He's one of the former slaves we bought in Heaven. He was part of the group of "rebels" who were caught and enslaved. We bought all of them, and upon freeing them the Legion Archons decided they didn't want to join us (so they were dumped in the Plane of Air) and the Fallen Shield Archon decided to come with us.
