You aren't a parent obviously. Kids' speed quadruples when no one sees them. Their actions too, this week my youngest managed to add honey and salt to turtles aquarium and taste the water while my wife replied to a text.

A basic rule of D&D 3.X is that a cat can easily murder a level 1 commoner. Myrcella needs help here. Balerion looks like a mean one!
EDIT: Any decent wizard can summon something stronger, or cast Color Spray (cats have a weak will save) and kill the cat while it's unconscious.

I was actually thinking about the University in SD and the various scholarum constructions.
I'd say you could do that with some judicious use of wiscraft yeah, though it probably would not work as well on someone who isn't a toddler and whose long term memories have settled.
