It's way worse, you know. We can only do a development action once every 3 turns, because we don't have the IC. And since people are pretty much married to the colonize Kyberia option (to the point that they're taking it even with us needing immediate industrial stimulation), that's not going to change.



Education requires IC, which is impossible to combine with Kyberian colonization.

Kyberi fever is paralyzing us. We're at 1 IC, and still people are voting to continue colonization instead of rebuilding our Industry Cap.
If we break the guilds we can get a higher IC cap and potentialy more effective IC raising actions.

We can't break the Guilds while Kyberi fevor is going on.

Breaking the Guilds will (per word of AN) involve tremendous losses of happiness and SoL. Increasing SoL requires IC, which we don't have because it all goes to Kyberi fevor. Trade can help, but it's limited by navy, and increasing that also requires IC.

We're already suffering from happiness issues. I don't think we can actually survive breaking the Guilds without some margin of safety.

Developing Industry ensures that next turn we have 2 IC to spend. That means that then we can further colonize Kyberia as well as continue expanding our industry. This is far better and far safer than deadlocking everything with an IC cap of 1.

An IC cap of 1 means that we can not do any permanent stat increases or any Temp IC recovery actions. It's very bad and should be ignored just because of Kyberia.

DI costs nothing but PW, one Kyberi expansion does not affect it in any way.

I asked AN.

You need at least as much current IC as you are expending in order to do Develop. You are limited to 1 this turn unless you Raise Taxes at the same time to generate temporary IC for the process.

We need as much current IC as we're expending.

Doing Kyberia and Develop means that we would be spending 2, while we only have 1. The recovery is afterwards.

-2 PW, still enables Kyberia expansion at the cost of a temporary education decrease. AN's suggestion.

Both statements are not contradictory.

Develop IC is IC neutral. It's just that IC after actions doesn't equal IC before actions.
That would be timing problems, and AN said he dealt away with most of those. The context of the my question there was quite clear - does DI affect current IC number in any way, including timing.

The folks who vote for Industry.....do you realize Napoleonic Wars are still ongoing and this ceasefire is for turn or at most two, if that?


We are very unlikely to get another shot at military reform in a manner timely enough for second round.

edit: we are taking Kyberia because it costs 0PW once; and rushing because Nohon is rushing it.
