Well going by how we woke up Makoto's magic, before we knew she was Jupiter, they pretty clearly had better methods:
Obviously the Mercury Supercomputer wouldn't be used for everyone given Ερμής but this suggests they had some magitech that could be used which the Mercury Supercomputer is just substituting for here.
It sounds like they had a
better method, but it was essentially the same thing, just implemented better- in the sense that a modern vaccine is better than a crude and hazardous 1700-era smallpox variolation.
Sailor Mercury intentionally infused a bunch of magical energy via the Mercury Supercomputer into Makoto, helping to awaken her magic.
Sailor Moon accidentally infused a bunch of magical energy via a random enchanted teakettle into her mother, helping to awaken
her magic.
The differences in the quality of the outcome probably have to do with:
1) Sailor Mercury knowing what she was doing and implementing magic specifically crafted for the purpose.
2) The
considerable difference in quality and suitability-for-stated-purpose between the Mercury Computer and the random teakettle.
So in other words, this isn't a good example of how to awaken someone's magic
procedurally, sure. Not too bad a procedure, and apparently so low-risk that Luna wasn't even
worried about lasting complications, but not great.
But the fact that it worked at all, and resembles in broad strokes a much more refined and effective and low-side-effect procedure we know was used in the Silver Millennium, suggests that we've stumbled on a promising underlying principle.
On the subject of whether or not Ikuko had her magic awakened, if it was, it will probably be at the same level that Naru started out at, nothing too crazy.
Oh yeah definitely.
The points of concern are:
1) Now that Ikuko is magically awakened, she may start tooling around with her very limited spark of magic and doing who-knows-what, potentially causing hijinks.
2) Now that Ikuko is magically awakened, she may become more aware of the possibility of supernatural events surrounding her daughter, increasing the risk that Ikuko will figure out some or all of the facts surrounding Usagi's new circumstances.
3) The risk in (2) is
especially heightened if Ikuko spontaneously develops magical sensitivity, which is not out of the question.
And she's probably going to be rolling every turn to make it get better, also like Naru.
Maybe, but on the other hand:
1) If Naru's eldritch weirdness reflects being a reincarnated Silver Millennium sorceress (seems likely) then she may have an advantage over Ikuko unless Ikuko is
ALSO a reincarnated Silver Millennium sorceress of similar power (not impossible, but
a priori unlikely).
2) Ikuko doesn't have teaching tools and primers and working examples of magic in action, unlike Naru. Unless we
give Ikuko such tools, which we might do in the future but surely won't be doing right away.
3) Ikuko hasn't suddenly had her entire social life subsumed by a bunch of magical girls, their deeds, and the second-order consequences of their deeds.* As such, she has considerably less incentive to study magic to keep up, as opposed to continuing to do Housewife And Loving Mother Of Two Stuff.
