all that, it seems more likely it's for someone else. We need to determine if we're going to be used as a cutout in someone's escape plan, a dodge around some sort of immortality rules similar to our own laws, or if this is just some guy trying to solicit a bribe paid in a service more valuable than the amount of currency he thinks he could get away with asking for.

The last one is probably fine, but learning we just stepped on a local taboo or some sort of political play after the fact would suck.
It is extremely unusual. A bog standard Marid, the 3.5 variety, can grant a Limited Wish once per year. That's more than enough to handle a Reincarnation, and much easier to source than hiring a 7th+ level Druid for 10 years.

Well he did describe it as a token of esteem. Those tend to be gifts that are of value but not so much that the kingdom couldn't get its own.

Yes, but this is worth too little, specially since it's not even a permanent gift. I'd expect him to ask for money or magical items.

I suspect there's a major problem here and someone is searching for the solution sneakily, probably because no one likes to admit to a problem like this. Which wouldn't bother me if not for the fact that the whole scheme may backfire on us if it fails.

If someone tries to subtly solicit you for something that they should have ready access to otherwise it's probably not harmless. It's possible that this guy is thinking that the market price for a reincarnation is higher than currency bribe for this service would net him, and that since we pay production cost this is cheaper for us than paying in cash would be, but we should check first.

This is like a government worker asking the rep of a pharmaceutical company for samples in exchange for expediting paperwork. It could be "innocent" smuggling/bribery, but we don't actually know what the context of the action is yet. For all we know this guy is involved in some convoluted power play to dodge inheritance laws or something and we're about to become Exhibit A at his trial.

I'm pretty sure they want to use the mage to fuck with the government somehow.
After Islin trying to play us for fools, I'm wary of someone else attempting something similar. If we can't meet with the Emir and find out what is actually going on, I don't see any reason to agree to the deal.

Honestly I don't see a reason to indulge them in the first place. It's a weird request that raises red flags.
