-Spirits are problematic to be sure, but nothing that the people here cannot handle. The wards are strong, you've checked them yourself. However, the barbarians could be dangerous. Using your superior mobility, go north and aid the closer of the other villages.

For a few reasons:
#First, Ling Qi is ultimately part of the Scouts. It should be expected of her to go out and take a look at anything interesting rather than staying home and fortifying the position.
#Second, Ling Qi is hilariously (over-)competent at taking out lots of low level fighters like the invading barbarian group seems to be.
#Third, the army as a whole needs to know everything about whatever force sneaked through.
#Lastly but not the least: In the case were said invasion force is too much for Ling Qi to take on alone, she's the best armed to scout them and return with the (vital) intel. Ling Qi's resilience means she can survive whatever trap they have, her speed(/flight) allows her to flee if need be, and her stealth might just allow her to side-step any ambush altogether.
 
Yeah, if the northern villages are requesting reinforcements, I guess our call is whether we believe Zhengui and Xiulan will be able to hold off any riled spirits coming up from the south due to the deadly spirit's awakening.

I think the answer to that question is a resounding yes. While they are not nearly as mobile as Ling Qi, they should still be able to focus their attention to the south and intercept any angry spirits and handle the matter. Zhengui is amazingly tanky with a long range option to draw attention to himself and Xiulan is a powerhouse in her own right. I think that if they are working together, they should be able to secure the southern parts from hostile spirits.

So I do think that a more aggressive approach is appropriate here. It gives us initative, which we like, and it leverages our speed and mobility to help a wider range of locations. As such, I'll be voting:

I hear you guys about the offfensive posture, but our job is making sure our stuff is safe moreso then killing invaders I think.
 
I think the answer to that question is a resounding yes. While they are not nearly as mobile as Ling Qi, they should still be able to focus their attention to the south and intercept any angry spirits and handle the matter. Zhengui is amazingly tanky with a long range option to draw attention to himself and Xiulan is a powerhouse in her own right. I think that if they are working together, they should be able to secure the southern parts from hostile spirits.
I now have the mental image of Xiulan standing on Zhengui's shell and throwing fireballs at a sea of invading spirits like a maniac (Azula), and loving every second of it.

"Ma'am," he stood up and bowed as she stepped in. There was a touch of relief on the middle aged man's features. "I am glad my message reached you. There is a situation. One of the outriders in the northwestern village spotted several tribesman with bonded mounts below the cloudline to our west. Shortly thereafter, the northeastern village reported something similar. They are requesting support."
Yeah, our assignment is the south village, but the two guys assigned to the other villages have requested support that isn't coming. We aren't hunting down tribesmen for shits and giggles, we're defending our greater region in response to unanticipated lack of other resources.

Plains Nomad 101, always go for the soft target. Us leaving mkes the village a softer target, but not by much. They're unlikely to bamboozle us so supporting the others it is!
 
How secure are the comms? Is it possible that reinforcement requests are forged?
I think that forgery is unlikely in this situation. The barbarians would need some way to either intercept the messages and forge the message or fake their own messages. Given the intricacies of formation work, I find it unlikely that the Cloud Barbarians, who have an entirely different style of formation work, would be able to copy or fake the messages.

My only qualm here is that we picked the river villages partially to let Zhengui have a chance to shine. But going aggressive means he'll be doing stuff off-screen. Even so aggressive is the clear winner.

So I'm not tryna underestimate barbs here, since the first thing we were told about barbs by an expert was "if you underestimate them you will die and kill other imperials with you" but if there's one thing I feel like Imperials have on them it's non smoke and eagle cry based communication methods.
