In general, I note that your list is very long and includes a lot of things we may not want to do, or that might be complex and problematic. For instance:How about having a nonsenshi activity retreat where the senshi can take care of their social lives away from their inner circle and magical gir business.
2) There may be better sources for how to do this properly than slave collars. Also SV quest voters tend to be uncomfortable around mental compulsion and I don't blame them.Here are somethings we should prioritize.
1. Joint effort between MCAT, Tokyo police and Silver Milleniuum to build a magical prison for low ranking Youma, a secret prison for Dark general tiered opponents.
2. Repurpose slave collars and binders for prison use.
3. Teaching Yukio na how to use phones, communicator and help magically buff up MCAT the Wards. The senshi are only as strong as their weakest allies after all.
4. Help Naru explore her powers of life creation.
5. Esoteric magic like turning opponents into stone, putting dark general tier enemies inside paintings.
6. Targetting Mundane crimes like serial killers, dark web serial killers ( like the cult that creates snuff films in unfriended movie) tyrant governments that commit atrocities like murdering civillians, going after human traffickers organ harvesters, bullies, child abusers and other evil doers to earn good will and hearts plus it sends the message that Sailor moon does not discriminate between humans and nonhumans. That and it also makes it harder for dark Faustinan enemies to tempt other humans into their organization for empowerment
7. If six is done the people may be willing to donate small portion of their life force, or trust Sailor moon enough to participate in mass rituals that can empower Sailor moon like a spirit bomb or something.
8. Combine modern weapons with magic for example a bullet with the power of Mars ofuda paralysis combined with the speed of a bullet.

I honestly din't see why?Endymion isn't really a friend, he barely qualify as a acquaintance, which Alice is, he's more of a distant coworker who has amazing moments of badassery who also sometimes embarrasses himself, yet he is so mysterious that Usagi and her inner friends barely know anything about as other than he banters during fights, he hardly talks outside them, his goals are unknown, his personality or innermost person are unknown, what he feels about the group is unknown, all Usagi knows is that he and her past reincarnation are lovers and that he is invested in helping the senshi, works in a coffee shop has bad fashion sense, other than that nothing. The talk is long over due.
Oh, I have no illusions about 19th century Britain. They'd have been totally fine with the reservations. It would have fit in right alongside things like the Canadian residential schools, or their treatment of Aboriginal Australians.
