I'm feeling like the Senshi kicking the in front door as Vanguard/Flankers will draw Cendy's attention, opening her up for the Amazons to take her head. Amazons get the kill to buy time for evacuation, Senshi get to give Cendy terrible flashbacks to the gym by just being there wrecking everything, and MCAT gets experience coordinating magical girls while having chances to be Big Damn Heroes as needed.

And given that the Senshi are the ones kicking in the door, they might get to tangle with Cendy as well. ... Also, I want big hammy speeches, in the name of science.

Inners on Strike team, Outers on Vanguard, Amazons as reinforcement and MCAT as general overwatch and C&C of the operation as a whole.

That last role, while not as glamorous as the others, is going to be absolutely vital to the overall success of the mission I think, because there's a good chance that something is going to go wrong no matter how optimal the rest of the plan. I feel that MCAT are probably the best balance of equipment, number of eyes to act as spotters, and number of heavy hitters that don't have to abandon posts as spotters or relayers to come in as fast responders for everyone else over an area as large as the abandoned strip mall we're going to be operating in.

In regards to the Amazons, we have to keep in mind that Shampoo and Mousse are a village champion and determination prodigy respectively. They're going to be on the upper end of what the Amazons are currently capable of, which is close to but not quite at Ranma's level. I have no doubt that they've sent us their best for this given how much their village's future rides on this operation's success, possibly even other tournament champions from years before or after the one that Ranma and Genma interrupted, but they're probably going to range in prowess between the average of all groups as a whole and slightly under MCAT's own heavy hitters unless they've got some serious artifacts empowering them. I'd almost want to send them in as the strike team, but I'm worried that Cendrellion has been "sipping off the top" like Kunzite was, putting her either at the same level he was or around where his lieutenant youma were, and while the amazons could probably handle that if Cendrellion were alone, I also expect her to have some juiced up guards of her own that will have orders to not get drawn into the brawl out front, which would make a successful takedown dicy.

Inner Senshi

- You and your Inner Senshi will act as the Vanguard for the attack, challenging Cendrellion and all her followers very openly and directly, drawing their eyes to you before your allies arrive. You expect lots of resistance, but you'll have lots of chances to wreck Cendrellion's power and plans. This may be a chance to put Minako's theory about big hammy speeches being a vital Sailor Senshi food group to the test. Rei says she experimented with it last week and kind of likes it.

[ ] The Shelter Of Heaven
- Someone else will go in first, but you and your Inner Senshi will be right there as Flankers to make sure they come to no harm. This is, perhaps, the closest thing to the way things went in London, and that turned out very well, after all. You're very confident that the five of you have enough strength to not only cover the vanguard against the youma defenders, but also open up at least one or two other prongs of attack at the same time.

[ ] Unfinished Business
- After the first and second teams have most of the youma busy and have captured Cendrellion's attention, you and your Inner Senshi will act as the Strike Team. You'll go straight for Cendrellion, personally, and put a stop to anything she's doing. You have a lot of unfinished business to settle with the glass demon.

[ ] There To Defend
- You and your Inner Senshi will stay on Overwatch, holding yourselves out of the battle for the first little while, keeping yourself free and undistracted to do whatever is needed and to contain the fight as best you can. You can teleport very freely around the strip mall and its surroundings. You and Ami and Rei all have, in different ways, magic to help you keep track of what's going on in a large area. Makoto and Minako are strong and have spells that can sweep an area as needed.

Okay, so obviously the Inners can do any of these. Overwatch does fit well with our abilities and overall control of the situation. Vanguard would probably play out in that Cendrillion has planned for it, and so she would be overconfident, with things going as she expected, making for a fine distraction. On the other hand, the primary goal is Cendrillion herself, which argues for Unfinished Business.

Outer Senshi
(Sailors Uranus and Neptune only; Setsuna is not coming along for this after what happened this afternoon)

[ ] ゴゴゴゴ( Menacing)
- The Outer Senshi have a lot of experience in combat, and no small amount at kicking in Dark Kingdom doors. They took down several minor operations during their hunt last week, even if it was Endymion's help that proved critical in tracking down Cendrellion's headquarters in the first place. Let them carry on as they've begun as the Vanguard of the attack, bursting through the front doors and drawing all attention to themselves. This will present Cendrellion with a two-Senshi threat she may at least hope she can overwhelm and defeat… for just long enough for you and the rest of your allies to swoop in from the wings and take that hope away.

[ ] Overwhelming Pressure
- In Yotsuba City and elsewhere, Haruka and Michiru have proven themselves to be fierce and if need be ruthless fighters when they have someone to protect. At the same time, they've been adaptable when the situation changes unexpectedly. By adding their strength as Flankers, they can either shore up a vulnerable Vanguard and see that the first team comes to no harm, or supplement a strong Vanguard and present Cendrellion with a second, entirely different threat to worry about.

[ ] Speed Demons
- With the exception of your own ability to teleport, Sailor Uranus is perhaps the fastest of the Senshi, and Sailor Neptune seems well able to keep up with her. They can cover a lot of ground quickly, and they know how to hit hard and decisively against the powers behind great evils. They'd make a good Strike Team to get to Cendrellion, and show her why messing with the Senshi was a mistake..Though the lesson may be brief and violent.

[ ] The Secret Eye
- Sailor Neptune is, in her way, perhaps the most perceptive and intuitive of all the Senshi. And Sailor Uranus seems very good at turning her love's guidance into decisive action. Together, they can act as a powerful Overwatch, ready to share warnings or react to emergencies at a moment's notice.

With only two people, I think they are unsuited for Overwatch. Meanacing could work, but leaves the risk of whatever Cendrillion has planned for the Senshi to be poured out on only the Outers. Speed Demons seems to fit well if the Inners go in as Vanguard, as Cendrillion will focus a lot of forces on the Senshi falling into her trap, letting the Outers work well as the Strike Team.

Chinese Amazons

[ ] Boisterous Bruisers
- The Chinese Amazons are great warriors, strong enough that by their own words, they've been important to China's own fight against the Dark Kingdom, at least until the government tired of them. And of the two Amazons your friends have met in person so far, one is very good at causing a lot of commotion in a hurry, while the other is probably even better at causing anything she has a mind to cause. Since the Vanguard's job here is to make a lot of trouble and draw a lot of attention, you're pretty sure the Amazons would make a great Vanguard.

[ ] Between a Rock and an Amazon
- Even compared to MCAT's yokai and many of the magical girls you've met, the Chinese Amazons are masters of physical combat, thanks to their training and… unique courtship rituals. And there are quite a lot of them. As Flankers, they have the numbers to tie up weaker youma trying to mob the Vanguard. They may even have the raw strength to present a secondary threat and catch the enemy between two forces if the situation allows it.

[ ] Broken Glass
- Cologne says that her warriors are quite capable of moving with stealth. There have been times in the past when, to keep their village safe, they had to remove enemy leaders without being discovered. The Amazon you spoke to over the phone sounded very matter-of-fact about the idea of going after Cendrellion directly, and not concerned. The Amazons might make a good Strike Team, rushing in to reach Cendrellion fast while the rest of the forces are making a commotion and causing confusion. From the sound of it, they very much want to take the glass demon's head- literally.

[ ] Courier Service, Free of Charge!.
- Having long stayed hidden in remote parts of China, while also traveling long distances in secret to handle their enemies, the Amazons have special codes of all kinds to send messages without being detected. Special birdsong whistles and chirping claps mean different things. Without the context, enemies won't be able to intercept messages from this Overwatch team. Also, the Amazons have years of experience against things with strange and unusual abilities, and the numbers to cover many angles at once.

I think the key here is that we have the least information about the Amazons abilities. That means we don't want them on their own, and so I think we cannot risk giving them the Strike Team role. Not to mention it would probably create a political headache for MCAT if they have the Strike Team role. Also, as foreigners they might have difficulty handling the perimeter if civilians approach. That's not a likely issue, but possible.

That means we should use them as either Flankers, or Vangaurd. Vanguard has the benefit that I doubt Cendrillion has any plan for them at all, and she is likely to underestimate them, and so is likely to result in a much less organized initial defense. Vanguard Amazons for maximum confusion.

MCAT

[ ] BREACH!
- MCAT has lots of soldiers and plenty of yokai, some of whom are quite powerful. They also have a lot of loud vehicles and megaphones. If they act as the Vanguard, they're definitely going to attract a lot of attention, much as Q Division and the Spellblades did in London. You've seen that their people aren't afraid to take risks, and that some of them are stronger than they look. Like in London, the youma may end up making some serious mistakes by underestimating the first opposition to appear on their doorstep.

[ ] Riot Shield, Anyone?
- That same combination of powerful, determined heavy hitters and lots of dedicated soldiers might make MCAT a good choice for the Flanker force. They can easily present a threat to Cendrellion's youma in the strip mall from every direction at once, and still be able to cover the Vanguard team's backs, all at the same time. There's a danger that they might overextend themselves, since their ordinary soldiers still aren't a good match for strong youma. But they could get the job done.

[ ] Direct Arrest Team
- Genjuro seems to have his usual confidence and enthusiasm about the idea of leading a Strike Team of a few ace agents (of varying sizes and shapes) in through the middle of the noise and confusion created by an open magical assault. He believes that MCAT has what it takes to get in there and take down Cendrellion. You know Samui would very much like to arrest the glass demon, and you're sure MCAT will fight hard to make that happen.

[ ] That Isn't Proper Radio Use, Copy?
- MCAT has access to the cutting edge in a lot of magical and electronic technologies. They have fancy sensors. They have lots and lots of people who can keep an eye on things, and they're likely to be very good at holding a perimeter and watching everything that happens both inside and outside it. On Overwatch, MCAT is likely to do a good job of keeping track of what's going on and giving the right advice or making the right intervention at the right time..

MCAT is actually the all rounder here. They could probably do any role, which makes them suited for Overwatch. However, one issue is that if they go after Cendrillion, will that complicate the Amazons showing off proof of Cendrillion's defeat to China? Best keep that with us or the Amazons I think. Additionally, as Overwatch MCAT has the benefit of being the official mundane Japanese authority, so they can deal with civilians, and it let's them have the position of "coordinating" the attack, and thus can be spun as being in overall command. If we want to continue to push MCAT to the Japanese authorities as the right choice for the job this is an easy way to do that.

Also, I think we want Senshi on either the Vanguard or Flankers, so that there is some Senshi level power in the main conflict.

Basically, the first plan is showing Cendrillion what she expects, with the Amazons as the surprise backup, and Outers as the Head hunters. The goal is to try and get as much focus and force on the initial vanguard, and so we have a lot of Senshi there, with the Amazons being focused on trying to keep the small fry from dog piling us.

The main risks are that the Amazons get hurt in the crossfire coming at us (what if Cendrillion's plan for us is based on throwing the weak youma at us first with the strong youma finishing us off - that would put the Flankers as fighting the strongest youma), or that Cendrillion keeps enough force back to thwart the Outers long enough for her to escape. It relies on us being able to spring whatever trap she has planned and survive it without harm to ourselves or others.

The second plan is trying to be clever by doing something the enemy does not expect, and having Cendrillion send insufficent forces against the Vanguard. Then the Outers show up to take on the heavy hitters attacking the Vanguard, while we crush whatever Cendrillion has around her.

The main risks are that Cendrillion sends to much at the Vanguard and the Amazons get hurt, or that she sends so few that we have to fight through a lot more forces to get to her. It depends on Cendrillion acting as we expect. On the other hand, youma being dismissive of mortals isn't that big of an assumption.

They've got a lot of staff, many of whom are not going to be particularly useful on the front lines.

I feel like the Overwatch role is more about keeping Cendrillion's forces in, and deploying to react to unforseen circumstances.

I want Hammy Speaches and Inners vs. Cendelon. This way I get both. In a way it's a pincers attack.

Outters on overwatch because Cendrelion will likely run away. With Neptune's mirror, we have the best chance of learning clues to where. If it's the Dark World - not much that we can do there. But if the glass demon has other boltholes... A direction, a distance, anything could be of use. Maybe the Amazon's have something similar, but they would rather be in the thick of things. MCAT tech is good... but against magic... I like the Outter's odds better.

They probably ought to be able to do that, but that's basically them being Overwatch and doing something else as well. Let's just wave it away as them having other things going on that make them prefer not to send every force they have to the mission, and instead tailoring it to whatever we requested during planning sessions. (I mean, you could also argue that they ought to demand overall control like the Spellblades did).

That is the primary role of Overwatch, and as I pointed out MCAT is well suited to that. However, Overwatch is also the most likely to be involved in anything outside the perimeter (which I posed as civilians wandering in wondering what is happening, but could also be an unknown relief force Cendrillion has positioned to take advantage of us not knowing about them -basically it's dealing with the unknown unknowns, which is probably best handled by MCAT as the most well rounded force).

Like I said, I feel making MCAT the Direct Arrest Team might conflict with what the Amazons need to stall the Chinese government. However, making MCAT the Overwatch team ought to allow them to spin it as being in overall control of the operation, thus still supporting their reputation.

Worst thing for their reputation was if the Amazons were the ones to take Cendrillion's head, but it shouldn't be an issue if Senshi are the ones to do it while being "coordinated" by MCAT as Overwatch.

I think we need one of the Senshi groups to be the strike team, because they hit the hardest and this role is both where we're most likely to encounter secret trump cards and where we most need to overperform. If Cendrellion stalls the strike team long enough I worry she might get away, so we need to punch through whatever she throws at us and still have momentum left to secure the victory.

MCAT running oversight is a good spot for them, because they have the organizational strength to coordinate an operation like this efficiently and (as mentioned above) this is essentially the "leadership" role of the mission which works for their PR, the rest of us following their instructions as they control the situation as a whole.

And that leaves the Joketsuzoku and the Outers for the main assault, which seem a good mix of firepower and "break things" distraction. I think personally I prefer the Joketsuzoku going all-in on causing chaos and mayhem (and also getting to be the first point of contact in the assault, bravely fighting on the front lines, which works for their own PR) with the firepower of the Outer senshi supporting them.

...But the reverse is also fine, and there's also a plan with that setup, so I'll support that too:

Cendrellion is very thoroughly aware of the Sailor Senshi, having previously been shattered by Sailor Moon. If Moon isn't part of the front attack she's going to expect her around the back and plan accordingly.

The question is just if we want to show them what they expect, or hit them with an unexpected attack. I think both are valid approaches.

This is in my opinion the best place for each of the teams.

The Outer senshi are practically hand built for the Strike force position and it shows. The main requirements of that job are enough speed and mobility to get the drop on them, the strength to beat Cendrillion and any lakeys she could have regardless of what enhancements they might have taken, and the mysticism and silver millennium fore knowledge to disrupt the spell. All of those fit Haruno and Michiru to a T, Uranus is one of our best and fastest fighters and Neptune is the intuitive senshi for a reason. Together they will definitely be able to screw up the ritual and last long enough for backup should the they need it, though they likely won't. They would also do great as a vanguard, something that Cendrillon would have to respond to, but they definitely suffer on the other positions due to a lack of numbers and versatility, and just shine more as a strike team.

And shine is also exactly what the Iners would do as the flankers. On overwatch there is too few of them to cover everything, and they don't really outperform the Outers as a strike force and the Amazons as a vanguard. But nobody can touch them as flankers. They work best when they have enough information to know where to send each member. Venus on crowd control, Jupiter where they need a heavy hitter, mars dealing with saboteurs and disruptions, Mercury on whatever technical detail needs managing, and Moon on all the support. Healing buffing and enemy sweeping as needed. All of that gets a lot easier to assign after they've had a second to see how the fights are unfolding. And heartless as it is, if our plan has leaked DK has the best chance to set a trap that would actually hurt us and the senshi have become too important to risk getting crippled or dying. They can do their ham speech when they're on the rescue, not while they risk falling into a trap. And I trust Moon to fix up whatever damage might happen to the Amazon's.

The Amazon's are tricky to place because we know the least about their forces, but from what we have we can guess that they will be brave, experienced, battle hungry, and little bit crazy. The best qualities that you can ask for in a Vanguard. Of all the teams they probably understand and know best how to cause maximum confusion and damage to the enemy and minimize the risk to them selves. They would be insulted if they think the reason we're keeping them in reserve is because we're not confident they could survive the opening move, and would appreciate the ability to draw first blood and claim many heads. Plus haveing them see the senshi as their saviors doesn't hurt too.

That leaves MCAT on overwatch, where they will definitely excel. They have so many methods of communication and battlefield monitoring that they would drown the Yoma's attempts to to interfere. And so much versatility in fighters and specialist's that they can pretty much send somebody somewhere to help with something. They probably have the most amount of numbers of the group and as such are the best to cover the area. And they can lock down a perimeter and keep an eye on it like nobody's business. They're the best for overwatch full stop and will get good PR regardless. Plus the best PR is excelling at your job.

So to recap, we'd have the Outers shutting down potential problems and the boss, Amazon's leading the change, senshi waiting in the wings to pull some hero shit, and MCAT as home base and a calm head. The best people in the best place's they could be. Doing what they do best.

So what do you all think?

If we weren't focused specifically on taking down a single target, then the thing I'd worry about the most is the flankers arriving late or in the wrong place. Dividing up your forces is only effective if you can coordinate well. But in this case, it's harder to say whether the flankers or the strike team are more critical to mission success.

Since the overwatch group is the most focused on communication, I'm not sure I like outers in that role, and I'm concerned that with the Amazons as flankers they might not coordinate well; worst case, since they have no prior relationship the Amazons might refuse to listen to orders from the outers.

This addresses many of my concerns, but do the outers really have the numbers to play the vanguard role? Admittedly, the amazons make up the numbers, but if the plan is to get the majority of the defenders out of position before we send in the strike team, I'm not sure this will do that. On the other hand, Torgamous makes a good point, Cendrillon will be expecting multi-pronged attacks, so she's unlikely to commit all her resources up front no matter what we do, and she's going to be looking for Moon specifically.

The biggest risk with this plan is that Cendrillon will spot the strike team early because she had some clever plan for seeing Moon coming for her again. I see this plan going one of three ways. 1: She sets up a strong defense against the inners, but the outers end up in the right place at the right time and crush all in their path. 2: She flees with little or no escort, but gets surprised by some clever plan by MCAT's heavy hitters and ends up captured. 3: She cuts through MCAT like a glass knife through butter and escapes.

Just a thing I noticed; MCAT and the Amazons have VERY different goals depending who's on the Strike Team.
I feel like maybe we should talk about this before making decisions. Kill or capture?

I agree with the reasoning behind this plan. I think it also, for lack of a better word 'collapses' well. If the initial defense is too strong, the Inners and MCAT's elites are right there ready to support. If it goes entirely the other way, then the Inners can push into the building increasing our chances to capture/kill Cendrillion. If the strike goes bad then we have a well coordinated perimeter to catch her on the bounce. If rogue Yokai show up attacking from outside, then we have MCAT on perimeter to both stop them and handle them legally. If rogue Yokai are sent as the first line of defense, then the Senshi aren't wasting their time on people they can't fight properly due to erm 'fragility' issues.
 
@Lunaryon How much difference is there in the amount of time bought for the Amazons between MCAT arresting Cindrellion, Senshi arresting or killing Cindrellion, or the Amazons killing Cindrellion?

And does Overwatch include "keep civilians out", or is that something MCAT will do anyway and the part of MCAT we're assigning a role to is the part that isn't doing the civilian control thing?

Interesting. In Sei/Naru's PoV previously it was pretty much 'just' music but here Tsubasa is noted to be singing. Also the 'blue' outfit is different from the 'Gridman' image posted and suggests something closer to to normal Symphogear outfit.
There's clearly a bit of a timeskip from when Sei gets a look at Tsubasa and when Usagi does, because when Usagi sees her the monster is on the ground in pieces and when Sei saw her, it was not.

Blue is still a pretty big color theme even in the 'Gridman prototype' look, if not so overwhelming. I suppose it's not possible that the armor's look changes a bit while Tsubasa is actively singing, or color themes shift, or something.

Hmm, I just noticed something else.

Eas just explicitly used up a bunch of drones that would normally be waiting around to stun people who start acting up back on Labyrinth's worlds. Ones which Mobius probably won't think to replace due to not having needed them for so long...

I think we're starting to see setup for the chain of events that leads to escalating disruption causing Mobius to have a fatal systems crash at the finale of the Fresh Pretty Cures' timeline. No more drones to stun the people back into line.
Well, we don't know how many more of those drones Mobius has; the number "normally needed" may not be "literally zero." But it's an interesting speculation!

Odd Eas didn't consider teachers and went straight to highschool.
By tracking one gaggle of magical girls and infiltrating their school, Eas appears to have deduced the basic genre conventions of magical girl fiction. The "stronger, older" magical girls are generally still girls, not adults.

This is the best combination. The Senshi go straight for Cendrellion, the hard target, while the Outers keep the perimeter clear as only the Outer planets can, MCAT, which have a vested interest in taking out the DK will be a great distraction and an obvious 'oh this could happen opponent' while the battle hungry Amazons come in unexpectedly at the flanks.

They'd never forgive us if we DIDN'T let them fight after bringing them here. Plus it does let them show off their worth.
It occurs to me that while there are few certainties in battle, the Vanguard is the group that's most likely to draw an immediate response from Cendrellion's heaviest hitters and best defenses, possibly triggering any traps that hae been sent.

There's an argument for using forces less familiar to Cendrellion in the Vanguard, but there's also an argument for using forces that are simply strong and unlikely to be overwhelmed in close combat.

I do worry slightly that if we intend to disrupt a ritual in progress, that having a faction with some formal magecraft knowledge could be helpful.
And who's that? Most of MCAT's heavy hitters are yokai, not human sorcerors, and their formal magical knowledge may be spotty. The Senshi don't have formal magical training. The Chinese Amazons' training for formal magic probably revolves heavily around "most sorcerers can't ensorcell very well after you pull off their head."

...We may want to frame this as a plan vote, rather than just posting the 4 options separately. Otherwise we may end up with two groups having the most votes toward being the Vangaurd and nobody's the Overwatch and it's just a mess.
Also, because the update itself contains the bolded, underlined words "VOTE BY PLAN."
