Well going by how we woke up Makoto's magic, before we knew she was Jupiter, they pretty clearly had better methods:

Obviously the Mercury Supercomputer wouldn't be used for everyone given Ερμής but this suggests they had some magitech that could be used which the Mercury Supercomputer is just substituting for here.
It sounds like they had a better method, but it was essentially the same thing, just implemented better- in the sense that a modern vaccine is better than a crude and hazardous 1700-era smallpox variolation.

Sailor Mercury intentionally infused a bunch of magical energy via the Mercury Supercomputer into Makoto, helping to awaken her magic.

Sailor Moon accidentally infused a bunch of magical energy via a random enchanted teakettle into her mother, helping to awaken her magic.

The differences in the quality of the outcome probably have to do with:

1) Sailor Mercury knowing what she was doing and implementing magic specifically crafted for the purpose.
2) The considerable difference in quality and suitability-for-stated-purpose between the Mercury Computer and the random teakettle.

So in other words, this isn't a good example of how to awaken someone's magic procedurally, sure. Not too bad a procedure, and apparently so low-risk that Luna wasn't even worried about lasting complications, but not great.

But the fact that it worked at all, and resembles in broad strokes a much more refined and effective and low-side-effect procedure we know was used in the Silver Millennium, suggests that we've stumbled on a promising underlying principle.

On the subject of whether or not Ikuko had her magic awakened, if it was, it will probably be at the same level that Naru started out at, nothing too crazy.
Oh yeah definitely.

The points of concern are:

1) Now that Ikuko is magically awakened, she may start tooling around with her very limited spark of magic and doing who-knows-what, potentially causing hijinks.

2) Now that Ikuko is magically awakened, she may become more aware of the possibility of supernatural events surrounding her daughter, increasing the risk that Ikuko will figure out some or all of the facts surrounding Usagi's new circumstances.

3) The risk in (2) is especially heightened if Ikuko spontaneously develops magical sensitivity, which is not out of the question.

And she's probably going to be rolling every turn to make it get better, also like Naru.
Maybe, but on the other hand:

1) If Naru's eldritch weirdness reflects being a reincarnated Silver Millennium sorceress (seems likely) then she may have an advantage over Ikuko unless Ikuko is ALSO a reincarnated Silver Millennium sorceress of similar power (not impossible, but a priori unlikely).

2) Ikuko doesn't have teaching tools and primers and working examples of magic in action, unlike Naru. Unless we give Ikuko such tools, which we might do in the future but surely won't be doing right away.

3) Ikuko hasn't suddenly had her entire social life subsumed by a bunch of magical girls, their deeds, and the second-order consequences of their deeds.* As such, she has considerably less incentive to study magic to keep up, as opposed to continuing to do Housewife And Loving Mother Of Two Stuff.

I meant that the base 'Awakened Magic' trait would be rolling every turn to improve, but yes, unless we give Ikuko training tools or she actively starts seeking them out from other sources she's not likely to really improve all that much on the spells front.

Still, as her raw power goes up I am thinking she's going to be accidentally casting more, so even if she doesn't figure it out immediately she's going to notice eventually.

Ahh, I see, yes... the trait's cumulative chance of improving seems to be built-in, now that I review Naru's character sheet.

On the other hand, it's fairly unlikely for Mom's trait to level up quickly (about a 1/3 chance in the first three weeks, improving markedly after that as her odds get better on each successive roll), even if that 6% chance is universal and it's not lower for people who are not (we suspect) reincarnated Silver Millennium sorceresses.

But yeah, it's definitely a case where we've opened a door that can't be closed again, and we just have to plan ahead and hope we can come up with ways to keep things from going badly in the future.

Makoto Kino is quiet as she sits on the train. The girl is leaned back in her seat, her long legs extended as she she listens not only to the sounds of the moving train, but the soft roar of the people all around her.

It was less than an hour ago that the girl called Usagi, hoping for the more experienced girl's help in expanding the nature of her spells. Thoughts slip past the walls that Makoto put up in her mind, memories of the way that her magic only improved the strange... Zakenna creature that the girl fought during the battle at the Cinderella Caravan. The tall teenager doesn't know the likelihood of running into yet another creature that could drain magic to improve itself, but the chances weren't zero, and that means that the girl needed to improve and expand on her powers.

However... When she called Usagi... The girl's voice was cracked, hitches and little hiccups in her words.

Usagi had been crying.

That sentence alone is enough to make Makoto grit her teeth, fists clenched, with tiny sparks dancing across the back of her knuckles.

Fact of the matter is that Usagi is one of the nicest people that Makoto knows, the kind of girl who when attacked by a random stranger was willing not to call the cops just because a different random stranger said that the attackers actions were out of the ordinary.

When so many other people were quick to judge her based on her height, or on the fact that she lived alone... Usagi just accepted her for who she was. The girl was even willing to step back and not press Makoto about what happened to her family when the dark haired girl made it clear that she didn't like to talk about it.

And that isn't even talking about the fact that before meeting Usagi... Well, Makoto didn't exactly have a lot of friends. Many boys weren't interested in being friends with a girl who was taller and stronger than they were, while many of the girl's were far more content to call her names and pick on her.

Slowly, Makoto's eyes trail down to the tiny communicator on her wrist. There was a part of the girl that was tempted to try and call Naru, or Ami, or Rei...

Usagi had been crying, and while Makoto had been able to get a bit of a smile on Usagi's face before the call ended, there was still a part of the girl that wanted to get back up. Or rather. To get someone to put the beat down on whoever made Usagi cry.

That thought does bring a bit of a smile to Makoto's face as well. The girl's life had changed so much for the better ever since meeting Usagi. Makoto has friends now, people that she can trust, and who trusts her. People she can talk with about anything.

Almost anything.

There are still two things that Makoto isn't completely willing to talk about, one because even years later, the death of her parents still hurts.

The other... Well that was something that Makoto wasn't sure how she would even approach. The big secret that she's kept for so long.

Senpai.

The girl pushes that thought to the side, instead glancing up to make sure that she is getting close to the stop near Usagi's house.

However, all that looking out the window does is bring a soft scowl to Makoto's face. The girl knows that she could cross the city faster than this, and that she could have gotten to her crying friend much faster... Were it not for the fact that Makoto has not traveled across the rooftops nearly as much as Usagi has, and the taller girl doesn't know how to navigate the city's skyline the way that Usagi does.

Of course, the girl does have a reason to avoid hoping along the rooftops of the Nerima Ward. That reason is the Nerima Wrecking Crew. And the creepy old pervert who is still on the loose. Makoto pauses for a moment, turning that thought over and over in her head.

While she can't change schools until the investigation is done, but the idea of moving is becoming more enticing to the dark haired Senshi. So for now at the least, Makoto is left to the machinations of the rails if she wants to reach any of her friends. Thankfully, the girl doesn't have to contemplate that thought for long before the girl arrives at her friend and princess's stop.

Stepping off the train, the girl quickly starts to move through the streets of Minato towards her friends house. It is not yet eight when Makoto finds herself standing in front of the door to the Tsukino household. A quick ring of the doorbell, and as soon as the girl can blink, she finds herself wrapped up in the soft and ever so small arms of her Princess.

Softly, Makoto reaches down, placing her hands around the petite blonde in front of her. The two stand there for a long moment, Makoto just happy to help her friend, while Usagi found a new cause for distraction. "Sorry." The girl says, letting go of her friend, before pulling the girl inside. "I just... needed that." Usagi says.

Makoto immediately notices that Usagi's eyes are still red from crying. "Are you okay?" The girl asks, and Usagi takes a moment, before nodding. "I... yeah. M-Mom's at the hospital." Usagi says, before she quickly explains how the woman had been staying up for nights on end, keeping herself going with Tea from a magic tea pot that Usagi bought.

From everything that the girl is saying, it sounds to Makoto like Usagi's mom might have ended up Mana Doping herself, and when she says as much, Luna agrees, before going off how she thinks all of this is going to go down.

It is clear from Luna's tone that she has already said this before, but that she knows how worried Usagi is.

"B-but," Usagi starts, rubbing at her eyes for a moment. "That's not why you're here." The girl says, and for a moment Makoto wants to speak up, to argue with the girl. Then the girl smiles, and though the smile is brittle and more than a little watery, it is still a smile. "You're here so that we can go check out the place that Naru, Ami and I practiced our magic at!" Usagi says with a bit of fake cheer. Luna looks between the two for a moment, before she smiles.

"Thanks, Makoto." Luna says, "Usagi's in good hands."

"Hey~" Usagi groans out, but there isn't any heat to the girl's words. "I'm right here."

If anything, the girl's words only make Luna's smile bigger. "Yes? And?"

"Mako~" Usagi whines, now fully smiling, "Luna's being mean to me."

Makoto smiles, rolling her eyes, even as Usagi leans back against her. "Well, then we should get going so that Luna can't be mean to you anymore."

Usagi pouts for a moment, before stepping back. The girl holds her hands up, palms open towards Makoto. Taking her Princess's hands, Usagi closes her eyes, humming for a moment as she started to focus on the location that the girls would appear.

「SAILOR TELEPORT!」

What happened for Usagi to be crying? Is there something I missed.

Man Usagi is getting good with that Sailor Teleport if she can bring somebody along with her while untransformed. Is she the only one who knows that spell? The spell doesn't show up on any character sheet, not even Usagi's. It sounds like Makoto at least can't do it as she didn't bring it up while complaining about taking the train.
