We do still have more important things to do. Then to make more ships and increase the upkeep of our expensive military. We still have several upgrades and economic development actions and research we have to do. As long as we have the Neighpon Navy watching our back we are fine on holding off until we get stronger.

And these are not players their actions are decided by dice rolls and without control we have no choice but to go for whatever they choose instead of doing what would be best for intergrating them in the long run.

I think we're just talking past each other at this point, at least when it comes to the ships, because I'm certain I've already mentioned that fulfilling our end of the binding legal agreement we made with Neighpon needs to be our top priority right now.

As for the governing, we seem to be making different assumptions. You're assuming that under the protectorate the CE's actions will be entirely random based off what's available. I'm assuming that the GM either weights the odds of which options they pick based off what they need the most and what's most likely to succeed, or abstracts things to a more general prosperity level when tracking this sort of thing. We already know he does some of that since Sombra retroactively seized control of the entire CE specifically because we got a 1 on an exploration roll.

I know some people want to play the long game for integration, but we have the full support of the nobility and public of Gryphus and a lot of goodwill with the crystal ponies by being the main contributor of their liberation. I think we can handle whatever issues immediate annexation brings. As soon as we can we rebuild the Crystal City in record time and bring all our technology to the crystal ponies and most support for independence would dry up I think. Even Neighponese Colonization wont bring any problems that we can't deal with quickly I think. We just need to not screw up rebuilding.

Absolutely keep the Crystal Heart in the city though, as much as I'd like for us to have full custody I don't think we could handle the unrest moving it would bring.

Minamoto Tadakatsu: Shogun of Neighpon. Born to peasant farmers, he's more than earned his place as the most powerful Samurai amongst the Qilin. After he lead the Neighponese contingent during the Invasion of the Crystal Empire and kindly instructed you in the myriad varieties and intricacies of tea on the campaign trail, you've come to respect the more-than-century-old leader.

Konrad Hardbeak, "The Kingslayer": Grandmaster of the Knights Lion and Hero of the Empire. Beheaded Brochard the pretender, crippled Sombra the shadow king twice over, and received the very first Imperial Medal of Honor. Despite it all, he is surprisingly humble, insisting in vain that he was, and is, merely doing his duty to the Empire, and to you. He is the very model of an Imperial Knight.
 
[x] Protectorate: Aid will be provided on the condition of the Crystal Empire becoming a Protectorate of Gryphus. While the Crystal Ponies will be allowed a degree of autonomy over their own affairs, they will be considered a part of the Empire. A portion of their tax revenue will be paid to you, and they will be protected from outside aggression by the might of the Imperial Military. The vast majority of Crystal Ponies would be content with this, not believing themselves capable of standing on their own hooves so soon after their liberation from Sombra, and seeing the assistance gained as being well worth the price of some of their autonomy. And while some of the particularly ambitious members of your nobility may grumble a bit, most of your own people will likely see this arrangement as beneficial. Though it should be noted that the attitudes of the Crystal Ponies may change with time, either seeking independence or further integration into the Empire itself. Something to think about at any rate.

[x] Neighponese Colonization: The lands that the Neighponese are eyeing for colonization have no population, no infrastructure, nothing but a line on a map to show that it is a part of the Crystal Empire. You see no reason they shouldn't have the opportunity to make use of the land. While this will greatly please Kōryū and his people, the Crystal Ponies might not be so happy about their territory being seized by a foreign power, regardless of the fact that they aren't using it.

[x] In the care of the Crystal Ponies: The Crystal Heart belongs to the Crystal Ponies. It's as simple as that. This won't prevent you from studying or even potentially making use of the heart yourself, but you won't be able to do anything without the Crystal Ponies' permission.
