You turn your skepticism on her.

You fold your arms.

She folds hers right on back. "I've ridden one of them. Twice, even!"

Your second eyebrow joins its partner near your hairline.

Sara sighs. "It's this or walk."

You get on the plane.

...okay, fine, you stare out the window like you're a little girl on vacation again. It's New York.

Not the state -- nobody in the Old Country ever really cared about the state unless they lived in the state -- but the city itself. New York, New York. The Free City of New York. The last, most profound symbol of the Old Country left on the continent. The city that survived only because Alexander refused to court the backlash of allowing his puppet to destroy it, who maintained their borders only because Victoria decided to turn their submission into a grand diplomatic joke, a given inch that FCNY took and turned into scores of miles of annexed Long Island. The city that has swelled and swelled for decades with refugees from absolutely every corner of the continent, turning, some have said, into an urban sprawl more dense than Singapore. A city that has spend decades under Victorian guns. A city of freedom and spies.

New York.

And you are here as a foreign head of state in your own right, here to negotiate peace terms with Victoria following a battle that you undisputedly won.

You actually cry a little. This is such a monumental step; for you, and for the Commonwealth. It's more than you ever dreamed you could achieve.

And you are here.

Eventually
, though, you do pull yourself together, and prepare to conduct yourself with all the dignity your station demands of you. You and Sara ensure that you're presentable in a ritual you've held to since high school.

And then, you step down the ramp and into a sea of flashing camera lights.

"Madame President-!"

"-mment on the victory in Detroit, President Johnson-"

"-ering what the Commonwealth's next step, what can you-"

You tune out the questions after missing a step out of shock. You have...never...faced media presence like this before. Not ever. It is profoundly unsettling. Still, you feel Sara nudge the small of your back, and that gives you enough focus to shore up your smile and walk onwards. You ignore them all, walking down the gauntlet of reporters.

And, at the other end, is the woman you're here to see. Mayor Cassandra Mesbah of the Free City of New York. Last independent American head of state in the world. According to some who've bought into the Revivalist dream even more than you're comfortable with, the true leader of the free world.

She's shorter than you were expecting.

Mesbah doesn't even come up to your shoulder. You're a tall woman, but that's still not a lot. Mesbah seems almost frail, as you approach. You still have the corded muscles and calloused hands of a soldier who has kept her standards up. She has the body of a woman who has orchestrated countless costly assaults on the dinner table. You find yourself disappointed for a long moment.

Then her eyes meet yours, and you see the shrewd glint in them as she takes in absolutely every aspect of your appearance. You come to a halt before her, the two of you appraising one another for a long moment.

Then she steps forward to you, extends her hand, and, as the buzz from the reporters dies down, says, "The Free City of New York welcomes the President of the Commonwealth of Free Cities, the rightful and legitimate government of the states comprising their nation."

And just like that, the momentary lull shatters.

Later, you and Mesbah sit down together in a private room. She welcomes you, she bids you to sit, she offers you some snacks. She falls silent, and you wait.

At long last, she asks, in a hushed tone of voice, "Do you have it?"

You don't have to ask to what she's referring. You shake your head. "We had no intention of bringing that thing anywhere near Inquisitors."

She nods, letting out a sigh that is at once relieved and disappointed. "Good. That's...good." She stares at you for a moment. "How did it reach you?"

Again, you shake your head. "We have no idea. The case was signed as having been left in our central archives by a, 'Jonah Wilson,' but we're having trouble tracking him down. Our records are spotty, nobody remembers him, and it very well may be a pseudonym. It might be a dead end. We're looking, though."

She nods. "We can send along somebody capable of confirming the find when we send an embassy. Are you capable of maintaining it...?"

"With difficulty," you admit. "It has gone unmaintained except for its case for years. And we aren't exactly rolling in resources at the moment."

She nods firmly. "We will help. I cannot promise regular shipments of needed experts and supplies while guaranteeing discretion, but at the very least, I can ensure that the expert we send knows how to care for it, and has what he needs to get you set up."

"I would appreciate that," you say.

She nods, and the two of your fall silent for a long moment. "...it doesn't seem real."

You glance at her, raising an eyebrow.

"Victoria's army, dead," she elaborates. "Their navy, as good as dead. Their nation split in half by civil war. Their air force crippled. The mighty Crusaders doomed. And in the midst of all this, the Declaration surfaces." She smiles at you. "It feels like we're turning this around, at last."

"We will," you vow. "To the shores of Maine, if we must."

She nods firmly back. "We must."

The two of you share a private smile.

Gideon Damned Blackwell, it would seem, has not deigned to grace you with his presence. Instead, he has sent his secretary.

Oh, sorry -- you meant his boss. Because that's the way the power is running, these days.

Thomas Anderson Swift, Governor of Maine, known internationally as the Victorian Premier, enters the room from the opposite door as you, and the second your eyes meet, you can feel the loathing he holds for you. His expression twists into a look of such deep and vile contempt that you almost feel slick from the scum of it. His fingers clench at his sides. His stride slows to a slow amble, his chin tilting up as though he needs time and additional elevation to properly convey the depths of his hatred for you.

Just as well, really. You might have felt impolite if you were the only one doing that.

At the head of the table in the center of the room, a broad circle with a distinct gap in seating at each end, Mayor Mesbah clears her throat. "Governor Swift, President Johnson. Welcome to the Free City of New York. Please, take your seats."

Breaking off your poisonous staring contest with one another, you and Swift move your your seats, your respective staff following along. On your side, you have Secretaries Bragg and Harris, General Burns, and Sara.

Swift, on the other hand, has a panel of Inquisitors. Really outlines the character of his side.

Once you have all gotten into position, Mesbah clears her throat. "I thank you both for attending," she says. "The Free City is honored by the presence of such nations' representatives."

You remember how, hours before, she quietly affirmed her commitment to your ultimate aim of burning Victoria to the ground, and you take a moment to admire her poker face.

Mesbah continues, "War is a constant companion in the world of the Collapse. Violence wracks the Country. That it has broken out between two such larger states as are represented here is a tragedy -- that it resulted in such staggering loss of life, albeit overwhelmingly from one participant, is even worse."

Swift briefly looks as though he's attempting to consume an unpeeled orange.

Mesbah pretends not to notice. "However, we celebrate that both participants are willing to come to the table and talk of peace! The Free City hails your commitment to moving on from the conflicts of the past to a brighter future, and we are truly honored to host you here for these talks." She turns to Swift. "Governor Swift, as it is your assembly of Governors that first issued the request for these talks, the chair recognizes your right to present the first terms."

Swift turns and offers eye contact to Mesbah for the first time since he entered the room, and you wonder at the sheer variety of slurs that must be percolating behind his clenched teeth. Nearly everything about Mesbah would be offensive to him; female, of Egyptian descent, an openly practicing Muslim, a refugee from deeper within the country -- she really is the perfect thing for him to hate to see in a position of authority.

Nevertheless, he manages to swallow it. "Thank you," he grits out. He produces a sheet of paper. "The resolution -- found by referendum this past May, with a margin of 64% -- states the following: That the nation of Victoria finds that it has been deceived into an unjust war by bad actors who even now seek to undermine the foundations of our great Christian state. That we have been led into unwise conflict against an unhostile power on terms that made our losses inevitable. We claim that this war serves no purpose, that we have been forced into an unfair and unjust position, and that the war should end." He sets down the paper and looks up at you. "We call upon the Commonwealth to open their hearts to the possibility of peace."

Mesbah nods. "Thank you, Governor." She then looks to you. "President Johnson?"

You nod and lean forward, speaking from memory as you lock eyes with Swift. "The Commonwealth is willing to talk peace, but we do not acknowledge Victoria's claims of deception and unfairness. We acted in defense of an ally whom Victoria opted to attack without provocation, and we fought well in the resulting battles. We do not come to this table as a nation hoping to avoid a war it cannot afford; we come to this table as victors who have won their place beyond any contest. If these talks are to take place, I would demand that that be acknowledged."

You continue to stare into Swift's eyes. Go on, you think to yourself. Say it. Admit it. Admit it to my face. You lost. You. Lost. We beat you. Victoria went all-in, and Victoria lost. Tell me. Tell everybody. Tell the world.

Swift breaks eye contact first, looking away and blinking furiously under the pretext of checking his papers. "Victoria acknowledges that it has suffered a defeat," he growls. "It acknowledges that the Commonwealth presently has the better of things."

You smile, sitting back. "Excellent," you say. "Then we can talk."



What, drawn, and talk of peace? Yes, yes indeed, time for peace. The time has come to hammer out a peace deal.

For this one, we're going to be doing things differently. You are, ultimately, going to be rolling for the peace deal. One roll. The DC will be set based on what you are demanding or offering. Now, there are going to be incredible amounts of write-ins, so here's how we're going to do this. Please propose various treaty provisions, and tomorrow, I will put up a post listing what you can demand or concede, and how much it will change the DC. The circumstances of your victory will lower the DC; the ongoing Victorian Civil War will lower the DC.

For your provisions, bear in mind that each item should be something actionable and specific. "Grant the Commonwealth favorable access to the St. Lawrence Seaway," for instance, versus, "Abet the Commonwealth's efforts to reestablish international trade." "Grant war reparations," versus, "Shore up the Commonwealth's economy."

Building A Peace Treaty
Goodness, that's a lot of stuff.

Okay, so obviously I'm not going to just take all of that and put it to vote. So we need to do some threshing. I'll do it here, for edification and entertainment.

First step: take everything, meme or not, practical or not, divide it into demands and concessions, and get ready to find out in later steps that I've misfiled some already.

Demands

[Propose] Return all war brides kidnapped from their homes over the years.

[Propose] Demand the transfer of as many historical artefacts and technical/scientific documents as possible. Well, I guess they've probably burned most of these over the years, but stealing back cultural artefacts is a symbolic victory for us.
[Propose] Victoria is to internationally recognize the Commonwealth's sphere of influence over the Great Lakes and that they may only send in aid workers/military personnel to states under our protection (naturally, we have the right to extend protection to any successor states that will accept it) with our explicit approval. Little practical benefit, but maximum humiliation. Not sure if we want to push for them being restricted from sending out aid workers to meddle outright because that's unenforceable on our end.
[Propose] Get Victoria to disavow the Russians very loudly and in no uncertain terms, acknowledge their meddling in American affairs, and expel all Russian diplomatic and military personnel from their borders. Pisses off the Emperor hard and limits his ability to supply overt aid to them. Not sure how feasible this one is.

Your State Department, after a lot of work, has distilled the various proposals you face into a coherent set of items that you can insert into the peace treaty. All that remains is judging what the Victorians will accept, what you want, and the best intersection between the two.

Please form a plan from the following items. The categories are for ease of reference, and you are not required to select any number of things from them. In fact, you can skip some entirely, if you like. DC values in selected options are added together for a final value; once a treaty has been compiled, we'll roll a d100 for how well you bargain. If you beat the DC, your terms are accepted as offered. If you fail, we break to a second vote. The DC rises by five for the failed attempt, and you may choose between cutting demands or adding concessions in order to ensure that you come to a deal, or just threatening to walk away for a reroll against the higher DC. You may also cut/add things, but not enough to pass the deal, and then opt to reroll; this will be represented by another round of bargaining followed by you threatening to walk out when a deal continues not to emerge. In this case, the reroll will be at a total ten DC higher than your original plan, after DC changes from added or removed items.

Focus on demands that you can easily and cleanly turn to whatever use your need -- raw resources from Victorian extraction sites and plain, simple money above all else. +2 DoDev AP per turn until Victoria reneges on the peace treaty. -[ ] Penal Labor Clause: Victoria, strictly speaking, does not practice slavery. No, the resort workers and miners for whom they are so famous are prisoners repaying their debt to society. The workers of CORN are honest sharecroppers earning a living under their white landlords. So Victoria says, anyway. These people are slaves, and they form the backbone of the Victorian economy, as shambling and inefficient a thing as it is. You will demand serious justice system reform, immediate negotiations with CORN regarding their workers' status, an extensive process mediated by international observers, blah blah blah. You're going to demand that they give up their slaves. They won't, but this is the sort of thing that will gain immediate international attention, forcing them to at least pretend to make an effort. Momentarily send the Victorian economy into a tailspin as the government is forced to mark time in front of impatient international observers. Put, "reconfigure our economy so nobody can do this to us again," on Blackwell's plate along with everything else. +20 DC.

-[ ] Artifact Reclamation Clause: Victoria destroyed a lot in their rise to power, but their complicated claimed legacy as both destroyer of and true inheritor to the old Country serves you here; many relics of the old country survive. No hope of intact pre-Collapse technology or designs which the Vicks can access, but you can at least claim the symbols of the old Country. Gain symbolic items from the Old Country (the still-intact Liberty Bell, for instance, or even old Constitution, if you can wrap up the peace conference before some bright Vick Admiral gets the idea to repurpose her as an active warship). +5 Legitimacy, which you may transfer or sell off to other successors with far fewer headaches than the Declaration, if you so choose. +5 DC.
You have an unprecedented opportunity to force Victoria to eat crow, here. You would be foolish to waste it.

-[ ] War Guilt Clause: Victoria shall acknowledge that they are solely responsible for the war starting, and apologize for both that and any war crimes committed by their forces during the course of the campaign. Victoria will publicly assume fault for the war and any wrongdoing committed during it, and issue formal apologies. +5 DC.

-[ ] Historical Atrocities Clause: Victoria has borne its actions during the Collapse as a mark of pride, but some things, you know, they hid. They concealed their involvement in order to avoid an international backlash. While too many things have changed, too much time has passed, and too much has been buried completely to really destroy Victoria with this, you still want to force them to admit what they did and bear the guilt for it. Moreover, you want to hear it from their own lips that even the things they brag about were atrocities. Of course, they'll push back on this; their control of that narrative is important to them. Victoria will admit fault for their atrocities throughout their history, and characterize them as atrocities. +15 DC.

-[ ] Geneva Conventions Clause: Victoria makes it a point of pride that they do not follow the Geneva Conventions, calling them a foolish product of short-sighted modernity. So how furious would they be, if you made a condition of the peace that they have to start? You would need to enforce it with international observers, of course, and it would last exactly as long as Victoria allowed it to, but it would be humiliating for them, after all their talk, and it would be the exact opposite of what they need, in the middle of a brutal civil war. Victoria bound to Geneva Conventions compliance, enforced by international observers, until they renege on the treaty. +20 DC.

-[ ] Militia Clause: Victoria will formally acknowledge that their militias, when mustered, are formally incorporated as part of their armed forces, and that Victoria itself bears responsibility for these militias' behavior and conduct on the battlefield. This will either force Victoria to undergo massive efforts to reform their militia system to Geneva compliance, or else accept a catastrophic burden of responsibility in the event of any muster of the militia. On their part, Victoria is actually thrilled to comply with this, as anybody seeking to hold the militia culpable for its crimes will therefore be directly threatening the entire male Victorian population, and feeding into Victoria's eternal victim narrative. Victoria will be held responsible for the actions of its militias, whose official status is, presently, somewhat vague. -5 DC.
Victoria has done some horrible things, and you have prisoners. As a condition of the peace, you'd like to address these issues at once. In order to maintain compliance with the Geneva Conventions, you must select one version of the Prisoners of War Clause. If you do not, you will be out of compliance with the Conventions. While you are not, formally, a signatory to the Conventions, your stance thus far as set and enforced by General Burns's command has been that you hold to them regardless, and failing to do so here will undercut your military policy platform.

-[ ] War Brides Clause, General: Victoria has, for decades, allowed its soldiers to kidnap women they take a liking to while on deployment. Thousands upon thousands of women abducted, held, and raped. You cannot get them all. Victoria will deny that they hold these women, claim that they are willing immigrants, and even attempt to hide their existence. No matter. These women should, by rights, be free, and you will demand the right to enter Victorian territory and get them home. With Victoria assuredly blocking you at every turn, you will certainly get, at most, a bare handful home before Victoria inevitably reneges. But you can begin, and set the precedent that Victoria does not get to just take people. Slowly start repatriating war brides who hit the intersection of willing to speak up, willing to trust you, and reachable before Victoria reneges on the peace treaty. -[ ] War Brides Clause, Exchange: Victoria will officially deny that their war brides are war brides, but they have expressed an interest in getting their surviving soldiers back. If you can negotiate an exchange rate of POWs for abducted women, you will certainly be able to get more. It feels wrong to bargain for these women like chattel, much less allowing Victoria to profit from their crimes against them, and it will mean that you are knowingly leaving most of them in Victorian hands -- you just don't have enough prisoners. But this is, pragmatically speaking, the way to get the most women free, and with Victoria cooperation. As part of any eventual POW deal, negotiate the return of your prisoners in exchange for war brides to be freed. Mutually exclusive with, "War Brides Clause, General." -[ ] Free Migration Clause: Victoria is a country in the grips of a civil war, and FCNY is not well set up to accept that flood of refugees. With few places in the Country able to take the exodus, you stand to gain a significant amount, as a stable and large country that has recently proven its ability to contain Victorian violence. You simply have to convince Victoria to let go of one of the core tenets of its population control strategy, and agree to allow people to flee the violence. No pressure. Victoria releases its population to seek refugee status abroad, promising a massive surge of refugees to Commonwealth territory. +30 DC.
Victoria's soft power across the country is potent and widespread, as were their military operations. You cannot stop them from reestablishing these operations, but you can force them to stall them while they are not yet at liberty to renege of their treaty, thus giving you space to spread into the power vacuum and give fellow Revivalists across the country time to establish themselves.

By forcing Victoria to admit the true nature of these aid workers and requiring that local power structures are permitted to expel aid workers without consequences, you could score a massive diplomatic success while greatly weakening Victoria's grip on the continent. -[ ] Annulment Clause: Victoria's dominance is maintained through hard power and soft power, among them a web of treaties and security arrangements limiting the military power of various regions and governments across the Country. This is going to be one of the hardest conditions you could ask for, because it means that once Victoria starts trying to reestablish itself, it will be doing so completely from scratch. That said...completely from scratch. Victoria will annul any and all treaties regarding security arrangements or military composition with any and all polities on the continent of North America. +25 DC.

-[ ] Hostile Neutrality Clause: Victoria's whole purpose in these negotiations is to ensure that they don't have to fight two enemies at once while they're hurting this badly. It would surely ease their mind if you went a step farther and condemned the Crusaders. Commit to refusing to supply the Crusaders with military aid, although you may still send humanitarian aid to populations under their control. Specifically condemn them for their actions. -15 DC.
Any trade agreements you press out of Victoria will be null and void the moment they feel that they can get away with it, but the potential to wreak havoc is high.

-[ ] Seaway Clause, Commonwealth: The Three-Year Plan could likely be completed in two years, total, if you had access to the international market and were willing to pay for it. You could be well into a proper crash industrialization by the time the next war rolls around. Of course, Victoria will be well aware of that. Under any other circumstances, you'd say they couldn't afford to allow you this...but they can afford you deciding to funnel aid to the Crusaders, or even openly assisting them and cutting away some of the government's numerical advantages, even less. Gain access to international markets, on good terms, via the Saint Lawrence Seaway until Victoria reneges. +30 DC.

-[ ] Seaway Clause, General: It would be truly audacious, but their control of the Seaway -- and persistent efforts in rendering the Mississippi politically unnavigable -- allows Victoria to exert unbelievably outsized influence deep into the continental interior without ever putting boots on the ground. They almost certainly will not agree without an incredibly lenient treaty otherwise, but allowing the Midwest to at last drink from the unfiltered tap of international trade, even only for a couple of years...it would be medium-term, but when Victoria decides to cut it off again, it would inspire nothing less than utter hatred. Force open the Saint Lawrence Seaway to all who wish it on good terms, restoring international trade to the American interior, allowing native economies to stabilize as they haven't in years, gaining a truly titanic PR boost, and setting Victoria up for the fall of a lifetime when they eventually renege. +50 DC.

-[ ] Free Trade Clause: Victoria prides itself on a starkly interventionist trade policy, with tariffs freely deployed as a tool of commerce with everybody but their Russian masters and those Russia presently favors. Forcing a free trade agreement would take a hammer to that, causing intense havoc all on its own, even before you factor in the potential for the Commonwealth to establish some measure of influence in the Victorian economy. Establish free trade between the Commonwealth and Victoria. +20 DC.

The thrust of this proposal is holding firm on general access to the Saint Lawrence Seaway while granting the rest of the Victorians' points, and making clear to the Victorians that it is this or no deal. If you choose to push this deal, you will need to roll again and beat a DC of 50. If that fails, negotiations founder and the war continues.

Privately, you have consulted with Secretary of Defense Bragg regarding your options if negotiations fall through. While he reiterates that he feels a peace treaty at this time is desirable, he does feel that, given the quiet period which has allowed you to rearm a bit, you have military options in the event of needing to press the Victorians to harsher terms. The first is to commence material support of the Crusaders. This is distasteful, but would be a low-risk means of driving home to Blackwell the point that he can't really afford to push too hard on his points. The second is to openly join in support of the Crusaders. Operating from Crusader-held territory would ameliorate many of the logistical issues facing a campaign in Victoria, and the Crusaders are desperate enough that you could almost certainly condition your aid on them prosecuting the war in a more ethical manner than they typically do, at least when you're around to supervise. This would, by far, be the most effective means of pressing Blackwell to the negotiating table on better terms, as it is essentially his nightmare scenario come to life. Still, fighting alongside Victoria's indoctrinated elite is most distasteful of all.

Third, and boldest, would be a strike on the Welland Canal. While the Canal is held by loyalists at the moment, it is threatened by the Crusaders, who themselves are dealing with constant assaults on Buffalo. With both sides distracted, the small geographical area the Canal comprises, and the Canal's low value to either side until their civil war is concluded, it would be more than possible to launch a strike on the Canal and seize it while neither side can effectively respond. Calling for peace talks again after having occupied a strategic chokepoint within Victorian territory, while they are unable to effectively respond, would greatly strengthen your negotiating position, especially since the Victorians presumably still don't realize that you can't sustain an offensive. That said, it'd be the riskiest option; your ammunition stockpiles have recovered enough to launch this attack and resist a counterattack, but you can't keep up much more than a month of operations; if the Victorians refuse to bargain, you'd have to pull back, revealing your vulnerability and likely sinking the possibility of peace talks entirely.

With these options available, Bragg has tentatively agreed that letting negotiations fall through in order to campaign for better terms is viable, and he is willing to support this course of action to his party if it comes to that. Secretary of State Harris, despite her lack of enthusiasm for a peace treaty in general, is enthusiastic about the chance to actively hurt Blackwell's efforts in the civil war, and has agreed to support that course of action to the PCPP.

If you choose to refuse compromise on the peace treaty, you will immediately reroll at a DC of 95. In the very likely event that this fails, negotiations will break off and the war will continue, and you will have options next turn to pursue one of the above options to draw the Victorians back to the negotiating table on better terms

Victorian Civil War, Round One [Crusaders vs. Loyalists]: 3 vs. 1.

The Foreign Intelligence Office has received an urgent report from Buffalo. The 1st, "Abraham," CMC Division has departed the city. After drafting approximately 20,000 men from the city -- an outflow which has absolutely gutted the city's male population pool, taken in tandem with other losses sustained this year -- the 1st departed the city and punched through the still-organizing loyalist lines, inflicting heavy casualties for comparatively few of their own. Despite heavy losses to desertion among the conscripts, the CMC managed to escape Buffalo largely intact and with a large body of new, reluctant, recruits. In a bit of thoroughly mixed news, several of their new conscripts are our informants. This has simultaneously weakened our network in Buffalo while giving us more insight into the CMC's operations than we could have dreamed of. We're already started to get some bits of news back, although it's fragmented and unclear.

We have learned one thing, though. One of our informants managed to send a letter back home that, since escaping Buffalo, the 1st and their conscripts have linked up with the 3rd, "David," Division, somewhere inland. He says they've been issued weapons and are being put through training. He claims that he's been assigned to the reconstituted 2nd, "Moses," Division, and that his trainers say he has a long and proud legacy, up to which he had best live if he wants to survive this.

We don't know the details, but one thing is clear: Loyalist forces have been completely outmaneuvered by the Crusaders. The 1st and 3rd CMC Divisions have linked up and acquired recruits and materiel, and are hard at work putting the two together. Any hope Blackwell might have had for a swift victory is gone.

Heya, folks! We're not back yet. I have a good line on another job, but I've had absolutely garbage luck with other applications (I was all but in, and then upper management decided to reconfigure the position to one that required years upon years of experience!). That said, I remembered that this was something that needed to happen; back when we were going through treaty negotiations, I was burned out enough to forget. So we're doing it now!

EDIT: You can sit on this and use it later. However, the reason you can gain a whopping -40 DC reduction by using it now is because this is pretty much instantly on the heels of this disaster -- not only have they been sucker-punched twice now, you informing them that you know tells them that their best efforts at covering it all up came to exactly nothing. It's very shocking.

You can use this again in later rounds of negotiations, but you don't actually know if it'll hold its effect over time. Things genuinely are quite heavily stacked against the Crusaders, and if the balance shifts against them even slightly, things start looking way better for the Loyalists and the DC reduction gets smaller -- and by an unknowable and variable amount, at that. Now, there is the slim chance that the Crusaders will keep the victory train rolling, and if they do the DC stays the same or gets higher.

Basically, if you play hardball now, it's playing on the triple shocks they've experienced, and threatening to deal them a fourth if they don't cave -- your SecDef's opinions on that are available here. Options one and two are, now, infeasible, since you no longer have any idea where the Crusaders are. In light of the new information, though, he claims to find the Welland Canal strike more feasible now given the Loyalists' incredibly weak command and control structures as well as their need to focus somewhere inland, although he claims that it's still impossible to sustain if the Loyalists bring their full focus against you. He's pretty sure that pulling it off would all-but-guarantee a peace favorable to you, and the month of negotiations you've undertaken thus far has given you supply stockpiles a bit of time to recover. In short, he thinks you have the best shot at it now.

If you hold it to yourself, you're keeping it back as a trump card for later negotiations, but one that will depreciate to an unknown degree, and torch negotiations entirely if it fails.

Ambassador Foulkes of the Commonwealth of Free Cities slaps her hand on the table, shaking her head. "We're not bargaining, at this point," she says.

"Then you're walking," replies the Victorian negotiator, Edward Smith. "We've told you that your offer is unacceptable. What do you think this is? Do you think you're negotiating from the ruins of Augusta? We don't need to accept this peace. You won a battle. A battle miles from our borders-"

"In which we destroyed your entire army!" snaps Foulkes.

"Mister Smith, Miss Foulkes," sighs the FCNY moderator for the day, Derek Haines. "One at a time, please." He nods to Smith. "Mister Smith, please continue."

Smith nods back, jaw tight. "Victoria rejects these terms. The Commonwealth has let its success go to its head. Clearly, they lack the discipline to wage true war, but that is no less than Victoria expects from Cultural Marxists!"

Haines hums. "Miss Foulkes?"

Foulkes doesn't even glance at him, instead leaning over the table to scowl at Smith. "I think it's Victoria that doesn't understand its situation. You're in the middle of a civil war. The Commonwealth has the capacity to keep hitting Victoria. We agreed to these talks by overflying your territory in one of your old planes and dropping a canister. You don't need this fight. We're offering you one last chance to avoid it before we make you feel how little you need it."

Haines gestures to Smith, whom folds his arms. "Then do it!" he laughs. "Let's see how scary the Commonwealth really is. You want this peace? You'll hand it down over our dead bodies." He turns and begins to walk away.

"I wouldn't leave, if I were you!" calls Foulkes.

"And I wouldn't waste your time with offers in bad faith if I were you," he snaps. "Take your offer and shove it!" His hand closes around the doorknob on the door out of the room.

Foulkes straightens, scowling. "You walk out that door, and we'll do worse to you than the CMC did to your lines at Buffalo when they left with guns blazing!"

Smith's hand freezes. Sweat beads on his forehead for a moment. "...what did you say?" he asks, fury in his voice.

Foulkes leans on the table, staring at Smith's shoulder blades. "We know, Vick," she hisses. "You thought you could keep a disaster like that secret? If you walk out that door, the Commonwealth will hit you again. Can you handle three, so close together? This is your last chance."

Smith stays silent and still for a long moment. He swallows. Then his shoulders stiffen. "We'll take our chances," he replies.

You'll just have to respond.



Negotiations have fallen through, and you have one last chance to force the Victorians to the negotiating table.

As a reminder, as suggested by your Secretary of Defense and agreed to by the leaders of your military branches, the plan is a strike on the Welland Canal. With the current, disorganized state of the Victorian army, and the CMC's sudden absence from the area, the Canal has never been more vulnerable. It is a visible, high-value target with lots of civilian infrastructure in the area -- one which neither side of the civil war can really militarily afford to defend. Taking it would demonstrate the CFC's strength and daring, and immeasurably strengthen your bargaining position, forcing them back to the bargaining table under the impression that you can and will keep hitting them until they collapse, if need be.

The difficulties: while your ammunition stockpiles have, months after the end of the Erie campaign, recovered significantly, your artillery munitions are still incredibly limited. You have about two months' worth of ammunition for combat operations before the guns run dry and your troops have no heavy fire support. You cannot feasibly hold the Canal past the two-month mark, especially not with the masses of militia that Victoria can -- eventually -- mobilize to respond. Furthermore, while maintaining your supply chain, you lack the sealift to put any more than one division ashore in the first wave of the assault. Whatever unit you choose for this must be able to carry the beach and establish its position without support for a full day while your transports return to pick up more troops.

The positives: this is the best possible time for this strike. The Crusaders have moved far enough inland and to ground that the Loyalists have redeployed the vast majority of their forces inland. The eastern shore of Lake Erie is incredibly poorly secured, and with your assets, you absolutely can force the landing and seize the Canal. You will need to hold it against a determined counterattack in order for this gambit to hold weight, but you can definitely take the position and get settled in. Furthermore, with Buffalo now stripped of resources, all of its able-bodied male population, and any semblance of protection, the option exists -- if you feel ambitious -- to move on and seize the city itself as an additional demonstration of strength. This would be much less sustainable, but if you held the city and the Canal against the first counterattack, it would strengthen your position immeasurably. Finally, with the Victorians' unwilling contribution of F-16Vs and the hardware you looted from the grounded laker, you should actually be able to contest the air for this operation as an equal.

In short, the entire plan revolves around whether or not you can hold against the first counterattack, and do so in good enough form to convince the Victorians that you are capable of further pressing the offensive.

In terms of available units, you actually have more options than most of you've been considering. Of your three divisions used in the Erie Campaign, only one -- the Big Red One -- can be readily deployed for this without eating up a military AP. If you wish to deploy the Springfield or Liberators divisions, you will use the military AP for the coming turn. Your marine company will be involved, but below the level of abstraction, acting in support of the invasion (there just aren't enough of them to really carry the landing themselves). However, most people have left the newly-recruited Toledan divisions out of their analysis. All three Toledan divisions are available and on active status, and will not use a military AP to mobilize as they are still on the yet-to-be-integrated Toledan support structure. They are quality 2/5. They use typical American standards of motorization (technicals) and have a Victorian quantity of infantry mortars for fire support. They lack the heavy artillery that has been the Commonwealth's big advantage against the Victorians, but they're available and ready to go, and the Victorians are worse-off than ever. Good for filling spots in the line, in your estimation, although they may struggle against the hordes of conscripts you anticipate, unless backed up.

Operation Foil
Scouting [Commonwealth vs. Loyalists]: 4 vs. 1. Success.

It starts with reconnaissance flights. Ron Burns has never had the luxury of air support -- well, not never. Decades ago, he used to work with planes. But for decades, he's been on his own, unsupported, under a hostile sky. Although he dimly remembers the lessons of air power from the old days, he was never Air Force, and it has been too long. He hardly knows what to do with a good set of planes.

Happily, General Franks is more than willing to step in.

It continues with scouting sorties from the Navy. Burns has a slightly better grasp on the use of a navy. He was, briefly, in charge of one, and needed to pay rather more attention to them than to the air patrol. Admiral Romano deigned to explain to Burns -- ground-pounder or not -- the value that the navy brought to the City, and the Commonwealth. And, to be honest, Burns doesn't need to be told what the advantage of having boats scooting along the shoreline you're soon to assault is.

It's not easy, precisely. Oh, the militia left to defend the Canal don't really have any idea what the scouting attempts mean. They frequently mistake your planes for theirs. Not Burns's fault -- the planes are clearly marked -- but he supposes one can't expect too much out of what are, functionally, civilians. They see a familiar silhouette, they identify friendly.

Some of them wave.

That said, the weather seems set against the Commonwealth. Not to the murderous degree it was set against the Victorians at Detroit, but pretty badly nevertheless. Storms, fog, high winds, and fog banks spoil several attempts at surveying the Loyalists' positions in and around the canal, and several trips have to be waved off entirely for fear of the conditions. Burns would delay, but...the weather keeps getting worse for a reason. Winter is coming, and once more he needs to rush in order to get the troops to the area of operations, before the ice sets in and his plans have to grind to a halt.

He gets enough, the Loyalists' lack of training compensating for the abysmal luck the scouts have had. The final word from intelligence is, once all the reports were compiled: no more than fifteen thousand militia within eight hours' travel of the Canal, not if reinforcements intend to fight at the end of their trip. Of those fifteen thousand, they're mostly spread out between the isthmus the Canal bridges, and the city of Buffalo. No force concentration; no bulk.

The orders go out. Ships gather in Detroit, and supplies come aboard. A smaller group of smaller, faster vessels, however, take on a more human cargo. Soldiers stream aboard the ships in orderly groups. Thousands upon thousands of men and women sit down and prepare for a tense journey across the Lake.

For the first time since Normandy, the Big Red One prepares itself to storm a defended beach.

A great convoy of trucks sets out from Detroit at the same time, punching through the fragmented countryside along the northern shore of Lake Erie. Logistics vehicles assigned to the 2nd and 3rd Divisions and the 1st Toledan Division of the Commonwealth of Free Cities strain under the load of supplies and soldiers crammed into them. It's a partially mobilized force on the move, and while it can get everybody in trucks at need, it means that nobody here had better need to fight with less than an hour's notice.

Fortunately, they don't need to. Villages and towns along the route provide not a moment of resistance -- in fact, they cheer. So close to Victoria's borders, these are the people who have felt the cruelest lash. Victoria has no need to cultivate and placate allies so near to their own territory.

For now, these troops are seen as liberators. The fact that they carry their own supplies helps.

In Detroit, F-16s fuel up and prepare for takeoff. Tense pilots -- remembering their last sortie in combat -- remind themselves, over and over again, that this time, it will be different. The Victorians are bloodied. The numbers are more even. The time is right. They're being deployed not as a sacrifice for the sake of the Navy, but as a combat force in their own right.

It's hard to bear it in mind.

Off the shores around the Welland Canal, in the wee hours of the night, the Commonwealth's gunboats prepare their cannons. With the invasion fleet now just six hours away, it's time to begin their work. Once more, first contact with the Victorians is theirs. Once more, they are the Commonwealth's vanguard into the fight. Muzzles flash; artillery rounds fly through the night. It is not the first bombardment of Victoria shores they have conducted in the past month, but it is the first time the entire fleet has concentrated on a single target -- even if it can only be for the night.

As the sun rises, shell-shocked militiamen peer over the edge of sandbag walls to see a massive fleet of transports, unleashing a swarm of smaller craft loaded to the gunwales with soldiers. They send runners back to their headquarters to tell them that, yes, what the radar operators have been claiming is indeed true.

It is d-day, h-hour, of Operation Foil. At 0725, the first boat hits the beaches. Soldiers of the Devil Brigade leap out, sprinting to cover as an endless rain of artillery shells slams into militia positions at the end of the beach.

For the first time, Commonwealth soldiers set foot on Victorian soil.

Amphibious Invasion [Commonwealth vs. Loyalists]: 13 vs. 3. Success.

Amphibious invasions are, generally, considered to be difficult endeavors. You have to get close to a defended beach across open water with no means of taking cover and very limited ability to maneuver. You have to then sprint up a beach -- beaches not being precisely renowned for their abundance of shelter from bullets or shrapnel. You have to assault any fortifications at the end of this natural no-man's-land. All of this on a clock, as the enemy sends waves of reinforcements your way with a vast relative logistical advantage.

And, to boot, you don't have proper landing craft. You might have laughed about the Victorians using rowboats and the like, but it's not as funny now.

But -- and this is the big thing, here -- none of that matters. Because you are literally facing Joe Farmer and his three buddies, repeated about a hundred times or so down the length of the beach. Now, these are most likely brave folks. They are certainly motivated to defend their homes -- probably, in a sense which may or may not line up with the sense in which their government thinks of the issue.

But they are not soldiers.

And when eleven warships slam 105 mm artillery shells into their beach all night long-

-and when a fleet of dozens of cargo ships shows up with the decks packed with 105 mm and 155 mm howitzers-

-and when hundreds of boats swarm towards their beach-

-and when, over the course of a few hours, thousands of professional, veteran soldiers leap from those boats and open fire-

-well, it wouldn't be very fair to expect that much of people who haven't been trained for it.

Derek Smith's fingers shake. They shake, as he loads a shell into the breach of his grandfather's shotgun. They shake as he lifts it. They shake as he tries to aim it down on the beach as the advancing soldiers. They shake as he miss. They shake as a flurry of cracks tear the air around him and he collapses back down to the earth, a sob wracking his frame. They've been shaking all night, ever since the guns opened up.

Derek's more exhausted than he's ever been in his life. He has been tensed in anticipation of the next blast claiming him like it did Samuel, and that just wasn't sustainable. Now he's sore, and shaking, and nothing is working right. He's soiled himself more than once. He wishes he could just stop. Why can't he just stop?

"GET! UP!"

Oh. Right. That's why.

A hand seizes Derek by the shoulder and hauls him out of the dirt. The Inquisitor attached to their platoon scowls down at him. "GET UP AND FIGHT FOR YOUR HOMELAND, SOLDIER! ARE YOU A MAN OR NOT?"

Derek's lip quivers as he tries to speak, nothing coming out but sobs.

The Inquisitor shakes him again. "ANSWER ME! ARE YOU GOING TO PROVE YOURSELF A MAN, OR DIE A WEAK, WEEPING BOY?!"

Derek gasps, "I'm...I'm a man, sir. I'm a man..."

"GOOD!" The Inquisitor shoves Derek back against the sandbags and stands, sneering down at him. His voice lowers. "Now get that gun facing the right way, soldier, or the Communists will be the least-"

Derek shrieks in terror as the Inquisitor's head explodes to the sound of a high-velocity round snapping past. Gore rains down. The body falls across Derek's legs. He stares for a numb moment before snapping back into reality and kicking them free. He pulls his knees up to his chest and quakes.

The sound of gunshots from further down the beach is a lot closer, now.

Derek stares down at the Inquisitor's corpse -- the bold, brash, invincible, inviolate Inquisitor, a man protected from any harm in a way only a Victorian could understand -- and something snaps. His hands go steady, and he snaps open the shotgun again. "I'm a man," he mumbles, fumbling for a round. He has trouble with it. "I'm a man." The world is just the breach of the gun, and a shell continually missing it. Derek frowns. "I'm a man." This time, he gets the shell in right, and snaps the gun closed. It fights him, but he gets it done. He turns, rises to his feet, lifts the shotgun to aim down at a soldier -- oh, just fifty feet away, now. Forty, thirty- "I'm a ma-"

Derek blinks up at the sky. It's red.

Wait. That's not right.

Slowly, head lolling about on his shoulders, he looks down.

The shattered ruin of his grandfather's shotgun, blown apart at the breach, stares back at him, tangled up in the mangled mess that is his hand. Derek's head thumps back against the ground. "Oh," he mumbles, the strange thickness all across the right side of his face and down his neck abruptly making sense.

It is at this point that the pain hits, and Derek begins to scream.

Time...passes. He honestly couldn't tell you how much, but it passes, probably, at some pace, on the general principle that it tends to do that sort of thing. Feels like hours, but who can honestly tell?

"Got a live one!"

Derek blinks, and then shrieks a little at the renewed flare of agony. He then howls again, as somebody yanks the shotgun away from his ruined arm.

"Fuck, he's messed up. Ate a misfire, looks like."

"Yeah, tends to happen. You shooting him?"

Derek whimpers as the men of the Commonwealth debate his fate. The ringing in his ears makes it hard to hear -- everything is distorted and high, and it fades in and out, but he listens, desperately.

"Of course not!" replies the first. "He doesn't have a weapon, he's down and out. Geneva, yeah?"

"Yeah, Geneva," sighs the second. "Fine, wrap up, make sure he's not gonna get back up. Hand him off to the medics. Twenty seconds, let's go." The voice starts receding as it speaks.

Derek feels a tap on his shoulder. "Hey, there. You're not gonna get up, are you?"

A face swims into view through the less-red half of Derek's vision. A woman's face -- filthy, grimacing, wearing a helmet for some reason, but the most beautiful thing he's ever seen, at this point. "Nu- nurse?" he rasps, lifting his good arm towards her. "Help me...the Devils, don't let them take me..."

The woman rolls her eyes and shoves him back into the dirt. "And there it is." The barrel of a gun fills his vision; a moment later, he realizes that she's holding it. "Don't go anywhere, big strong Victorian man," she says. Then she waves. "Medic!" A man runs into view and starts looking Derek over, and the woman is gone.

Derek whimpers as the medic pokes and prods at him with a minimum of fuss and an utter absence of gentleness. "But the men," he lisps through shredded lips. "Where are the men?"

The medic hardly spares him a glance. "Victorians," he sneers, shaking his head. "Shut up and just let the world come apart without you, big guy," he says.

And Derek does just that. It doesn't make any sense, he thinks to himself, and alone on that beach, his face shredded, and surrounded by Communists, he finally just breaks down and weeps.

I don't understand.

The beach falls in an hour.

The militia had steadfastly refused, for the most part, to take up positions on the beach, once it became clear that the bombardment wasn't stopping. Those that remained were mostly there either because they refused to leave their shelters -- dubious protection as those were -- or because their Inquisitors forced them there. It takes considerably personal intimidation for secret policemen not trained as military officers to force soldiers someplace they don't want to go, though, meaning that there was a pretty high Inquisitor-to-soldier ratio on that beach.

All of which means that once you're off the beach, approximately 80% of the militia's Inquisitorial officer contingent dead behind you, things proceed rather rapidly. The Big Red One rapidly overruns militia forces in Port Colborne and secures the city before pushing out a bit into the countryside and settling in for the night, preparing for a counterattack while they wait for the second wave.

But the counterattack never comes. When the Toledan 2nd, "Sword," division arrives the following morning, the Big Red One moves out and blitzes down the Welland Canal, driving off the last of the militia forces there and disrupting an laughably amateurish attempt at rigging one of the locks to blow. It makes your generals nervous; their lines are fairly thinly spread, and vulnerable to counterattack, but as the sabotage attempt proves, they need the Canal secured. They set up and prepare to hold, hoping against hope that the counterattack doesn't come this night, either.

And...it doesn't. The morning following, the 3rd, "Archer," Toledo division comes in on transports and solidifies your lines around the Canal, and on that evening, your forces coming overland along the northern shore of Lake Erie arrive on the outskirts of Hamilton.

"I don't think you quite understand your situation, Mayor Kramer," you say, holding the satellite phone to your ear. "We're not asking for passage."

"The Victorians will kill us if we let you pass," pants Kramer, exhausted for all the screaming he did when you first got him on the line. "There was already that nastiness with the Buffalo militia, and now this? We can't just let you pass. They'll burn Hamilton to the ground, and they're closer than you are!"

"They are not closer," you reply, crossing your legs and reveling in the feeling of being powerful, for a change. "We are. Victoria is embroiled in civil war and on the other side of the Canal, Mayor. My troops are right on your doorstep. Now I would suggest you take a long moment and consider whether Victoria's anger tomorrow is worth my artillery barrage today."

Kramer is silent for a long moment. You arm starts to get a little tired from the unfamiliar weight of a phone.

You eventually tire of waiting. "You have two hours to make your decision. You can have my people call me when you've-"

"Fine."

You halt, raising your eyebrows. "I'm sorry, could you repeat that? You said it was..."

"Fine," growls Kramer. "We will let you pass. But you had better make sure that Victoria doesn't take this out of our hides."

You smile. "Mayor Kramer, I assure you; by the time we're done with them, Victoria will have many other concerns than Hamilton."

With unmolested passage secured, your overland divisions take the night to rest, recuperate, and reorganize, spreading out along the western end of the isthmus. And then, they march east, flushing militia before them as the Big Red One pushes west from the Canal. Caught between, abandoned, and low on supplies, the militia caught between them largely surrenders.

And then, firmly in control of their rear areas, your forces push up to the Niagara River. The operation is an overwhelming success; your nation's first amphibious landing, carried out with minimal casualties and exactly to the timetable.

...and the Victorians have still not made an organized response.

The shattered remnants of the forces you pushed away from the Canal, in fact, have withdrawn entirely over the Niagara without contesting any ground. Reinforcements for them are slowly trickling in, but it's not the overwhelming force you expected. This is not how things were supposed to be going, here.

You don't know what's going on, and that troubles you.



You have seized the entire isthmus between Lake Erie and Lake Ontario, up to the Niagara River, and secured naval and overland routes of supply. The Victorians are not counterattacking as you expected them to. They're not even flooding reinforcements to the Canal, like you have entirely assumed. Reconnaissance places fewer than ten thousand armed men on the other side of the Niagara, and essentially nothing for a solid fifty miles beyond that. What do you do?

[ ] Remain in place as planned. The Victorians will respond, and you will beat them back at the Niagara.
[ ] Something isn't right here. Push across the river and into Buffalo before reestablishing defensive lines. Maybe that will bait out the response for which you've been looking -- and you won't exactly complain about the opportunity to deny Victoria the rail infrastructure within the city.
[ ] Victoria's calling your bluff, that has to be it. Slam across the river, through the city of Buffalo, and as far into New York as you can. See if you can shock a response out of them, and then bleed them on your way back.

Seizing the Niagara [Commonwealth vs. Loyalists]: 16 vs. 0. Success.

Calling your seizure of the Niagara River an assault would be perhaps the most generous phrasing anybody has used over the past year.

Under ten thousand militiamen, huddled miserably around the eastern end of the four bridges crossing the Niagara from your side. They have mismatched weapons, a handful of artillery pieces which you've already counter-batteried into scrap, and a few mortar tubes that their commanders could spare and the militia hardly know how to use. They are terrified, most of their commanders are dead, and they have received no training whatsoever. On the plus side, they have sandbag emplacements, in which they huddle.

On the other bank, over sixty thousand combat troops, plus tens of thousands more of support personnel. Twenty light or medium artillery pieces. Scores of mortars. Hundreds of up-armored technicals. Offshore, three warships of the Commonwealth Navy bring extra guns to the equation, the others having left. Ten F-16s fly overhead with bombs, while over thirty R-3 vultures cruise by at lower altitudes.

And, departing from the northern end of the Welland Canal under cover of darkness in smaller cargo ships loaded to the gunwales with landing boats, a brigade of soldiers from the Liberators division.

"One minute to the beach," whispers Sergeant Reyes.

"How are your arms doing, Roycewicz?" says Yates, the flash of white from her taunting grin visible in the moonlight.

James grunts quietly, continuing to work the oars. "Hey, Yates? Do me a favor, and shut your god damned mouth."

"Can it," hisses Xavier. "I don't wanna get shot because you morons need to jabber!"

They settle down, and James takes the opportunity to glance around, trying to pick out the other boats headed for the beach. It's both relieving and nerve-wracking that he can't see any of them. Hundreds of people, heading for a beach in pitch blackness, no cover to be found, and somewhere around ten thousand Victorians on the beach.

James is glad that the other boats are nearly invisible, but a part of him longs for the simple comfort of being able to glance back and forth and see friendlies.

Reyes peers out into the darkness and curses quietly. "Nope, I was wrong. We're at the beach now. Roycewicz, stop paddling."

James flinches, jerking the paddles out of the water, and winces at the splash that makes. Then he hears a hollow thud as the boat hits the shore.

Splashing sounds off to his left, and he nearly has a heart attack before he glances over and finally, finally sees another one of the boats, dark figures hopping out onto the sand.

"Move!" whispers Reyes.

The squad does as she says, getting out of the boat and hauling it up out of the water. James points his gun down the beach, eyes straining to make out anything that could be hostile.

"All right, get up the beach!" snaps Reyes. They all rise to their feet and just sprint, their appetite for hanging around on a dark, empty stretch of sand just about nonexistent. James follows along, and nearly slams full-tilt into a rock as it suddenly looms into his vision. As sand swiftly gives way to stones, the squad -- and their fellows, all around -- slow, carefully picking their way through. Eventually, they hit a sea wall and pause, coming together. Reyes and the sergeant from the next squad down the line hold a whispered conference for a moment-

-before, in the distance, a burst of automatic fire rings out.

Everybody freezes in the frozen moment after the shots, and then there's a five-second stretch where it sounds like a whole platoon is unloading at once. Then, silence again.

And then, there's the sound of a klaxon going off.

Said spits something in a language James doesn't speak, and Reyes sighs. "Well, somebody's made. Get going!" She raises her voice above a whisper, shouting out. "C'mon, we've gotta move! They're gonna be scrambling, let's go!"

Off to their right, Roycewicz hears the Lieutenant's voice, crying, "C'mon folks, over the wall! Get to the road! Move it!"

James stands, sets up his gun on the edge of the wall, and peers off at the lights in the windows of a house further ahead. "Covering!"

Reyes claps him on the shoulder. "All right, up and over! Go, go, go!"

From all around, the sound of hundreds of people's tension snapping loose all at once arises, and the 1st Brigade of the Liberators division charges forward into the side of the Loyalists' lines.

The Liberators' assault, haphazard as it is, catches the Loyalists entirely off guard. With the northern third of the Niagara completely unnavigable, they have comparatively few troops in that area, and the process of trying to shift more to contain the landing has exactly the hoped-for effect. Some militia shift away, hoping to be on the side of the line not presently under attack. Some follow orders and move north to launch a counter-attack on the expanding ring of territory held by Commonwealth forces. Some of them just panic and break entirely.

Whatever their reactions, it means that when your artillery opens up, it lands on light infantry in dense masses, out of cover on the roads.

And when the Big Red One sends their trucks tearing across the bridges, there is precious little left to stop them. The Inquisitors try to rally their troops to resist, punch back, and make you bleed as much as they physically can make you.

Good Faith Effort: 40.

They fail. The militia has Commonwealth troops rolling up their flank, seemingly walking straight out of the sea. Eerie whistles herald titanic blasts that rip through half a dozen men at once. The Devils themselves roar up on trucks covered in sheet metal -- hardly the heralds of the Old Country they are renowned as, but terrifying visions of the Country as it is. And planes. Not many, but bombs dropping out of the sky from barely-visible glints of metal on high is more terrifying than it should be.

En masse, the militia routs. And against the Big Red One, fully mechanized and more mildly inconvenienced by obstruction than substantively slowed, they swiftly find their escape cut off. Over the next three days, as you push into the city of Buffalo, you secure the surrender of 4,000 Victorian militiamen, and either kill the rest or put them to flight. And it would have been more...

...had it not been for Buffalo itself.

Rachel looks around her, at the civilians lining the streets.

Her unit was one of many sent into Buffalo in the wake of the Big Red One's madcap rush into the city across the Peace Bridge. Ostensibly, they're here to close the noose on fleeing militia forces, although nobody really expects much of a fight from it. No, far more of a concern is the people.

Rachel just can't conceive of being invaded by a foreign army and showing up equipped for a parade.

The citizens of Buffalo line the streets. Some hold flowers, some hold baskets full of ticker tape. You see one old man holding a ratty old American flag with an air of profound uncertainty. They look scared. One young girl dumps a basket of ticker tape out a window before her mother appears and yanks her back inside. An old woman holds out a rose to one of the officers, further up ahead in the column. Her hands shake. The rose looks like it's dancing in her grip.

Nobody speaks.

The crowd is exclusively women, children, and the elderly. One can see where the Crusaders and Loyalists took a knife and carved out every man of sound body for muster. Rachel doubts there's a wisp of facial hair in the city that doesn't have grey in it.

For ten minutes, Rachel marches alongside her fellows, following the trucks up ahead. They round a corner in response to orders she never hears.

The crowd up hear is livelier, although not by much. Old men with grim faces lead the crowd in casting their showers of ticker tape and flowers across the column of soldiers, although they still hardly make a sound. Rachel finds herself looking up at the flowers flying through the air, in silence split only by the rustle of flying bits of debris, and the rhythmic rumbling of an army on the move. She follows one rose as it flies.

Then she blinks, as a large, black blur takes the rose out of the air.

She shoulders her rifle without thinking, and her squad spreads out slightly as they do the same, instinct calling for suspicion at the sudden movement. Rachel tracks the blur until it lands next to one of the trucks. Her eyes narrow. Is that...a backpa-

BOOM

Rachel's world dissolves into a blur, ringing, and the distant sounds of screams, explosions, and gunfire. Somebody steps on her; she thrashes out, and they stop. Unable to focus her eyes, she manages to force herself to her hands and knees. She shakes her head; that seems to go well with the crippling dizziness, so she does it some more. She doesn't know how long she sits there, quaking with shock and disorientation, but eventually, things clear.

She can't see her squad; wherever they've gone, they're not immediately visible. She can see some bodies, which she blessedly doesn't recognize. She sees the burning ruin of a truck. She sees tracers whipping past. She sees those grim-faced old men, surrounded by fleeing civilians, having produced assault rifles from somewhere, spraying down the convoy while shouting, "Victoria!" Nothing makes sense. A second ago she was in a parade.

But she has been trained on what to do when somebody shoots at her. Before she can consider doing otherwise, she lifts her rifle, aims at one of the men, and holds down the trigger until it stops kicking.

Ron Burns's radio squawks, and he answers. "Burns. Go," he says.

"General, sir," pants a voice over the line, the reports of gunfire in the distance. "There's...there's been an incident."

Thousands of old men. Thousands. Everything from grey old fathers to men who would have been alive for the Collapse. Some have scars. Some are missing hands.

All of them bear one of a set of twelve tattoos that every soldier in the Commonwealth Army has taken to using as tally marks on divisional insignias.

Burns swallows his outrage and sickening sense of deja vu. "There weren't any men of serving age left," he says, voice raspy. "So he went and found ones that would blend in." He looks across a row of bodies. "They must have known this was a suicide mission."

Schultz sighs. "If there's one thing the Victorian Army could always bring out of its soldiers, sir..."

Burns takes a deep breath. "Yes." He takes a long, slow blink to recenter himself. "What are the civilian casualties looking like?"

Schultz shifts uncomfortably. "...the bastards attacked after getting the citizens out to throw a parade. I got the Division turned around as fast as possible-"

"General Schultz."

"-we had to break off pursuit of the militia to do it, but we came around in order to take charge of things, but the delay-"

"Ed."

Schultz cuts himself off, grimacing. He inhales. "Current estimate is over two thousand."

Burns closes his eyes. "Two thousand in a day. In an hour."

"Sir..."

Burns turns away. "Find them. Blackwell wants to play games? We'll play. Find them."

Major General Schultz nods. "Yessir!"

Burns stalks away, fists clenched at his sides.

The Big Red One was due for a rest. Burns had intended to give them time off.

Burns isn't here, now. Hellfire's giving the orders, at this point.

The Devil Brigade leads their less experienced comrades into the City of Buffalo and rips the Loyalists' dare-to-die troops out by their roots. The Army retirees fight every step of the way. Time has dulled their fervor and their experience doesn't quite substitute for infirmity, but they are still old monsters with an edge of viciousness that no amount of age could ever break. Ancient grandfathers spend their last, sucking breaths wiring IEDs to blow. Men who look like they'd be better at home sending their children to universities pop out to empty rifle magazines of ammunition before they can be shot to death. They blend into the riddled population of Buffalo and dare the Devils to come and pry them out.

The Devils oblige.

Veterans of a decades-long retreat around the middle of America, the Devils know asymmetric warfare. They know what an ambush point looks like. They know how to hear the sounds of something being out of place. They know how to fight around civilians. They lead their compatriots into Buffalo and slam into these desperate martyrs.

Civilians die, shattered by bomb blasts or riddled with bullets, caught in the fighting between Devils and Loyalists, even as Commonwealth forces strive to evacuate those they can. Buffalo nearly burns as the last memory of the Victorian Army tries to drag it with them into death.

But the Devils prevail. The people of Buffalo have gone from terrified to furious, and while the deaths on the day you entered the city do you no favors, the citizenry recognize who incited this, and the attackers find no allies within the city limits, even as well-suited as they are to blending in. Within two weeks, the city is secure, any man with a divisional tattoo is dead -- or a handful captured -- and the Big Red One can finally rest. It is not a cheerful victory.

But it is a victory.

Buffalo has fallen to your troops and the eastern bank of the Niagara is secure. Some three thousand militia escaped the fall of the city and fled. The Victorians' surprise has been revealed: mustered-out Army men, called back into service and left behind to blend in with Buffalo's gutted civilian population and make you bleed and choke on the city. They have been rooted out, with relatively low cost to your troops.

Gathering reliable data is difficult given the population's understandable reticence, but present estimates say that some 4,000 civilians died during the fall of Buffalo
.



The Victorians have revealed their strategy. You must expect more ploys like this, if you advance deeper into Victorian territory. There simply won't be enough veterans to stock every town -- but then, every town hasn't been denuded of men of fighting age, the way Buffalo has been. Victoria's goal is to make you bleed for every step of land. Reconnaissance flights now show militia units starting to muster in Rochester. It seems that Blackwell intends to bleed you before landing a stronger strike.

In addition to being frustrating and demoralizing for many of your troops, the capture of Buffalo, and particularly news reports of the massive civilian casualties during the terror strikes on the first day, have prompted outrage back home. The Commonwealth Farmer-Laborer Party, in particular, is leading condemnations of Sara Johnson's government for embroiling the Commonwealth in a situation that would naturally lead to such civilian casualties when the chance for a negotiated settlement on favorable terms existed. While not overwhelming yet, the left-wing opposition is starting to call for peace.

How do you respond to this? You are voting what to do with the last few weeks before winter sets in and your operational tempo grinds to a halt. You are voting on a strategic objective, and not your treatment of Buffalo, which has already been determined by your play style.


[ ] This isn't worth it. Call for peace with the Loyalists and accept that they will be able to use this as a victory for leverage in negotiations. Victoria will present a peace plan. It will be significantly better for them than what you offered. You get to choose to accept or reject it.
[ ] This was not a decisive blow, merely a painful setback. It wasn't even a defeat! You achieved your operational objectives and pushed out the forces responsible for this. Operations will continue. Continue the war, now racing internal dissent as well as Loyalist pressure.
-[ ] Blackwell has overplayed his hand; by calling a muster at Rochester, he's given you a concrete target. If you move out to the city with your motorized forces, you should be able cut it off and force a decisive battle with your superior forces.
-[ ] Blackwell is waiting to do enough damage to you that he can land a decisive blow. If you halt where you are and act like this hurt you more than it actually did, you may be able to bait him into attacking you right were you always wanted him to, giving you the chance to decisively shatter him that you've been waiting for.
-[ ] Blackwell wants to avoid your main strength and strike where you are weak? Two can play at that game. Advance a couple of divisions as tripwires against an assault from Rochester and disperse the rest into upstate New York. Tear up the industrial infrastructure Blackwell needs to fight these wars, and he will be forced to respond, allowing you to draw him out to battle on your own terms.

MANUAL MORATORIUM; APPROVAL VOTING.

Gah, this one fought me, but I hope you folks like it! Blackwell is starting to adopt better tactics; they're not working yet, but there for want of properly-trained troops go you.

As @Simon_Jester has been prophesying, this is one of my quests. Consider this an uncharacteristically gentle warning shot that your enemies are beginning to adapt to the realities of the situation.

-[X] If you can make it unaccceptable for Blackwell to keep waiting you out, he'll be forced to attack you, guaranteeing you a crushing, heavily symbolic victory. Put about on public broadcast announcements of a Plebiscite of Independence for Buffalo. They hate Blackwell more than they hate you, and he knows it. Blackwell absolutely cannot ignore the threat this leaves, and has to to launch an attack immediately - which will end in a dismal failure.

Bluff Called​

One could write a poem about the Battle For Buffalo. The announcement of the plebiscite. The sudden, searing panic in Loyalist Command. The sudden attack. You could make a movie about the soldiers on the ground, fighting in unseasonably warm weather to repel tides upon tides of Loyalist militia.

But that's all unnecessary, because frankly, the military operations were never the operative part of this. The long and short of it is: the Commonwealth puts about that they're going to give Buffalo a vote on their political status. Blackwell realizes that he cannot afford that, and musters up to attack, come hell or high water. The militia comes.

And they die.

Shattering upon six divisions of proper troops with artillery and air support, the militia die. Barely directed by an officer corps more used to directing house searches and political arrests than military actions, they die. By the thousands, they die. For a week of all the assaults the Inquisitors can force them into, they die.

And they break.

James peers out across the no-man's land, seeing a party of militiamen approaching at a slow pace. They carry a gigantic white banner, and they're moving slow and steady, in the open. He has his gun trained on them, but he doesn't fire, for now. He watches as the 1st Brigade's Colonel steps out to meet them, followed by a part of other soldiers. About 50 yards from the lines, the two parties meet and start talking. The Colonel gets agitated. A moment later, he sends two of his escort sprinting back towards the Commonwealth's lines. James watches in confusion as a ripple of whispers spreads towards him. Said hears first and whispers to Reyes.

"What's happening?" asks James. "What are they saying?"

Reyes leans back, eyes wide. "They..." She looks out at the Loyalists, shaking her head. "They're surrendering."

Five hours after the first surrenders, General Blackwell issues a formal request for a ceasefire, and hours after that, Augusta requests that peace talks resume. Victoria has pitched everything they can at you in an effort to push you out and force Buffalo to refuse the plebiscite. Loyalist officers have been ranting over the air waves for weeks about how anybody who fills a ballot is going to die, and how Victoria will not stand for its own people to undermine its legitimacy like this. They have thrown all that can be spared into an attempt to drive you into the Lake and scour Buffalo of any flicker of disloyalty.

Plebiscite [Remain or Leave]: 4+25=29.

And the worst part of it is, they needn't have bothered.

The vote occurs in the midst of the fighting, when the sounds of battle were audible constantly, and isn't tallied until after the fighting is done, and so there are many reasons why the people of Buffalo vote, pretty solidly, to remain a part of Victoria. Part of that is the terror that the Loyalists will win, and what they will do after they win. Part of it is the threats. Part of it is simply inertia.

The regular demonstrations, however, with citizens waving signs begging the Loyalists for mercy, that they didn't set this up, that they won't vote for this, are fairly indicative of which of those reasons is foremost among them.

But there are two weeks in between when the ballots are submitted and when they are counted. Two weeks of Victoria going from howling about how they will cleanse Buffalo in blood to grumbling to the nation at large that the traitors of Buffalo, those bastard city-dwellers, sold Victoria to the Marxists. Two weeks of people within Buffalo whispering back and forth, "I voted to stay, didn't you? We all did, right? Why are they still talking about this? Why are they saying we wouldn't ask to stay? Why do they want to kill us?"

Two weeks during which the media presence within Buffalo is under strict controls, with news reports on a mandatory delay until the results are released. A good part of that is the fact that the city is home to significant military operations, and you very much cannot have media reports accidentally disclosing things about troop movements. But incidentally, it means that the Loyalists have no means to take the mood in Buffalo, hear about exit polls, and realize that death threats may not be the optimal response to this situation.

And then the Loyalists realize that they've been threatening a population that voted to remain with them with a 71% majority with death for disloyalty, 24/7, for the better part of a month.

The sudden pivot in the Victorian broadcasts' angle is...not precisely taken to heart. And the resulting demonstrations for that, you are more than happy to allow to be broadcasted. Immediately.

Victoria comes to the peace table shattered. Their armies broken, twice. Their vaunted moral victory utterly repudiated. By their own actions, an entire city rioting in outrage that their nation considered their loyalty worthless. The Crusaders, allowed to roam free throughout the entirety of December.

And then, finally, the snows come.

Victoria vanishes under a white sheet as its militiamen are released in barely enough time to get home. Half of the harvest rotted in the fields. Hundreds of thousands of able-bodied young men have perished. There is severe rationing of what little is left. They are a nation so badly hurt it's staggering, and still they need to fight a civil war to its conclusion. At this point, they need peace. They need peace almost as badly as they need food.

And by now, there is no amount of bluff that can conceal that. Premier Swift returns to the Free City of New York with the look of a man facing a firing squad. To open negotiations, you propose, again, the treaty that caused them to walk away last time.

He signs it immediately, and then immediately departs back to Victoria. A week later, the word spreads that he has committed suicide. You don't know what that's code for. You don't want to question it.

You drag your heels on departing Buffalo for as long as you can. You announce across the entire city that Victoria has signed a treaty granting the people leave to walk away. You find every person who voted to leave and have your people beg them to come with you. You scoop up as many who voted to stay and feel betrayed. In the midst of a winter all the more furious for its delays, you organize as grand an exodus as you can.

Uniquely for your usual troubles counting people, the necessity of integrating these people into your military logistics network means that you actually get a very accurate head count of how many people remain in Buffalo. After the ravages of the past year, Buffalo has 68,493 residents. 32,595 will be remaining, when you leave. You tried to convince them, but they remain certain that their votes will be their shield, and that Victoria will forgive. They must forgive.

But regardless, you leave, and over half of what remains in the city comes with you.

It was a dirty and exhausting campaign, and Blackwell made it painful.

But you won.

NEW CHICAGO TRIBUNE

VICTORIAN CAPITULATION: PEACE TREATY SIGNED IN FCNY!

Earlier today, Premier Swift of the Northern Confederation of Victoria signed a peace deal with President Johnson, formally bringing hostilities to an end.

The treaty was the same as that which cause the Victorians to walk away back in November; in the aftermath of the Welland Campaign -- called, "Operation Foil," by Commonwealth military planners -- they have agreed to the treaty in full.

This treaty is nothing less than a Victorian surrender in full; among other terms, Victoria assumes full fault for the war, opens the St. Lawrence Seaway to general travel, and grants their population leave to seek refugee status in foreign nations. Furthermore, the treaty contains a demand that Victorian Prisoners of War be repatriated in exchange for war brides seized by Victorian troops while abroad.

Congress has unsealed recordings of President Johnson presenting the treaty to them for approval, and...

All right, folks, we are done with the war!

So, throwing open the curtain for a moment: Blackwell was always bluffing, even harder than you were. He didn't counterattack against the Canal because he knew he couldn't retake it if you gained the beaches. He didn't initially counterattack against Buffalo because he knew it would be a slaughter. However, he was fighting internal pressures from several prominent factions who found Marxists occupying Victorian soil utterly unacceptable. Blackwell was setting up to fight a Fabian-style campaign in the hopes that you'd buy he was politically capable of doing so. Thus, he used Buffalo as a demonstration of resolve; "We can and will bleed you for this, and absolutely are not on the verge of mutiny if I don't force you to a decisive battle." The hope was to drag you to the peace table to avoid that difficult campaign.

Had you remained in the Canal, he probably would have just left you there until he had enough forces to bury you alive. The isthmus was evacuated of civilians, and the land isn't that important to Victoria under present conditions. It's once you started pushing out that he had to start reacting to you. And once you announced the plebiscite, the factions demanding a counterattack outright threatened mutiny if something wasn't done. Blackwell knew how it was going to end at that point, but if he just called you up and accepted peace, he wouldn't have survived the month. So he launched an assault messy enough to make the impossibility of victory clear, and then called for peace.

Unfortunately, that meant that the war ended with you having unambiguously succeeded in all of your campaign goals, and meant that there was no room for him to negotiate.

And the rest, you saw.

While Operation Foil initially put something of a damper on local enthusiasm for a conference regarding the future of the Midwest, the Operation's successful conclusion brought in even more interest than you initially imagined. Your successes there even have some of Victoria's neighbors showing up. It's an immense turnout.

All in all, twenty-eight states have arrived to participate in the Chicago Conference. More have sent observers -- from American states who want to watch even if they don't see participating as gainful just now, to a surprising glut of foreign powers you did not expect. But the twenty-eight, in addition to yourself, comprise all of the primary and secondary players remotely relevant to your interests in your local area. Be they the few who stood by you through the blockade, or the many who stood against you, be they distant and friendly powers not even asked to participate because their assistance was unneeded or outright hostile powers with a history of strife with your member states, they have come. Some of their leaders come in person; some send emissaries. This alone -- the fact that you can call for a meeting of states with no other explanation than, "the future of our local area," and a date -- tells you more than anything that this, here, is what it feels like to be the strongest person in the room. It's a heady feeling.

The emissaries come spread out over the course of a week, battling devastated infrastructure and their own economy to turn up in something resembling time. You make sure to meet all of them -- it may not be strictly necessary, but you still have the impulse to involve yourself personally in these things. And besides, it's a change from the normal routine.

"President Johnson, good to meet you in person at last! Kavion Simpson, Mayor of Traverse City. Pleasure to make your acquaintance," says Simpson, pumping your hand up and down. "Your sailors have always been perfect guests when they stop over. Pleasure to have them! For more than one reason, too. I gotta tell you, I never doubted you for a second! I always know a winner, and by God, you-"

"Try not to trip over your own tongue, reactionary," sighs the man standing behind Simpson. He steps forward, shouldering Simpson out of the way, and offers you a handshake. "President Johnson, Premier Howe of the Michigan Soviet Republic. We applaud your victory over the fascists of Victoria."

"Interrupting's rude, Communist," snaps Simpson, his expression darkening.

"You'll live," replies Howe.

"Gentlemen," you say as Simpson inflates in fury, crossing your arms. "Welcome to Chicago and the Commonwealth. If you'll take your bags down to the end of the dock, you'll find cars waiting to take you to your lodgings." You narrow your eyes. "Walk on opposite sides of the dock, please."

Simpson looks abashed, clearing his throat. "Right, yes. Sorry, didn't mean to cause a scene."

Howe simply nods, setting off with the rest of his party in tow. Simpson mutters a curse too quietly for you to hear and follows suit, trying to keep pace.

You look up at the sky, taking a deep breath. And those are our allies.

Some of the visiting dignitaries are far less polite.

A young man comes to a halt a full ten feet away from you, hands loose at his sides, and gives you a cold look. "President Johnson. I am Prince John Young of the Shawnee Kingdom."

Your lips thin, but you manage a nod. "Prince Young. I'm sorry to see that your father didn't come himself." If only because I'd love to have that bastard in my hands.

Young snorts. "I'm sure. I'm authorized to negotiate in his place. I'll be looking out for our interests," he promises, narrowing his eyes.

"I'm sure," you reply, echoing his earlier statement. "Please, let me know if we can help. We're always happy to look out for the interests of citizens of Illinois."

Young's fists clench. He takes a short, sharp breath. "Of course you are. Where will I be staying?"

You smirk. "There's a car at the end of the dock. It'll take you where you're going."

"How luxurious," he says, sneering as he steps past you.

You wait until he and his entourage have made it out of earshot before you stuff your hands in your pockets and growl, "Monarchist pricks."

The day that the United Councils of Manitoulin and the State of Minnesota at Bemidji show up is an odd one.

The day is cold and overcast, a persistent drizzle misting everything and leeching the warmth out of whatever it falls on. You're shivering; you've never felt older than when you can almost hear your bones creaking in the cold. The emissaries -- both men -- don't seem to notice the temperature. They arrive almost simultaneously and meet at the end of the dock to shake hands and immediately strike up a fairly lively conversation. You frown a bit; you hadn't expected that two such widely-separated polities would be on friendly terms. Sara, beside you for today, snorts.

"Always men," she says, rolling her eyes. "Why is it always men?"

"Selection effect," you say. "Victoria frowns on women, Sara, don't you remember? We're bona fide sinners, in these parts. Most people know well enough not to tempt God's wrath."

She actually laughs at that. "Nothing godly about it. Not unless God likes losing." She grins.

You laugh, quietly, as the two emissaries step forward. "Gentlemen, welcome to the Commonwealth," you say. "I am President Sara Johnson. This is Assistant Secretary of Defense Sara Goldblum."

The man from Minnesota steps forward, giving you a broad grin. "Governor John Wagner of the State of Minnesota. Pleasure to make your acquaintance, Madame President."

You blink. "Governor Wagner, it's a surprise to see you here in person. Bemidji is quite some distance away." You shake his hand as his smile slips a bit at the reminder of his version of the State of Minnesota's sharply-reduced circumstances. "A pleasant one, though," you say, trying to take the sting out of the reminder.

He chuckles. "A pleasure to be here. The news of what you've achieved out here has spread far, President Johnson." He sobers, then. "I'm also here to offer our apologies. When Victoria came calling, we caved. That was a mistake, and not just because you won that fight. Minnesota apologizes to the people of the Commonwealth for any harm our actions may have brought."

You nod, slowly, not really having expected this. "I am pleased to receive your apology, Governor Wagner. I'll be sure to convey it to the Congress. Welcome, again. There's a car waiting at the end of the pier to take you to your lodgings." You turn to the other man. "And you, sir?"

The other man then steps forward. "I'm Chairman Kay, of the Ojibwa Council on Manitoulin Island. I've been chosen by the United Councils to represent us here." He offers you a polite nod and a brief handshake. "We've heard interesting things about you, President Johnson. We won't apologize for our participation in the embargo -- we made the choice that was best for us at the time. But we are eager to move forward."

You nod. This, you had more expected. "As are we, Chairman Kay. As I'm sure you heard-"

"The end of the pier, yes," he says, stepping back. "Pleasant evening to you, Madame President. I'm sure we'll speak often, over the next few days." He steps past you. "Governor Wagner! A moment, please."

You peer after him in confusion. "Manitoulin..." you murmur. "What's a First Nations refugee state doing with such an interest in Bemidji?"

"Not a clue," replies Sara, crossing her arms and frowning. "We don't really have a lot of contacts that far west."

"We'll need to fix that," you say.

"Yeah, just as soon as we get done completely reworking the economy," mutters Sara.

You sigh. "Sara?"

"Yes, Sara?"

"Shut up."

"You don't tell me what to do."

"I'm your boss."

"Friends come first."

By far the most arresting emissary, on a personal level, is the person you get from the Blue Mountain Farmers.

Everybody on the Lakes has heard of the Farmers. Some Victorian general's wet dream. Andrew Division's favorite source of brides and slave labor. Their dumping ground for children stolen from the burning ruins of their homes; the ultimate example and indictment of Victorian, "mercy." The place where particularly sadistic mothers warned their children they'd go if they were bad. The place no decent person dared to use as a threat, joking or not, because of the sheer horror of the stories that came from it. In your younger, wilder years, you once dreamed of liberating that place -- of leading troops right into the heart of Collingwood and telling all those kidnapped children that they were free, free. Once, before you realized the magnitude of the task in front of you. This place, even more than Victoria, represented hell to many people in the Midwest.

It seems almost a mockery that the emissary stepping off of the boat -- a Victorian troop transport, no less! -- hailing from that cursed place is a woman. Not because you object to that, obviously, but because in a sea of nations that sent men because they've just gotten used to that being the way of things in Victoria's America, one of the only ones to send you a woman is the one most likely, in principle, to mean it as a dire insult. You're actually, legitimately offended. And angry that you are offended.

So intense is your anger, in fact, that it takes you a solid few moments to actually collect yourself and actually look at the woman in question. At that point, you abruptly start to feel bad.

First, the woman is more of a girl. You won't be astounded if she turns out to be more than eighteen, but it can't possibly be much more than that. Second, she is visibly shaking. Doing a decent job of holding herself together, but she's clearly scared, and the longer you and Sara stare at her, the worse that gets. And third...

"Girl, what are you wearing?" snaps Sara in a tone you recognize from her scolding her daughters, folding her arms.

The woman -- girl? -- flinches. "I- what?"

"What do you think you're wearing?" demands your friend, scowling. "Did they dress you like that?"

"I, um- no, I-"

Sara shakes her head. "This is not going to work. Please tell me that you have a change of clothes!"

You take in the sheer sight of the girl, as Sara starts doing her best grandmother impression. Skirts over jeans. Two skirts. One which you'd see anywhere in Victoria, and one that would make your mother explode with fury. Three different shirts layered atop one another. And pink boots.

"Pink," you mutter.

"-and pink!" shouts Sara, pointing at you as she echoes you. "I don't know what you were thinking, but you are getting back on that boat and dressing like you would for church. Do you hear me?!"

You break out laughing at that. Sara's head snaps over as she scowls at you. And the girl...

You rapidly sober as her face flickers through half a dozen expressions at once. One almost too swiftly to register, then shame-fear-blank-polite-happy, but first...offense, paired with anger.

"I'm sorry the clothes don't work, ma'am," says the girl, giving you both an honest-to-God curtsy.

Sara swells again. "I should say-"

"Easy there, Grandma," you say, putting a hand on her shoulder.

She rounds on you again. "Grandma?"

"Give it time," you reply, smirking, before you lower your breath. "And give her a break. She's shaking."

Sara deflates, glancing up the gangplank. She looks more closely for a moment.

The girl, underneath that shell of polite compliance, looks absolutely terrified. She's looking at the two of you the way you two would look at a demon, or a Victorian. Which...probably is an apter comparison than you'd normally credit.

After all, to somebody from the Garden, what would be the equivalent of a Victorian, but the women who destroyed the Victorians?

You take a step forward, ignoring her flinch. "What's your name, miss? And how old are you?"

She draws her chin up, slightly. "I'm eighteen years old. And my name is Mrs. Mary Ann Smith." She swallows. "I'm here to talk for the Gar- the Blue Mountain Farmers."

You take a moment to digest that before nodding. "Well, Mrs. Smith, welcome to the Commonwealth. Did you bring your husband with you?" Better not have, because I don't have it in me to smile and be polite to some rapist Victorian pri-

"He's at home," says Smith, looking a bit nervous.

"Right," you say, nodding. "Well. Why don't you head back inside a moment and get dressed the way you're comfortable? We don't exactly have a dress code for this, if that's what inspired..." You nod at her outfit. "...that. Come as you'd please."

Smith has another of those flashes of temper-fear-smooth-happy before saying, "I'll go and get my Sunday best on, ma'am!"

A shudder wracks you at that fucking expression of hers. You nod, to cover it, and say, "Please. We'll meet you back here."

The girl vanishes back into the boat. You faintly hear her footsteps escalate to a run the second she turns out of view.

"Fuck," you say, staring up at the boat.

"What the hell do they do in that Garden?" asks Sara.

"I don't want to know," you say. "I have to say, though..." You trail off, still staring.

"What?" asks Sara. When you don't respond, she looks over. "What-?" She peers at you, eyes narrowed. "Oh, for heaven's sake."

You blink. "What?"

"You and strays. Sara, she's not a cat!"

You blink, jerking back. "I'm well aware!"

"Right." She stalks off, shaking her head and muttering to herself.

You roll your eyes, settle yourself, and wait.



The various emissaries have arrived, with various levels of pomp and circumstance. Their agendas will come out over the next few days, and factions will start to form, but it's time to decide what your part in all of this is. What is the Commonwealth here to achieve?

[ ] Lay down the law. You are in charge now. Make sure everybody knows about it. Your goal is to leverage your recent victories and position of strength to force through favorable agreements with the powers present. You have a lot of work to do, and you need to be started swiftly, while Victoria remains unable to respond.
[ ] Remove Hostile Neighborhood. You have been the focus of low-grade hostility and resentment for too long. And...well, all right, you've not actually been very proactive about doing anything about that. But you are tired of it, and you will never get a chance to be surer than now that you'll have the ultimate opportunity to finally change people's perceptions of you. You can't make a second first impression, but you can kill that bastard first impression while you have the chance.
[ ] Expand. In the current political climate, you have a better chance than ever to strike while the iron is hot and seek the entry of new member states to the Commonwealth. If you play your cards right, you could grow very powerful, very swiftly...albeit at something of a cost in optics.
[ ] Write-in. There are many things you could have in mind.
