The reason I'm shaky on this is that if they're prioritizing containing the senshi (and it sounds like they're starting to) then they should be sending their A-team. If this is their A-team then while they're not actually bad at magical tactics and combat, they're ridiculously bad at infiltration.

Also, really depends on what their day job is. If it's assassination, then what we've seen fits really well.
I'm shaky on the part where this results in a consistent pattern of behavior from all the mid-ranking officers with no clear pushback. Like, I'm not saying nothing like this could happen spontaneously, but given that we know mind control specialists with no scruples are at work here; it's not much of a stretch to suppose they're methodically trying to contain the breaches of magical awareness on this front by creating a cordon of authority figures who are 'inoculated' against the idea.

That would be broadly consistent with their methodology in the Yotsuba Group, where they seem to be trying to bring down the weight of the corporation upon the little splinter of it that's become magically aware.

This is rather like saying pilots don't have to be good at flying, because the plane compensates for them. Or that news agencies don't have to be good at shouting to crowds, because telecommunications compensate for them.

Magic is no more a 'cheat' than electronic gadgets or slight-of-hand training would be.

This went on for quite a long time- this appears to have been set-piece ritual magic enabling them to do much more than would normally be possible and put on a much better showing than they did against us.

What are the odds that Egypt, the experts on ritual magic propped up magical Onogoro to get a Japanese group that is eager to enforce the masquerade to make up for the American influence, potentially even involving Egyptian trained agents? I mean, Onogoro is pretty insignificant outside of presumed magical history and the palace, and it is unlikely the US magicals were not involved in Japanese reconstruction after WW2, which would be a potential source of worry for magical Egypt due to the magical US opinion on the masquerade...🤔
 
Having one of the big boys of magical world propping up otherwise floundering organizations as proxies would make great amount of sense.
The change to create a magical government that is so secret that rest of the government no longer even knows about it would have been tempting.
Like, UK is integrated completely, MI5 has magic knights of all things, US government is atleast aware, and probably mostly in charge, of magic stuff.
Egypt is ruled by the gods?
Not sure on India, i think somewhat integrated? China atleast aware of magical groups.
Italy integrated or not?
Russia?
Is Japan an outlier with unaccountable magical government running around?

Magic is learnable, someone using similar magic is not necessarily a link anymore than two groups both using apple products.
They might be working for Oblivion, they might be working for IMO, they migh be working for both and this is joint operation.
Yes- which was the core point I was getting at. The catch is that while magic is learnable, sigils and symbols are pretty good "fingerprints" in this setting. If we see something with the astrological symbol of Neptune on it, we know to pass it to Michiru. If we see something with the astrological symbol of Pluto on it, we know time travel fuckery is probably involved somehow.

If Oblivion magic sigils are involved, it's very likely that the Oblivion faction/entity/cause is involved, on some level more significant than "uh yeah we copied a few of their spells out of a book."

It might be Oblivion has corrupted IMO, or it might be that IMO is just evil and finds working with Oblivion beneficial.
By the way, I see those two scenarios as being effectively identical. Either the IMO is corrupt and aiding Oblivion, or the IMO is corrupt and aiding Oblivion. Or these particular agents of the IMO are aiding Oblivion while their bosses don't know or aren't asking questions.

We know that IMO is wanting to uphold the masquerade, and has been harassing our local shopkeeper about us fighting demons in broad daylight.
But, yes, we have very little knowledge of them, and we have people arguing that 2/3rds of the people we have met claiming to be part of Japanese Magical Government, are actually not, making potential sample size even smaller.

My main point is that I'd expect the IMO to have people who are good at infiltration, somewhere, because they've been able to maintain the masquerade for a long time. You don't do that with wild-assed cowboy bullshit alone. And note that I'm including "the efficacy with which they use magic as a tool" as part of "being good at infiltration."

On the other hand, the idea that they're effectively assassins seems much more plausible. Assassins don't need to stay close or establish contacts or monitor anything; they just need to get close to their target undetected, unleash a weapon the target is vulnerable to, and exfiltrate in the confusion. Which, as you say, matches these two's modus operandi pretty well.

You may well be right if it's these two we're dealing with only, but this whole rumor campaign in the Tokyo police has clearly been going on for a couple of weeks, and the Tokyo police's magic exposure is superficially unrelated to the Vajra turning up at the Yotsuba Group. Danbura and Yosuke may be wizards, but they can't be in two places at the same time.

It would actually surprise me if the IMO had the same person be actively responsible for "and keep the Tokyo police's magic awareness suppressed" and "and wrap up the loose ends involving the Vajra and the senshi" at the same time.

Unless the IMO is desperately hard up for manpower, there should be someone else handling the Tokyo police, who are a major locus of "magical awareness threat" in and of themselves under present circumstances. Plus, we've had Superintendent Sakurada hanging around here for weeks and I'm pretty sure that if it were Danbura and Yosuke in charge of handling the police situation here they'd have just straight-up mindwiped her by now.

So there almost has to be a separate operator covering the police, in addition to Danbura and Yosuke who weren't expecting to wind up having anything to do with the police until literally two days ago. And that separate operator may be more subtle than D&Y.

While I don't see much evidence that US magicals were involved in Japanese reconstruction, this is not necessarily an obstacle. It's entirely possible that the Egyptians are propping up Onogoro.

The thing is... I'm pretty sure the Knights of Oblivion are a separate entity from the Egyptian magicians. Egypt is a specific, delineated region; "the Middle East" is much broader. There is no evidence that Egypt 'controls' all magical affairs in the middle East, only that they're the most powerful single faction within that region (or the world). We are, or at some point in the near future will probably be, the most powerful magical faction in Japan... that won't mean we've attained control of what happens here or that anyone hailing from Japan is using senshi-derived magic.

If there is a live bomb about to detonate in the building, why WOULD he still be in the building? If he had any brains, he'd just pull a World's Smartest Youma and volunteer to go get half the office their coffee orders then slip out the door five minutes before the explosion.

I mean, it might have been conscious the entire time it was frozen. It may be in tears that it could finally receive the sweet mercy of death.

I'm still kind of uncomfortable with killing those guys outside of combat scenarios, honestly.
This thing is both a serial killer and a parallel killer. It specifically murdered like a dozen of Kimiko's friends. If it can't be purified, I'm all for destroying it here and now.

For youma whose general modus operandi isn't as blatantly and gleefully and sadistically murderous, I can make exceptions. I don't think this is one of them.
 
Hmm, that actually brings up a point; we have, in fact, seen significant variance in the behavior and attitudes of the youma. While certainly tending towards evil, we've seen them be blindly murderous, sadistic, cowardly, arrogant, true believers in Beryl, seeming mindless cannon fodder, punch-clock soldiers and in a few notable cases cowardly or smart enough with a sense of self preservation. They are enemy combatants for the most part, and we'll destroy them as we need to, but they are also clearly intelligent beings (at least some of them), and we'll have to consider the possibility that some may be able to be purified of their corrupted evil-ness or otherwise redeemed.

Edit; it is also a bit of fridge horror to realize that the Senshi are teenagers who have quickly settled into a mindset where totally obliterating their enemies (even if they are demons) is entirely normal and doesn't cause them any mental trauma, despite said demons clearly being thinking beings. Perhaps the lingering remnants of memories from their previous lives allow them to better settle into the role of a soldier, one who will destroy their enemies if they must?

Frankly, being teenagers probably makes it easier. There is a reason child soldiers are a thing, and it's not because they are bigger and stronger, it's because children are more adaptable and willing to accept killing as morally acceptable if authority figures (Luna) tell them it is.

I think that's why they use dramatic speeches. It gives the enemies a chance to surrender or escape. If they are still there when it's over, then they've chosen their fate. Like someone posted at the House of Fortune fight, it's a warning more than anything else.
There's also the fact that a lot of fights have hostages or mind-controlled victims nearby, so the Senshi have to focus on saving them.

To be fair, there is a world that still needs saving, and waiting for Moon and friends to grow into their twenties isn't really an option here.

Good point. If they're badly outclassed by senshi and know it, then that's their opportunity to pull a World's Smartest Youma and leg it.

Yeah, I'm definitely doubling-down on my earlier theory. Kawagara was not a threat to Danbura or Yosuke, or even an impediment to their plans. This was just a "screw you" to anyone trying to follow up on them. If IMO agents have a "collateral casualty budget" that makes pulling this off in a police station within operational parameters, then dealing with the awakening patients at the hospital would have been considered a no-brainer ("They're already in inexplicable comas, the doctors will think they were going to die anyway, just finish the job."). Hopefully, the "Imperial Impositions" chapter will shed some light on how much of the IMO (or Japan's magical community in general) is "just trying to make a living" vs "those peasants deserve to die for not knowing their place".

More importantly, the Senshi Information Packet is probably going to be an absolutely nightmare for the IMO in the short term, as all the offices in the TMPD start implementing the seemingly unintuitive and pointless security measures which end up exposing a good number of their entrenched agents.

My working hypothesis is that the IMO sent one of their actually talented specialists to the Tokyo police relatively early in the current crisis. These are the ones who know how to use magic and social networking synergistically to turn muggle institutions into firebreaks against magical knowledge. That guy, specifically, is the one who's got all the mid-ranking officers at TMPD headquarters* quietly saying "there's no such thing as magic and these people who say otherwise are just crazy women being crazy" in a unified manner.

Then we've got Danbura and Yosuke, who are more of the 'commando' type of infiltrator: sneak into place using quick-and-dirty methods that would probably be discovered if the enemy were wary, then obliterate them with aggressive use of spells that will leave them mindwiped or dead and generally incapable of presenting a problem.

Whoever was supposed to be handling the police probably didn't expect Danbura and Yosuke to show up, and Danbura and Yosuke damn sure didn't expect to end up in police custody.

Prisoner Problems Part 4: Where to Go
All at once, Cadet Kawagawa goes still, before his hands slowly slide down his face. The young man's eyes suddenly come into focus, looking directly at the superintendent. "They did something to me." He says, voice entirely monotone, without even the slightest hint of emotion. "Changed something in me. Oh. Yeah. That." With a sigh, the young man shakes his head. "I don't want to die." He says simply, and both Kimiko and the Superintendent frown at the statement.

"You aren't going to die." Kimiko says, "We'll protect you."

"That's nice." The cadet says as his entire body begins to glow red, like a high powered flashlight through a thumb, "but it's too late. I'm a bomb. Sorry Miss Sakurada." Then, before another word can slip through the man's mouth, Sailor Moon is there. The girl is glowing bright with magical energy. One hand snaps out as she spins around the young man, the Moon rod in one hand, tracing a circle around the boy.

「MOON HEALING ESCALATION!」 The girl all but roars in her hurry to cast the spell. The glow inside of the young man grows brighter for a moment, until the last syllable is said, and then the glow is gone. Blinking a few times, Kawagawa looks very confused for a moment, before he looks down at himself.

"Did I just nearly explode?"


Standing next to the very much not exploded young cadet, Sailor Moon dusts her hands off. "Nearly, but you didn't." She says with a smile, patting the young man on the shoulder. "Just one more service that the Senshi offer. Though, uhh... Try not to nearly explode again." The girl suggests.

Kimiko snorts, shaking her head as Mercury's computer dings, the girl stepping back. "Alright, Moon." She says, I've got everything I can from the mark. You should be good to remove it."

Sailor Moon approaches the still unresponsive older man, placing both her hands on either side of his head. Soft wisps of glowing silvery mist begins to flow off of the girl's hands and arms, as the invisible symbol on the officer's head begins to flicker, a strange pattern appearing across his scalp.

Moon takes a long, deep breath in. There she holds it for a long moment, all the while the symbol on the man's head starts to glow brighter and brighter and brighter before she slowly lets the air out. Then, with an audible Crack, the symbol shatters, fading into wispy thin mist that disperses. Officer Toshiro is still for a moment, before the man suddenly blinks. Eyes that blurry and out of focus sharpen, as the sagging open mouth shuts with a click.

"I..." Officer Toshiro begins, before blinking again, and shaking his head. "I'm sorry," He says, almost instinctively. "I must have zoned out there for a moment. What were we..." The words trail off as the man glances around. Sailor Moon can almost see the man's thoughts as his eyes snap from place to place. First the man's eyes go to his legs, and the lack of pants that he is wearing, then the bars around him. The open door, and the Cadet who is in the middle of some kind of break down. Kimiko and the superintendent, and finally around to the different Senshi in the room. "How long was I out?" He asks instead.

"We're not sure. What's the last time that you can remember?" Mercury asks, and if the officer has any trouble answering the questions of the mysterious women in the room, he doesn't show it.

"It should be about 8:15, by my count." He says, and each of the Senshi can't help but grin hearing that. It was only just past 8:30 when they arrived, and just barely nine now. "What happened?" Toshiro asks. "The last thing that I remember was the prisoners acting up. The big one, Danbura was whistling. At first I didn't think much of it, but there was something about what he was whistling. The notes were... the longer he whistled, the notes started to layer over themselves. A regular person can't whistle like that, and despite what the Captains are saying, I'm not an idiot." He glances around the girls, "You lot are the Senshi, right? The ones that have been taking down most of the DK's bases."

"That's us." Sailor Moon confirms.

The older man smiles, nodding. "I've got to thank you for that. My Grandson was a student at the Crystal Seminar." Sailor Moon does her best to hide the wince that mentioning the Seminar draws from her. "Tried to warn his father that there was something fishy about it, but he wouldn't listen."

"Glad to help." Sailor Moon says, before turning back to the superintendent. "So, it's not been an hour yet. If we're lucky, they still might be in the building."

Kimiko glances over to the Senshi, an odd look on her face. "What makes you think that? Wouldn't they prefer to just get out of here as soon as they can?"

Sailor Moon shakes her head. "They'll certainly want to get out of here, sure, but they're also pretty dedicated to their whole making sure that no one knows about magic thing." The girl explains, "I have a feeling that they won't leave until they've made sure that there isn't any evidence of magic left here in the station."

Kimiko goes pale, whirling around to Natsuda. "The Morgue!" She cries out, and for a moment the superintendent looks confused, before the woman seems to realize something.

"Shit." Is all Natsuda says, before turning to the Senshi. "We've got a Youma contained on the premises." The superintendent explains,

"The thing is nearly ten feet tall," Kimiko says, her voice strangely quiet in a way that the Senshi haven't really heard before, as if Kimiko is far away, the woman's eyes out of focus as she speaks. "It had the ability to disguise itself as a regular person, but it could also turn into this mass of shapeless goo that was burning hot, enough to kill... our weapons did nothing to it."

Mercury glances over to Moon for a moment, a worried look on her face, before glancing back to the two speakers. "And the reason that it's in the morgue?" Mercury asks.

"The creature doesn't seem to handle the cold well." Natsuda explains, as she places a hand on Kimiko's shoulder, lightly shaking the girl for a moment. "The colder the air around it, the more effort it took the creature to move, and the less it was able to change it's shape or burn the people around it." Kimiko starts to lead the group up and out of the detention floor, heading through the halls towards the back of the building. "In the end, the only thing that we could do was lock the monster into one of our freezers in the morgue, it chilled the thing down to the point where it couldn't move at all." She says, "And if those two guys are going after everything magical in the station, then there is a decent chance that they'll be heading that way."

Sailor Moon nods, looking at the superintendent for a long moment. "Is there anything else magic in the building?"

"I don't think..." Natsuda starts to say, before the woman frowns. "Wait, no, there are a handful of other things." The woman says after a moment. "Over the last year, I've received a number of souvenirs from Sailor V. Some of them are just little cute things, but several of them were things that seemed a bit more important than your average souvenirs, so I had them locked up in a safe down in the basement."

"In the base.... Wait," Jupiter says, the girl stumbling to a stop, an odd look on her face. "I know that you mentioned this last night, but what do those two guys look like again?"? She asks, starting to turn and look up towards the ceiling of the hall.

"Uhh..." Sailor Moon starts, trying to figure out how to describe the two men.

"Danbura was the taller of the two men." Ami says, vaguely motioning with her hands. "He was big and broad shouldered, with thick mutton chops and his eyes always seemed bloodshot."

"Meanwhile," Mercury adds, "Yosuke was thin and reedy, with sandy hair and thick glasses."

"Thin and reedy, with sandy hair." Sailor Mars repeats, getting a nod from Sailor Moon. "Like that police officer who was wearing a jacket that didn't fit him when we first arrived?" She asks.All at once, the group freezes, as each of the Senshi's heads tilt, their minds racing as they try and think about what Mars is meaning.

"That was the guy," Sailor Moon says, nodding quickly. "I thought it was really weird how he seemed entirely unsurprised by us teleporting in."

"But then where was Danbura?" Kimiko asks, clearly recalling the man that the Senshi are mentioning.

"I mean, I didn't think anything of it at the time," Sailor Mars says, "But there was a man sitting across from Yosuke - he was facing the desk, so I don't know what he looked like."

"Okay," Sailor Moon says, standing there for a moment, trying to think everything over. Slowly, Sailor Moon looks between each of her senshi for a long moment. "Danbura and Yosuke have escaped from their cells. They mind wiped a member of the police, and tried to kill a cadet." Kimiko scowls, lightning dancing across her hands as they clench into fists. "But if they are still acting the way that they did last night, there is no chance that they are going to leave until they've gotten something. Whether that be the Youma in the morgue, or something out of that safe down in the basement."

"There is one other thing that you might want to know about." Natsuda says, looking over to the Sailor Senshi. "I've got a meeting in about ten minutes." This is a very strange thing for the woman to say, but given the fact that there are dangerous magical people running loose in the building it is worth knowing that more innocent people are on their way. "It's a representative from some new government organization called the Metanormal Capabilities and Tactics."

Kimiko starts, turning to look at the superintendent. "Wait, MCAT?" The woman asks, blinking in surprise, "That's who you're meeting is with?"

If anything, Kimiko's question seems to throw Natsuda completely off guard. "You know about MCAT?" The woman asks, turning to look back at Kimiko.

"Yeah, they tried to recruit me last week. They've been bugging me constantly ever since." The superintendent scowls, shaking her head.

"Alright." Natsuda says, a slight growl on her voice. "I'll make sure that they know that is not going to fly." And from the woman's tone, it is clear that she very much means it. "Special Government Organization or not, poaching my people is not okay."

"So," Mercury starts, looking between the two woman, "What is MCAT?" She asks, "You said.... Metanormal Capabilities and Tactics... right? Like..."

The superintendent nods, "Magic." She glances over to Sailor Moon. "You might want to have someone come by for that too.

So what are your plans? Where do you want to send each of the different senshi?

Well, Usagi is probably the best to send to MCAT. Ami to the Morgue because if the youma got out she is best able to handle it.
 
You know, normally I'd never once suggest splitting the party but yeah this calls for it.

Usagi's got the diplomacy, Ami can freeze the Youma, Rei spotted them before, and even if they get a power up from magical artifacts, Makoto can handle herself
