5. Any rouge mage, e.g. member of proscribed magical tradition, or person with insufficient mental or intellectual fortitude (so they present dangers to people or to themselves), don't get their license and must limit themselves to default grades or have magical law enforcement come and stomp them.
Rogue, not rouge, unless you got something against Pinks.

"You found her in this closet?"

Director Wamuro nods, "Yes. We don't know when she died due to the... state of the body, but Nurse Hirata clocked in for work on the second of the month and her body was found about a week later on the tenth. We would have discovered her sooner, however we found ourselves dealing with a sudden lack of patients so we didn't need the supplies in here until then. A lot of the nurses had paid time off after the Silver Ball incident so we never even noticed the poor dear was missing."

Mai Taniyama looked around the hospital hallway she found herself in. Arrayed around listening intently to the hospital director was the newly expanded Shibuya Psychic Research team of MCAT. Mai still wasn't sure what agreement Naru the Narcissist and Director Samui came to, but the SPR officially worked for the government now and included all their usual colleagues in the field.

From Kazuya Shibuya, aka Naru as she dubbed him, the 17 year old owner of SRB, a professional ghost hunter, psychic researcher, and her boss. Lin Koujo, a 27 year old Chinese onmyouji who works as Kazuya's assistant and acts as his guardian. Ayako Matsuzaki, a 23 year old self taught miko who works as a doctor. Houshou Takigawa, better known simply as Monk, a 25 year old Buddhist from Mount Kōya. Masako Hara, a famous 16 year old spirit medium with her own TV show. Father John Brown, a 20 year old catholic priest from Australia. Osamu Yasuhara, a 17 year old student client of SPR turned assistant researcher. And finally Mai herself, a 16 year old psychic high school girl hired to work part time as an assistant.

"And you claim to have no idea what this Silver Ball was?" Naru asked quietly as he examined the closet.

"None." The director affirmed.

"There is certainly a powerful spirit here, it's presence is overwhelming, however it does not feel malevolent in nature." Masako declares as irrefutable fact.

"Please, we all know how hit or miss mediums are, I assure you it's just an elemental earth spirit. I can have it removed immediately." Ayako boasts.
"That's what you always say old lady." Monk teases.
"You are older than me!"

"What a terrible way to die, what kind of spirit mummifies it's victims?" Questions Father Brown.
"It sounds more like a curse." Lin states.
"A curse? You don't think the spirit is responsible? Or can it curse people?" Mai wonders.

"The spirit is not malevolent." Repeats the medium.
"Says you, maybe let a more experienced professional woman work." Ayako smirks.
"I'd be happy to if you were to find any."
"Why you!"

"I can begin pulling hospital records boss, see what I find?" Offers Osamu, eager to be of assistance.

Naru straightens, "Go ahead. Director Wamuro has promised us the run of the place and assures me that no patients or staff will disturb the investigation."
"Yes, all the staff are on leave and the few patients we have were transferred to other facilities.... however..." The Director of the hospital takes this time to explain about the boy that the staff suspects to be squatting in the building for around 2 months at this point.

"A mysterious child asking for help that noone can find? If this is our spirit it's quite possible he became tired of waiting and lashed out." Naru proposes as the director leaves.
"But Masako said the spirit isn't malevolent? He could just be a scared kid!" Mai exclaims.
"He may not be malevolent right now, but that doesn't mean he isn't. Living children are temperamental enough, and this one seems to carry a grudge and is unable or incapable of finding an outlet. We will set up our equipment and perform the exorcisms and see what occurs."
"Exorcisms!? But if he just wants help why don't we talk to him first? Besides we have orders to collect data don't we?"
"If he is dangerous enough to kill then I'd rather not take any chances. I will not put the dead above the lives of the living."

Mai falters, "But what if it's one of those youma things?"
"Unlikely. Everything we know about them is they aren't this subtle. No this is definitely in our field of expertise. We will set up base in the third floor on call room." Naru decides

And with that the team scattered, placing cameras and microphones all throughout the building and linking them up to the monitoring equipment set up on the third floor.

Night

That night Mai watches the monitors with Naru, Osamu, Lin, and Masako as the exorcisms take place in 3 different rooms across the hospital.

Mai's eyes drifted from monitor to monitor, listening as the 3 seperate chants were performed simultaneously.

From Ayako dressed in her shrine maiden garb shaking her ōnusa in front of a Shrine she set up,"I reverently pray for thy presence. Deign to ensconce thyself in this unhallowed place, and purify it's many vessels. I ask that my humble plea may be heard, that peace and calm may be granted unto this place. May this place be as the High, Heavenly Plain. May the kami from all around come together. Praise be to the goddess Marishiten. I pray thee, descend, and grant us thy divine protection."

To Father Brown splashing holy water as he read from the Bible, "Our Father, which art in Heaven, hallowed be thy name. In the beginning was the Word, and the Word was with God, and the Word was God. The Word was in the beginning with God. All things were made by the Word; and without the Word was not any thing made that was made. In the Word was life; the Word was in the world, and the world was made by the Word, and the world knew not the Word. The Word came unto his own, and his own recieved him not. But to as many as who recieved the Word, gave he power to become the sons of God. Which were born, not of blood..."

And finally to Monk chanting, "on sunba nisunba un bazara un hatta jaku un ban koku on dakini shara kyara heigi yaya chigi yaya nei naumaku san manda botanan, on dakini..."

It was then she noticed one of the monitors was black. Not fuzzy or staticky as if paranormal activity was interfering, but like it simply wasn't connected. Mai slipped out of the on call room to go check on the camera herself on the second floor.
Once she found the camera she saw it wasn't even turned on. Confused she turned it on.

"Can you help me?"

Startled Mai whirled around with a scream. She was half ready to start using one of the chants the others taught her, but stopped when she saw the boy.

"Help you? What do you need help with?"

"I need to find him, the bad hat man! Before the scary lady gets me!"

With a smile Mai crouched down and held out her hand,"Ofcourse, come on we can find him together, okay?"

Hesitantly the boy reaches out, however the moment their hands should touch Mai blacks out.

She suddenly finds herself in the backseat of a car. Confused she doesn't have much time to get her bearings before the vehicle is crashing through the barricades and over the side of a cliff. Mai's screaming is cut short by the impact, and in an instant she finds herself floating outside the hospital, lights floating everywhere, and Naru beside her. The nice Naru she only sees in her dream visions.

He nods his head to the hospital, and she turns to look. There is a bright light in the building, flitting quickly from place to place, being chased by a dark shadow.
"What is that?"

"I'm not sure, but it's malevolent and vile. It seeks to consume and snuff out all light that it can find."

"Like the nurse?"
Dream Naru hums.
"The exorcisms didn't work... We have to help him!" Is all Mai manages to get out before everything fades once more.

Tuesday
Morning
June 23rd

Mai jerks awake on a bed in the on call room.

"You're finally awake. Care to explain what happened?" Naru asks from across the room.
So Mai explains.

"I see. We may need to report back to Samui for how she wants us to proceed here."
"What for?"

Naru shows Mai a monitor with a still image on it, it's not great quality but Sailor Moon is a rather unmistakable figure.

"The director was clearly trying to hide her involvement, but the data wasn't gone completely. Sailor Moon visited this hospital the day the nurse died. Presumably to cure a girl that no doctor could help judging by the fact no patients were left after she came, and the records show a one Miss Nodoka Hanadera with a rather unexplainable affliction. We also have footage of the nurse entering the supply closet shortly before and never leaving. Sailor Moon arrives, the Silver Ball occurs, and suddenly one woman is dead and everyone else is as healthy as can be."

"But what about the boy, and the shadow?"

"Before we proceed we need to inform the director, it's what she is paying us for. Besides it's looking like MCAT needs to interview Sailor Moon herself. Wamuro tried to hide her involvement, and I want to know why. If youma are involved this case is beyond us."

The medium could become a staple of the local police departement.
Her abilities are a bit hard to pin down, but it boils down to she can sense and communicate with spirits. Mediums are notoriously hit or miss because they can either be 100% correct or way off base.
Masako herself is a very powerful medium, but also an imperfect one, because when channeling spirits she always speaks in Japanese and not their native language. This makes it hard to tell if she is truly channeling them or just reading their intentions through a form of psychometry.

From what I remember from the anime, the entire team has this flaw with the exception of Mai, who doesn't have biases to fall back on yet, and Naru the Narcissist, who is the Sherlock Holmes to Mai's Watson. Everyone else interprets every supernatural event through a thick cultural lense depending on which flavor of spiritism they specialise in, as per quote above.

Fair, but this is less a character flaw and more an innate flaw in her abilities, and mediums in general.

Hmmm, that reminds of seances in the nineteenth century.
CLAMP has a different method for ghosts, where they basically look like ordinary people that you can see if you have enough spiritual power.
And they also look normal if you summon them.
I'm not even sure if they can possess people; there's a scene in X where Kakyou goes through Kotori's death dream to take control of her body, as both Kakyou and Kotori are dreamseers, but Kakyou's alive despite what you may think from looking at him.

Sailor moon has "evil spirits" as generic monsters-of-the-chapter for sidestories.

They can possess people

There are also flower-eating vampires who... also eat people.

Wut. Please explain.
In Chibi-Usa's Picture Diary 1, a (secret) vampire transfers into Chibi's class.

The vampire student eats flower petals... and Chibi's classmates start disappearing.

Chibi and her two named classmates ask the Senshi for advice, then go investigate, and then Venus and Moon show up and save the day.

... Save the night, I suppose.

Uh... Do Chibi's classmates remain missing at the end? Like, I know that Sailor Moon can be remarkably grim at times, but given the ages involved...

Chibiusa's Picture Diary also introduces Osaka Naruru, Osaka Naru's definitely totally 100% canonical sister.

It occurs to me that practicing our healing skills might be a useful training exercise to prepare us for our next villains.

One of the Black Moon Clan plots is spreading a super-cold (like COVID) around to try to kill off ad many people as possible. (+1 reason the Black Moon Clan are more realistic than people give them credit for)

But this is a Nanoha crossover.

They aren't going to settle for normal diseases.

Not when they have the Eclipse Virus as an option.

What's that you say?

The only practical way to spread it is to infect yourself?

And the only way to survive infection is serial murder?

This is the Black Moon Clan!

That's an upside for them!

It's not explicitly stated in that chapter.

Also, the flower-eating vampire classmate turns into a flower when she dies, and then disintegrates.

It's still a downside if they want an actually effective plague, instead of a weirdly elaborate way to kill people in their immediate vicinity. "Kills most people instantly" sharply limits most people's ability to spread it, which is why all the big name plagues take their time.
