We can also get Mind Blank items. IIRC all the Companions should be covered, though, so it doesn't hurt to focus on other strategic resources for a bit.
Personally I would rather upgrade the spear, I'm sure we can get it more impressive than Valyrian steel, and we can add some hardened Dragonglass, to make it good against Others, considering Dragonglass becomes cold after killing an Other, we can make it so the speartip can be switched out, and give him a bunch of spares.1. Sacrifices are nice, but not a priority. If there's a monster that's weaker to the Valyrian Steel than it is to the spear, then yes, he should use Valyrian Steel.
2. If he's given a gift, it's then his to do with as he pleases. If he wants to stick with his spear, he can pass the sword to someone else.
Of course, this is a moot point since it isn't part of the vote.

You could for instance smuggle an army into port in a single ship with it to give but one example of cheese.
