Barring some very impressive interventions, if Erika makes a dress to her current design and specifications, the probable result will be something that looks a lot like a very good Princess Serenity cosplay dress in real life. It will be made out of fabrics and other materials Erika is already familiar with.

It will not quite live up to her dreams of what The Dress is supposed to look like.

Well, she's going to be coming out of another event soon that will mitigate how nuts she is driven by the issue. Less of a "AAAH WHY CAN'T I MAKE THIS WORK" and more of a "I see before me a long road that leads to unguessed heights."

Real tailored work uses at least a dozen.

Probably a lot more, since Uttu works in a society with much more varied body types than IRL.
Uttu, at the peak of her craft, was perfectly capable of producing very fetching and downright magical outfits for a mermaid, centaur, talking bear, or even for stranger things than those, yes.

Though since Serenity herself always or nearly always took human form, matters were somewhat simplified.

She was a quite capable magician who lived for something like 200-250 years, as I recall. That is a lot of time both to learn new tricks, and to explore new experiences. Besides which, she had the Disguise Pen for at least part of that lifetime.

I can't rule out that at some point she shapeshifted into a bird, or a mermaid, or something else. Maybe she never did. Maybe she did. How would I know?
