Right my thought on this.

Limited concession because what we are being offered is a no go, we can't let them dictate trade policy but as a rule of thumb its better to use a soft hand to an iron fist. We can decide later on to force them to accept whatever we say later on if it proves a problem we can't go back after crushing them if something unforeseen occurs though. Even what we are giving we might be able to take away in the future.

As for stewardship the Duke deserves a reward. Not only is he being reasonable and a good guy but as Emperor we need to be seen as generous to those who do us great service retiring him would look bad even if he wants it, not to mention wasting a good administrator. So the choice is Archduke or Steward but Archduke has a problem in that his descendants might not be so nice. It might be a problem for our dynasty if their is a line of such powerful nobles present to contend with. Placing him on the council instead to reward him means we gain a skilled subordinate close to us but also means one less internal political force long term, sure someone will rule Wingbardy in our name but it won't be a line former king with generations of embedment which is much less of a problem.

And now you are the most powerful Griffon in the world, an army of over fifteen thousand at your command, larger than any other in the known world by several orders of magnitude. You've got the League backed against the wall, and they know it. They'll get no tax exemptions, no independent trade policy, no special place in the new Empire. You'll drag them to glory whether they like it or not.

Picking experienced steward because I trust the good duke, but not his descendants. Honestly i'd prefer to just keep him as duke but this is good enough.

I would rather keep the Duke in his position. This shows that we reward friendship and loyalty. He is well loved and respected his replacement might be seen as us putting a weaker person in control for us to puppet completely.

As for the limited concessions we must control what is trade with outside powers. We can't let the city-states buy and sell whatever they want that will make our diplomatic soft power nearly non-existence. We already suffer from a lack of precious gems, metals, and other luxury trade goods we can't afford to lose more. I think allowing less restrictive trade inside the Empire would be fine, but not with outside powers.
