What would it look like if they, or someone similar enough to have related methods (I dunno, Pharaoh 89?) were to succeed?

Well…

Changing Earth's environment to suit them better?

Yes, actually. Besides my own recollection of the Infinity Arc manga chapters, there's this article with this tidbit as well:
Wikipedia article on Death Busters said:
[T]he Death Busters work to gather human souls which would prolong their dying homeworld. Their ultimate goal is the revival of their commander Mistress 9 so they can bring their master Pharaoh 90 to Earth and

terraform it into a new home at the cost of the current life forms.

Huh, more terraforming…

Addendum: Seems the answer was sniped while I was formatting this post. Oh well, still merits discussion and pondering over.

Second Addendum: Before I forget…

[X] Promise to help the Amazons flee China. Offer them clientage.
-[X] Put them on the moon.

Huh. Most fanfics I've read go with the 'Pharaoh 90 destroys 90% of life on Earth' as a consequence of not being stopped, which combined with Princess Snow Kaguya freezing the Earth is the cause of Crystal Tokyo.

I'm actually kind of curious about the shady shit Blue did, 'cause I've seen HappinessCharge (admittedly many years ago) and I don't remember him doing anything particularly terrible.
I'm not saying you're wrong, I'm saying that I don't remember what you're talking about and would like a refresher.
Also I'm just curious about what you have to say! 😃
Basically, the way that Blue treats both Mirage and Megumi raised a lot of red flags to start with, and then there is his reaction to Iona, and his response to her calling him out on his 'No love rule', and how he treats the reporter girl.

It was definitely not intentional, but these things all line up and kind of make Blue come across as a abusive manipulator taking advantage of the children around him.

Looks like help and client still has a fairly significant lead, so unless there is a sudden upset now may be a good time to start mapping out exactly how we are going to go about actually accomplishing that while minimizing blowback on us.

I think the key is going to be multitasking. Single actions with multiple objectives, and luckily we have ~4 weeks to do it in, possibly more if we can manage the Cindellion situation right.

Ultimately, my own goal is to get the Amazons up to the moon. Taiwan is politically sketchy, I'd rather not S* in our own bed by trying to find somewhere long term in Japan for them to resettle, and we don't really have enough clout with anyone else (yes, not even the UK) I feel where we could ask them for assistance.

Wherever they end up, though, minimum we're going to need to develop or dig up teleportals that anyone can use in the next two to four weeks, because moving ~1200 people isn't really something the Senshi as they are can do in a weekend, and I think we can all agree that once we start doing so we're going to be on an even shorter timer for when the PRC notices and trys something stupid.

We've already had Luna and Ami establishing a teleportation network in the greater Tokyo metro area, and turning on the Moon Palace beacons is the logical next step.

It isn't out of the question to use our spy satellites to find an appropriate uninhabited island, or even just make a brand new one in international waters. We do have the time to at least attempt it I feel. An Earth location that requires no dealing with another government and allows the Amazons to be able to use boats to leave to the mainlands.

Find one, possibly, but raising one I'm not so sure of. As we are now, we'd probably need another Usagi-Flex to pull it off.

I'd also rather not go chasing multiple goals, however. One of the biggest arguments against cliantage is our AP Hell. It's why I suggest multitasking our objectives. We already need to get the Moon Palace up and running and the rest of the surface inhabitable. We have a bunch of people we are soon going to be responsible for who need to resettle. I see us combining the two goals as accomplishing more with less.

Further, if we can develop or rediscover working examples of free-use teleportals to transport them away from their current home to reduce the strain on us for the initial move, it will also alleviate the largest concern with moving them to the Moon and being entirely dependent on us for transportarion and supplies from and to Earth.

On one hand, Nerima shenanigans. On the other hand, Subjects for the future Millennium!

Next scene, we'll see the Infamous Space Pirate, Ryuko, is waging repeat raids against the forces of Horde Prime.
... That sounds awesome, actually. And more space-based anime/cartoon settings means less need to bring in something that isn't anime or anime-adjacent and changing the vibe.

I want CLAMP. I want wonderful outfits that are horribly complicated and I want extremely beautiful people of both genders.
Is that too much to ask ?
Look, we can't turn every media franchise into part of the crossover. Leave some of our fiction as still fiction in-universe for the characters to enjoy (and refer to)! Even if that micro-omake of Clow Reed getting ready to initiate the plot of Card Captor Sakura was pretty funny...

But we're including Winx Club.
Why are CLAMP being left out ?
Also, there's not much CLAMP to enjoy right now; it's 1992, the only manga they've finished are Man of Many Faces and Shirahime, and they've only gotten started on X for their more well-known works.

We know that other plots are happening, and while they'll all be solved on their own . . . we could probably make it easier. The Amazons want to be Woman Heroes? Well there's a lot of plots around the world that need a helping hand.

There are the Amazons that are already capable of acting on their own and getting out of China on their own. These would be excellent assets to deploy to specific regions . . but I think that shouldn't be something we get to vote on. Not only would that be complicated, but the Amazons are extremely willful and these specific Amazons would have the earned strength to wander as they will. We can potentially vote Y/N on whether or not we'll teleport them to a specific region they want to intervene in, but I think setting their own targets would be the right thing to do.

my presumed foreign target they'd be interested in is whatever the hell is happening to the Precure in Africa. Young woman heroes being persecuted by their government while they fight the forces of evil? Oh yeah, that smells like a story an Amazon would love to get in on. The Precures there could use a big sister coming in and helping train them up in "how to avoid detection in hostile territory" and "how to kick ass in hostile territory". While we wouldn't have a precise location, just teleporting in an Amazon should give them assistance eventually. These are highly skilled operators, they just need the benefit of information and transportation and they're self sufficient.

The research to improve their capabilities would be along the lines of teleport beacons for extraction, communicators to keep us updated, and probably some basic dam research about the various factions that they'll be wanting to intrude into.

As for the rest, they want to build a village and we do have real estate. The biggest problem is that it's on the moon. Positives: we unequivocally own it, they won't have nosy neighbors, they won't be able to wander around causing problems diplomatically. Negatives: Transportation bottleneck, lack of ability to wander might be troublesome for them (and thus us), causing shenanigans on the moon is going to be a different category of shenanigans than diplomatic incidents.

The best solution is probably having some amount live in Nerima while the core of the village is set up on the Moon. Buying out a miniature "enclave district" in Nerima while the rest build the new village. Once the supplies are on the moon, they'll at least have the ability to build. Plus there's major prestige for the Woman Heroes being the vanguard of Moon Resettlement. They'll almost definitely get into Lunar Shenanigans but uh . . . I think that's okay in exchange for how much AP will be saved over time.

As for the Villagers and what they want to do, well, three things.

First of all the Precure could use some martial instruction and/or mentors. Ultimately the Precures are the ones that have to save the day for their various plots, but having a supportive and rowdy Amazon (or small group of Amazons) cheering on fellow Woman Heroes would be good for all their groups. Additionally the Precures should have a good effect on the temperament of any that work with them. They're True Heroes. The Amazons are great fighters and can be heroes, but the Precure already are (while not being the best of fighters). That's a pairing that's going to have the Precure plots end up with more infrastructure damage, but ultimately train everyone up to be better Heroes (faster) than either group would be without the other.

Second there's the magical school at Crystal Millennium. Now I'm not saying it's a good idea to encourage Amazons to take classes in magic, but I am saying it'd be fun. Additionally, I think we shouldn't discount the possibility that living on the moon might awaken some of them if they're not already awake. We're pretty sure that the martial artist powerlevels have to do with Earthling stuff, but I don't remember if that prevented them from learning magic. Is it a good idea to give every Amazon magic? No, no it's not. Would those already respected enough to be wandering heroes be safe to teach? I think so, if they'd want to.

Third is Oni Diplomacy. Which is to say, martial tournaments of some kind and teaching Lum some of the traditions of the Amazons. We'd need to be sure that whoever is sent is capable of not dying to an Oni but . . . I suspect they'll be at least a few that can do so. Should be fun for all involved! Except whoever has to rebuild afterwards lol. Anyways, seems like a fun thing for some of them to do while we prep the moon for habitation. We don't know if it'll be ready for a village within only a month, so I think it'd be an okay stop-gap measure for a week extra if we could organize it with MCAT.
